
Five, including a datuk, charged with illegal deposit taking
Datuk Suhaila Semaru, 41, her sister, Suraya Semaru, 37, brothers Muhammad Wahbah Az-Zuhaili Mohd Ariffin, 33, Muhammad Syaabil Ajwad Mohd Ariffin, 26, and Mohamad Noor Syauqi Shafiee, 30, plead not guilty and requested for trial when the charges were read to them separately in front of Judge Muhamad Anas Mahadzir.
Suhaila as XFOX Market Sdn Bhd director faces 22 counts of receiving, obtaining and owning an estimated RM13mil from the illegal activities, while Suraya as chief executive officer faces 10 charges of obtaining, owning and transferring a total of RM11.1mil in funds.
Mohamad Noor Syauqi is charged with obtaining and owning RM2.5mil from illegal activities, Muhammad Wahbah Az-Zuhaili faces seven charges of receiving, obtaining and using RM10.3mil, while Syaabil Ajwad faces seven charges of receiving and one charge of disposing of RM58mil of funds from illegal activities.
They allegedly committed the offences under Section 4(1)(b) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001, punishable under subsection 4(1) of the same Act, at various bank branches around Shah Alam, Petaling Jaya and Subang between November 2021 and July last year.
At the same proceeding, Suhaila, Suraya and Mohamad Noor Syauqi pleaded not guilty to another charge of agreeing to accept deposits from the public without a valid licence.
They are charged with committing the offence at the XFOX office in Subang Bestari from Nov 12, 2021 to July 30, 2024, under subsection 137(1) of the Financial Services Act 2013, read together with subsection 249(1)(a) and punishable under Section 137(2) of the same Act.
The prosecution, led by Nurdeenie Abd Rashid and Megat Mahathir Megat Tharih Afendi, suggested RM1mil in bail for all the accused with the condition that they surrender their passports while lawyer Mohd Haziq Dhiyaudin Razali requested a reduction, pointing out that his clients cooperated fully with Bank Negara Malaysia during the investigation and had no risk of flight.
Muhamad Anas allowed bail of RM100,000 for each of the accused with the condition of one surety and that their passports would be surrendered till the end of the case and set case re-mention for Aug 6. - Bernama

KUALA LUMPUR: The government's push to overhaul Malaysia's healthcare financing framework via the Reset programme is gaining traction, with the rollout of a Universal base medical and health insurance/takaful (MHIT) product expected in the second half of 2026. Spearheaded by Bank Negara Malaysia (BNM) in collaboration with the Health and Finance Ministries – and supported by the World Bank – the Reset strategy aims to slow rising medical costs and introduce a more sustainable funding model. 'The base product has a deadline, which is that we're going to finalise the design (and conceptualisation of base MHIT product) this year,' said a spokesperson at a media workshop on the Reset Strategy by BNM and the Health Ministry yesterday. 'We're going to pilot it sometime towards the middle of next year. And then, we're ready for rollout by the end of next year. And the diagnosis-related group (DRG) system is a feature that will be incorporated within the base product design,' the spokesperson said. The DRG framework – widely used in private healthcare systems globally – assigns a fixed, bundled payment for treatment based on diagnosis, rather than billing each service separately. According to the spokesperson, it will be introduced in stages to gradually supplant the fee-for-service model currently driving medical inflation. On intended outcomes, the spokesperson pointed to medical cost inflation as a critical barometer of success. 'We expect some stabilisation in that rather than just continual, or steeper increases over time. So we should see that stabilised. That would be a key outcome measure. 'We are also concerned about policy as well. So we are looking at things like how we can also capture data like re-admission based on that to measure quality of care as well,' the spokesperson added.

Medical insurance made fairer: Standard premiums for M40 under MHIT
KUALA LUMPUR: Premiums for the basic medical and health insurance/takaful product (MHIT) are set to be standardised, with a focus on affordability for the M40 income group. This is in line with government efforts to broaden access to private hospital care, according to Bank Negara Malaysia. The product, being developed jointly by Bank Negara and the Health Ministry, is expected to be launched in the second half of 2026. It will be offered as a standard plan providing essential coverage at a sustainable cost. The information was shared during the RESET media strategy workshop organised by Bank Negara and the ministry at Sasana Kijang here today. Bank Negara said the initiative is expected to act as a catalyst for restructuring the private health insurance market, while reducing public reliance on government hospitals, which are currently facing congestion and long waiting times. Currently, only around 22 per cent of Malaysians have health insurance, leaving the majority exposed to the risk of high medical expenses. Through the basic product, more individuals will be able to access minimum financial protection at an affordable rate. The MHIT basic plan aims to protect individuals from high healthcare costs while minimising out-of-pocket expenses. It also seeks to simplify the insurance and takaful market by offering a clearer, more straightforward coverage package. Premium pricing and benefit coverage will be determined based on verified treatment cost data. This includes the most common procedures and hospital cost comparisons, to ensure long-term sustainability. To maintain affordability, the MHIT basic plan's network will focus on mid-tier hospitals. Treatments at premium hospitals will be available through optional top-up plans open to competition among insurance and takaful providers. The MHIT basic plan will change the claims process by shifting payments from a fee-for-service system to a diagnosis-related group (DRG) system, which is payment based on diagnosis. The rollout will be conducted in phases to avoid disruption in the market. The DRG approach is expected to help control treatment cost inflation, as private hospitals will be incentivised to operate more efficiently to manage claim volumes by disease category. The new mechanism also supports the 'value-based healthcare' agenda, which is the direction of the national healthcare system. Emphasis is also placed on the role of general practitioners (GPs) as the primary entry point for treatment before patients are referred to private hospitals. This is to strengthen primary care and reduce the tendency of patients to directly seek specialist treatment. Authorities are also considering including coverage for preventive treatments that have been proven to reduce the risk of serious illness. They are also considering allowing coverage for pre-existing conditions under certain conditions such as waiting periods and symptom control. There is also a need to educate the public that the benefits of the basic product must be balanced with their ability to pay premiums. Hence, focus group sessions will be conducted to identify the most relevant coverage priorities. To protect policyholders' interests, insurance and takaful companies will be required to provide a Product Disclosure Sheet (PDS) outlining key benefits, projected long-term premium increases, and alternative options for consumers. In addition, a dedicated complaints mechanism will be established to resolve disputes between private hospitals and insurance operators. Policyholders who struggle with premium increases can seek advice and assistance through the Credit Counselling and Management Agency.

S P Setia's sales in Q2 FY2025 at RM1.186 billion
KUALA LUMPUR - S P Setia Bhd reports an uptick of 34% in its sales at RM1.186 billion in Q2 FY2025, compared to RM883 million in Q2 FY2024. During the review period, sales momentum has picked up quarter-on-quarter, primarily from the Group's domestic projects. Sales in the first half of FY2025 were mainly contributed by domestic projects at RM1.42 billion, representing approximately 75% of total sales, while the Group's international projects contributed RM480 million, about 25% of the total sales. Central region contributed sales totalling RM955 million, while the Southern region accounted for RM430 million. During this review period, Setia has achieved RM1.90 billion of total sales. In terms of revenue, Setia recorded RM944 million in Q2 FY2025, contributed by mostly local development revenue. For the first half of FY2025, Setia posted revenue of RM1.71 billion and recorded a profit before tax (PBT) of RM337 million. The Group has continued to reduce its borrowings, with a current net-gearing ratio of 0.34x, aligning with the Group's debt reduction strategies. Setia president & CEO Datuk Choong Kai Wai said, 'Our performance this quarter reflects our persistent efforts in delivering quality products and diversifying our portfolio, while we remain cognisant of the market challenges.' On July 9, 2025, Bank Negara Malaysia (BNM) has cut the Overnight Policy Rate (OPR) by 25 basis points to 2.75%, its first rate cut in five years. The rate cut signals anticipated growth in the property development industry, particularly in the residential segment, by improving buyer affordability, reducing developers' financing costs, and potentially boosting market sentiment amid heightened, prolonged global uncertainty as well as rising construction costs. 'Amid the current market challenges, our outlook remains cautiously optimistic while we look for opportunities to expand our presence across our targeted high-growth segments,' said Choong. Meanwhile, the Group will continue to accelerate its catalytic township developments, eco industrial parks, strategic partnerships and capitalising on value creation across its key growth corridors. On the international front, Setia held a groundbreaking ceremony for its Setia Garden Residences project at its EcoXuan township in Ho Chi Minh City, Vietnam on July 26, 2025. With a gross development value (GDV) of US$81 million (RM381.1 million), Setia Garden Residences is scheduled for completion in 2027, and is positioned to become a new landmark in the northern corridor of Ho Chi Minh City. As of June 30, 2025, Setia has unbilled sales pipeline of RM3.9 billion, 42 ongoing projects and with a remaining land bank of 5,191 acres, and an effective remaining gross development value (GDV) of RM90.18 billion.
