Gauteng govt discloses that only 4 of 11 municipalities tabled funded budgets
JOHANNESBURG - The Gauteng government has disclosed that only four of its eleven municipalities tabled funded budgets for the upcoming financial year.
A funded budget refers to one where projected revenue is sufficient to cover all planned expenditures.

Only the municipalities of Tshwane, Johannesburg, Midvaal, and Mogale City are expected to generate enough revenue to meet their expenses.
Delivering his budget speech on Tuesday, Finance MEC Lebogang Maile said this was a cause for concern.
"We have stated repeatedly that fiscal discipline requires that municipalities maintain fiscal positions that are consistent with macroeconomic stability and sustained economic growth. To reinforce fiscal discipline, the Gauteng provincial government and Gauteng municipalities must fund their requirements within the set budget ceilings. This necessitates large-scale budget reprioritisation, making trade-offs, and a drive to identify efficiency gains - all with the aim of enhancing the credibility of the provincial and municipal budgets."

JOHANNESBURG - Some opposition parties in the Gauteng Legislature remain critical of Finance MEC Lebogang Maile's revised provincial budget, even after adjustments were made. Maile retabled the budget on Wednesday to accommodate key changes in the province's projected revenue. An additional R886 million has been added, bringing the total projected revenue to R172 billion for the current financial year. "I think the priorities on the budget are skewed on the basis that you have R1.2 billion that is allocated for the provincial legislature and political parties while you still have about R240 million allocated towards housing. A sound decision would have been to allocate R1.2 billion to the housing and the R200 million to the political parties." The Democratic Alliance (DA)'s Ruhan Robinson said that budget allocation could have been better. "All in all, many of our concerns stay exactly the same as with the previous budget. It's the enormous allocation of almost R5 billion to pay for the e-toll debt, which we still believe is not for the province to pay. We shouldn't be paying that money."

Ramaphosa informal settlement sanitation crises to be addressed by next week: Maile
JOHANNESBURG - Gauteng Finance MEC Lebogang Maile is confident that the sanitation crisis at the Ramaphosa informal settlement in Emfuleni will be addressed by next week. Maile made the announcement during the re-tabling of his budget speech on Tuesday. He said that R300 million had been allocated to the Department of Human Settlements to specifically address sanitation issues. This follows an EWN report, revealing that portable toilets at the informal settlement had not been cleaned in four months. Mother of three Frieda Veeris's portable toilet was last cleaned on Valentine's Day. What's even more traumatic for her is having to use a toilet with worms all over the toilet bowl and seat. "I don't even want to go in. What happens if a worm finds its way into my private part? I use a bucket now. There's no other way." Maile said worry no more, as the toilets will soon be cleaned. "After we have presented the budget, go and check next week if the Ramaphosa informal settlement is receiving the service, so that we don't have budgets that are not spent when people actually have got needs." Maile said similar issues in other parts of the province would also be addressed.

Lesufi's office receives R50m boost for second phase of the Nasi Ispani programme
JOHANNESBURG - The office of the Gauteng Premier has received an additional R50 million in funding, earmarked for the second phase of the Nasi Ispani programme. This is a mass recruitment drive launched by Premier Panyaza Lesufi, creating job opportunities for unemployed youth. Finance MEC Lebogang Maile tabled his second budget on Tuesday, including allocations to support the next phase of the programme. ALSO READ: Lesufi announces second instalment of Nasi Ispani programme The Gauteng government says the first phase of the Nasi Ispani program provided employment and income opportunities to more than 90,000 young people. This time around, the province is relaunching the initiative with a stronger focus on skills development and training for youth. When asked whether the province has the financial backbone to fund the programme, Finance MEC Lebogang Maile responded with a confident 'yes'. "In the 2025/2026 financial year, the office of the premier will receive an additional R50 million to fund Nas'ispani, a skills development initiative spearheaded by the Gauteng City Region Academy. Unemployment remains our biggest challenge, as evidenced by the latest data showing that Gauteng's unemployment rate increased to 34.7%." The funds for the programme come from the R1.8 billion that was not spent in the previous financial year.
