
STRETCHED TO BREAKING POINT: Scotland's top cop says deploying hundreds of officers to police title parties is causing a major concern ... and she urges clubs to organise official events in future
Chief Constable Jo Farrell said 320 officers were deployed after thousands of Celtic supporters descended on Glasgow's Merchant City and Trongate on Saturday.
A total of 20 people have been arrested after Celtic fans celebrated their team lifting the Premiership trophy, following a 1-1 draw with St Mirren.
An additional 17 people have been charged and four have been reported in connection with offences, including being in possession of pyrotechnics or offensive weapons, assault and public order.
On Thursday, Farrell told a public board meeting of the Scottish Police Authority (SPA) in Glasgow that the 320 officers involved in policing the disorder were 'not available to communities for other duties'.
She said: 'For me, the ideal scenario would be an agreed and organised event that ensures safety and security, minimises wider disruption, and which could also create economic opportunities.
'Of course, we have another high-profile fixture this weekend [the Scottish Cup final between Aberdeen and Celtic at Hampden on Saturday], and nobody wants to see disorder or violence associated with it.
'As you would expect, we have an appropriate policing plan in place and will respond as required.'
Commenting on last weekend's disorder, Farrell said the 'impact on businesses, tourism, and the cost to the taxpayer cannot be ignored and we received feedback from all of those groups'.
She called for 'some safety controls to these celebrations - that's going to need co-operation from the clubs, and from the Football Associations'.
Farrell added: 'Moving forward, I don't want to be in a position where we're deploying 320 officers in order to try and allow people to go about their business safely, and at the same time deal with the violence, disorder and pyrotechnics.'
The arrests in Glasgow came after thousands of fans flooded to the Trongate area despite calls from the club, Glasgow City Council and police to stay away.
Videos online showed fights breaking out in the gathering crowds as fans were spotted scaling traffic lights and the famous Mercat Cross, as well as Merchant City signs in the area.
A heated altercation also unfolded in George Square in the city centre last Saturday morning as Celtic fans heading to Celtic Park clashed with people taking part in the Orange Order's VE Day 80th anniversary parade.
Footage emerged showing objects being thrown between the crowds.
Earlier this week, First Minister John Swinney condemned Saturday's events in Scottish football, which included Aberdeen player Jack MacKenzie being struck by a chair allegedly thrown from a stand at Tannadice.
Swinney said: 'I am very concerned by what I saw over the weekend.
'I understand football supporters want to celebrate the performance of their team.
'I don't doubt that, or say I don't understand it.
'Of course, I understand it, but it shouldn't be at expense of other people.
'Whether it's a supporter, it appears, from the Aberdeen end throwing a chair that injures an Aberdeen player, a quite serious injury from what I can see.
'Nor the disruption in the centre of Glasgow, where the city was damaged and disrupted. Lives were disrupted, and there's a lot of cleaning up that's got to fall on the city council.
'I'm all for people celebrating, I quite understand it, but not at the expense of others.'
A spokesman for Merchant City and Trongate Community Council said: 'It is clear Celtic cannot control its supporters when they take to the streets.
'We repeat our request, made two years ago, that should there be another such occasion the club organises - at its cost - its own celebration at Parkhead, the Emirates across the road from the stadium, Glasgow Green or any other venue of its choice.
'This cannot be allowed to happen for a fourth successive year.
'We shall be reviewing Saturday's events with Glasgow City Council, the police and our Scottish parliamentary representatives, and will continue to press for urgent actions by all parties involved.'

Pensioner on mobility scooter critically injured in crash
An 84-year-old man is in a critical condition after being hit by a car while riding a mobility scooter. The crash happened at around 4.50pm on Friday on Gartlea Road in Airdrie, North Lanarkshire, when the mobility scooter was struck by a Vauxhall Mokka driven by a 43-year-old man. Emergency services attended and the pensioner was taken to the Queen Elizabeth University Hospital in Glasgow, where staff described his condition as critical. Sergeant Ross Allison, of Police Scotland's road policing unit, said: ' Inquiries are ongoing to establish the circumstances surrounding this crash and I would urge any witnesses or anyone with information that may assist to contact us. 'I would also ask any drivers with dashcam who were in the Gartlea Road area at the time to review their footage and please contact us if it holds anything which may be relevant.' Killie were 2-0 up at the break but the game turned on George Stanger's red card Kilmarnock kicked-off the Premiership season by throwing away a two goal lead in a 2-2 home draw with newly promoted Livingston. Two goals in the space of just three minutes shortly before the interval appeared to have the hosts in control, but the contest turned on George Stanger's red card midway through the second half. Djenairo Daniels raced through to open the scoring on 39 minutes with a composed finish that had originally been ruled offside. David Watson doubled the tally moments later when Jerome Prior palmed a Jamie Brandon delivery into the path of the midfielder to roll home. Livi looked for a way back into the contest, and were handed it by the home side. Stanger dragged Robbie Muirhead down inside the box with whistler Matthew McDermid awarding a penalty and sending off the defender following a VAR check. Muirhead promptly fired home from 12 yards out. The visitors looked the most likely to find the next goal, and they duly did so four minutes from time as Scott Pittman swept home Lewis Smith's pass high into the net for the equaliser to mark a disappointing afternoon for Killie and boss Stuart Kettlewell in his first league game at the helm. With vice-captain Robbie Deas suspended and centre-back an area lacking in depth for the hosts, skipper Brad Lyons was drafted in on the right-side of a back three while new boys Daniels and Marcus Dackers were given the nod as the attacking pair in the season opener. The home side took total control of the contest thanks to a quick-fire double just before the break. Daniels timed his run perfectly to race in behind the defence and fire beyond Prior on 39 minutes before the keeper palmed out a Jamie Brandon ball across goal straight into the path of Watson who rolled home under pressure to double the advantage. Livi looked to drag themselves back into the contest but Montgomery's header under pressure at the back post eight minutes after the restart was comfortably dealt with by Stryjek. With Killie seemingly in control, they shot themselves in the foot midway through the half as, following a VAR check, Stanger was deemed to have dragged down Muirhead inside the box. That resulted in both a penalty and a red card with former Killie man Muirhead slotting home from the spot. He was inches away from doubling his tally a few minutes later when the dead-ball specialist curled a 22-yard free-kick narrowly wide of the woodwork. Livi sensed a change in momentum and went close once again to a leveller on 77 minutes as neat play down the left flank eventually led to Stryjek sticking out a foot to deny Montgomery as the full-back looked to beat him at the near post. The keeper was beaten four minutes from time as Smith darted into the box before rolling the ball into the path of Pittman. Both sides went searching for a dramatic late winner but none arrived as the honours were even in the top flight's curtain raiser.

Livi fight back from two goals down to draw with ten-man Killie
Newly promoted Livingston fought back from two goals down against ten-man Kilmarnock to take a point from the opening match of the new Premiership season. The game at Rugby Park was the only 3pm kick-off on the opening day of the new campaign. And fans were treated to a four-goal thriller, with a red card and VAR drama thrown in for good measure, as the sides played out a 2-2 draw. Djenairo Daniels and David Watson both scored towards the end of the first-half to give the home side a 2-0 lead going into the break. But Livi were thrown a lifeline just after the hour mark when they were awarded a penalty for an incident that also saw Killie defender George Stanger sent off. Robbie Muirhead converted his spot-kick to make it 2-1 going into the last 25 minutes against the ten-men. Scott Pittman then grabbed the equaliser for David Martindale's men with a close range finish with just two minutes of the game remaining. Stevie May thought he had completed the comeback when he had the ball in the net in injury time, but the goal was ruled out for a foul in the build up.
