Islamabad traders defy strike call

The shutter-down strike call given by some trader groups against the Federal Board of Revenue's (FBR)'s expanded powers had little to no impact in Islamabad, where business activities continued as usual on Saturday.
The federal capital witnessed uninterrupted commercial activity, with residents engaged in routine shopping throughout the day.
All major markets, shopping malls, commercial centres, and supermarkets — including Jinnah Super, G-9 Markaz, Blue Area, G-10, and I-8 — remained open, and stores operated normally.
Neither the Islamabad Chamber of Commerce and Industry (ICCI) nor any major traders' alliance announced participation in the strike call given by Karachi and Lahore chambers against tax measures and arrest powers of the federal tax authority.
According to the Chamber, recent negotiations with the government addressed the concerns of the business community, and assurances were given to resolve key issues. As a result, the decision was made to keep businesses open in Islamabad.
In other parts of the country, however, factions of the trader community did call for protests and strikes, citing concerns over the FBR's increased powers, particularly the crackdown on non-filers and the broad authority granted to field officers to conduct raids. These measures, they argue, are fuelling uncertainty and distrust among business owners.
Nevertheless, no strike-related closures or demonstrations were reported anywhere in Islamabad.
On Friday, talks between the government and the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) had concluded on a positive note, calling for the postponement of the nationwide shutter-down strike initially scheduled for Saturday. However, Karachi Chamber of Commerce and Industry (KCCI) maintained its call for a strike, citing unresolved concerns with the Finance Act 2025.
A special committee was formed to address the grievances of traders regarding the controversial Finance Act. The committee, chaired by Prime Minister's Special Assistant on Industries, Haroon Akhtar, convened with representatives from various chambers of commerce to discuss the amendments in the act.
The negotiations saw progress, with a consensus reached on several amendments. Among the most notable changes was the decision to remove Clause 9 of the act, which had been a key point of contention for traders. A proposal to amend Article 37A was also tabled, with the government agreeing to review it further.
Despite these developments, KCCI President Jawed Bilwani expressed that while their demands were largely accepted, no written assurance was provided.
In contrast, the FPCCI, led by Atif Ikram Sheikh, reached an agreement with the government to call off the nationwide strike. He thanked the authorities for their serious engagement and expressed hope that the prime minister would approve the proposed amendments.
Effect in other cities
Meanwhile, the strike led to widespread partial and complete market closures across Pakistan on Saturday. The strike divided traders into opposing camps. Major business centres in Karachi, Lahore, Hyderabad, Quetta, Peshawar, and several smaller cities observed shutdowns.

Prime Minister Shehbaz Sharif on Saturday granted approval for the formation of a modern and globally standard digital ecosystem in the Federal Board of Revenue (FBR), besides directed hiring of internationally renowned experts. During a meeting to review progress on the ongoing reforms in the FBR, the prime minister observed that the economy was moving in a positive direction due to the recent reforms in FBR. Ministers Muhammad Aurangzeb, Ahsad Khan Cheema, Minister of State Bilal Azhar Kayani, FBR Chairman, Chief Coordinator Musharraf Zaidi, economic experts and other senior officials attended the meeting, PM Office Media Wing said in a press release. The meeting was briefed on the progress regarding the formation of a modern digital ecosystem aimed at centralizing FBR's data and enabling real-time monitoring of the entire value chain. The prime minister, while chairing the meeting, emphasized that not only digitization, but a comprehensive digital ecosystem should be established to strengthen the new system and directed that all the relevant data, from raw material production and import, to manufacturing of goods and the final consumers' purchase, should be integrated into a single system. The prime minister said the system should be made so effective that the entire value chain could be monitored digitally in real time. He further opined that the centralized data collected under this system should be utilized for the economic strategic decision-making. The prime minister stressed that the goal of reducing taxes for the common man could only be achieved by increasing the tax base and ending the informal economy. Incentive scheme Prime Minister Shehbaz Sharif has decided to continue the incentive scheme for the remittances of overseas Pakistanis to Pakistan. He directed the Ministry of Finance to immediately release funds for the Workers' Remittances Incentive Scheme on priority basis. He said, "Overseas Pakistanis are our strength and a valuable asset of Pakistan." "The hard-earned remittances of overseas Pakistanis play an important role in the development of Pakistan, which the entire nation, including me, values," he added. In the fiscal year 2025, he said overseas Pakistanis played a key role in achieving the target of current account surplus for the first time in 14 years by sending a record high of $38.3 billion in remittances. These remittances not only helped pay the rising import bill but also helped increase foreign exchange reserves, he noted. He said "Overseas workers and businessmen play a crucial role in the country's development and progress by sending remittances to their homeland."

ISLAMABAD: The Federal Board of Revenue (FBR) will recover outstanding amount of Federal Excise Duty (FED) from Pakistan International Airlines (PIA) after its privatization. Federal Board of Revenue (FBR) Member Inland Revenue (Operations) Dr. Hamid Ateeq Sarwar was responding to an audit objection of Auditor General of Pakistan (AGP). The issue came to the light during the last meeting of the Public Accounts Committee held on FBR Audit Paras pending for the last 10-15 years. SRO 706 (I)/2010 tractor tax refund: FBR to seek Law Division's opinion AGP officials were of the view that the recovery of the FED is necessary as it was collected from consumers. The general public has paid this amount of the FED which was not a government grant issued to the national flag carrier. FBR Member Inland Revenue (Operations) said that if we do FED recovery from PIA at this stage, it would result in closure of the operations of the airline. Therefore, the FED should be recovered after privatization of the PIA. The status and the process of the privatization of the PIA could be updated by the Privatization Commission, FBR member added. SRO 706 (I)/2010 tractor tax refund: FBR to seek Law Division's opinion

ISLAMABAD: The Federal Board of Revenue (FBR) will legally file reference with the Law and Justice Division seeking clarification whether SRO 706 (I)/2010 was legally issued under which input tax on agricultural tractors was exempted to the tractor manufacturers through refund. Federal Board of Revenue (FBR) Member Inland Revenue (Operations) Dr Hamid Ateeq Sarwar, Friday, informed the Public Accounts Committee that the FBR has accurately issued SRO706 (I)/2010 to ensure that the prices of tractors should not increase at that time. To clear ambiguity, the Auditor General of Pakistan (AGP) and the FBR can seek clarification from Law and Justice Division about the legality of this SRO. Tractor-manufacturing company: FBR raises Rs18bn sales tax demand During the PAC meeting, officials of the AGP directed the FBR to submit the update on the demand of Rs18 billion raised against a tractor company during an internal audit conducted on the directions of the Federal Tax Ombudsman (FTO). The officials of the AGP further pointed out whether the farmers were able to get the benefit of SRO706 (I)/2010. As the matter involves interpretation of law, the same should be referred to the Law and Justice Division, FBR Member Inland Revenue operations added. According to the audit brief submitted by the AGP before the PAC on Friday, as provided in Section 13(1) read with Sixth Schedule of the Sales Tax Act, 1990, the supply of tractors has been exempted from the chargeability of sales tax. Conflicting with the above provision of the law, FBR issued SRO706 (I)/2010 dated 2nd August 2010 by exercising its powers under Section 13(2) of the law, wherein, the input tax on agricultural tractors was exempted to the tractor manufacturers by way of refund subject to the condition that 'manufacturer shall sell exempt agricultural tractors against proper tax invoice with zero sales tax at the price agreed with federal government'. The condition 'at the price agreed with the Federal Government' was also deleted on 28.04.2007. Audit is of the view that through said SRO, supply of tractors has been turned zero rated whereas it was an exempt commodity as contained in the 6th Schedule to the Act. The refund of input tax against supply of tractors by treating them as zero rated through an SRO was in conflict with the basic provisions of the Act. Hence, refund sanctioned in this way was unlawful causing a loss of government revenue to the tune of Rs7,069.311 million during tax periods in case of one manufacturer only, as per information available to Audit. The LTU, Lahore informed that refund of sales tax was allowed as per existing law/rules/instructions of FBR. As per Sections 72 and 42 of the Sales Tax Act, 1990 and Federal Excise Act, 2005, the field officers were bound by such law/rules/instructions of FBR. As such no loss occurred on the part of officers of LTU. Audit is of the view that administrative officers were bound to comply with the provisions of the Act of the parliament in public interest rather than to blindly follow the instructions of FBR while sanctioning such refunds. Hence, the reply given by the department is irrelevant and not tenable. The AGP objected that special excise duty was levied under Section 3A of the Federal Excise Act, 2005 on goods specified in SRO 655(1)/2007 dated 29-06-2007. Later on, special excise duty was exempted vide SRO 675 (1)/2011 dated 01.07.2011 issued under Section 16(2) of the Act, effective from 01.07.2007 by way of refund to the purchaser i.e. manufacturer of tractors. After issuance of SRO of 2007, vendors of agricultural tractors kept on charging this duty and the same was also being paid by the tractor manufacturers while making taxable supplies. Tax authorities of FBR allowed a refund of special excise duty (SED) to M/s Millat Tractors (Pvt) Ltd by giving the benefit of SRO dated 01.07.2011 from back date i.e. July 1, 2011 to the taxpayer. Audit is of the view that Section 16(2) of the Federal Excise Act, 2005 does not empower the federal government to exempt duty from retrospective effect as specifically allowed in case of sales tax under Section 13(4) of the Sales Tax Act, 1990. Hence, refund of SED of Rs242.826 million to Millat Tractors (Pvt) Ltd, allowed during July 2007 to May 2011, was unlawful. Moreover, the amount of special excise duty became part of the price of tractor and was passed on to consumers/farmers. In this way, tractor manufacturers enjoyed double benefit i.e. higher prices of product and refund. The officers of LTU allowed refund of special excise duty as per Sections 72 and 42 of Sales Tax Act, 1990 and Federal Excise Act. The reply was irrelevant and did not address the issue. The lapse was pointed out to the department during June to October 2013. In this regard, it is stated that recovery notice dated 03.07.2025 has been issued to M/s Millat Tractors Limited for payment of sales tax amounting to Rs1,847,840 by 15.07.2025. Further, DGAIR (North)'s letter dated 03.01.2017 has been forwarded to the board for necessary guidance and its reply is awaited. The DAC directed the LTO, Lahore to get its stance verified from audit in the light of board's clarification issued on 07.04.2017 and submit progress to audit and FBR by 30.07.2025. The PAC may like to direct the department to: i)expedite recovery of government dues; ii) justify issuance of SROs conflicting with Acts of the Parliament and fix responsibility on person(s) at fault; iii) submit SROs pertaining to exemptions, concessions and zero rating of supplies, issued during a financial year, for Parliamentary approval; and iv) conduct a fact finding enquiry on the issue as FBR has already conducted internal audit of a tractor company for the subsequent period(s) on the directions of honourable FTO and raised demand of Rs.18.7 billion on the same issue, the AGP report added.
