Markets potential for tourism as cultural landmarks

HOUSING and Local Government Ministry (KPKT) has allocated more than RM136mil to transform public markets nationwide into cultural landmarks and tourism hotspots.
The announcement came during the second edition of Subang Jaya Car-Free Day (HTKSJ) 2025, held in Seri Kembangan, where Minister Nga Kor Ming officiated the prize-giving ceremony of the Design Idea Competition (DIC) for the redevelopment of Pasar Awam SK10, Seri Kembangan.
He added that all new markets and those undergoing upgrades above RM10mil would be required to hold similar design competitions.
The design competition for Pasar Awam SK10 in Selangor, set to undergo redevelopment estimated at RM12mil, was a joint effort between Subang Jaya City Council (MBSJ) and Malaysian Institute of Architects (PAM). It attracted 91 designs from local architecture firms.
This competition used a comprehensive evaluation method, with 90% assessed by professional jurors.
The remaining 10% comprised community representatives, including Seri Kembangan assemblyman Wong Siew Ki, city councillors, MBSJ department heads and representatives from SK10 Market Traders Association.
The competition also accepted international entries to ensure the best ideas were considered.
Moa Architects Sdn Bhd took home the top prize of RM50,000, followed by Ky Loh Architect with RM30,000 in second place.
Spatial Factor Architects received RM15,000 for third placing, while seven other firms were given consolation prizes of RM5,000 each.
The winning firms would be appointed as consultants, while the city council would retain design copyright.
'This initiative empowers local professionals, strengthens public-private sector collaboration and ensures that the redevelopment of public markets aligns with the needs of both the community and the industry,' said Nga.
The Local Government Department (JKT), in collaboration with PAM, will run the design competition for eight other public market projects.
They are Pasar Taman Muda in Ampang, Pasar Kajang and Pasar Kekal at the Pasar Sungai Long site in Cheras – all three in Selangor, Pasar Borong Gong Pauh in Kuala Terengganu (Terengganu), Pasar Besar Kuala Pilah (Negri Sembilan), Pasar Besar Kuala Krai (Kelantan), Pasar Besar Ipoh (Perak) and Pasar Besar Melaka Sentral in Melaka.
On another matter, Nga said local councils would be categorised under performance-based 'traffic light' policy regarding federal funding.
'Councils ranked with a red light due to poor performance might have their allocations pulled.
'Those in yellow due to unsatisfactory (performance) will be reviewed.
'And those in green will be eligible for increased allocations,' he said.

KUALA LUMPUR: Malaysia has been appointed president of the United Nations Human Settlements Programme (UN-Habitat) Assembly for the 2026–2029 term, representing the Asia-Pacific region. Housing and Local Government Minister Nga Kor Ming said this marked the first time Malaysia would assume a leadership role in UN-Habitat — a responsibility the country is fully prepared to undertake as it showcases its achievements and offers practical solutions to global urban challenges. The four-year presidency follows UN-Habitat's system of regional rotation. Malaysia will succeed Mexico, which has represented Latin America and the Caribbean from 2019 to 2025. Nga said that Malaysia's strong track record in sustainable urban development, housing provision, and waste management positions the country well to lead global dialogue under the theme of building inclusive, resilient, and sustainable cities. "This appointment is a significant milestone in Malaysia's growing global leadership, particularly as we also assume the Asean chairmanship this year," he said. "Our track record speaks for itself. Malaysia has achieved 43 per cent of the Sustainable Development Goal (SDG) indicators — far surpassing the global average of 17 per cent. Our contributions encompass affordable housing, urban regeneration, and sustainable waste management. "As of March 2025, we have completed 179,769 affordable housing units, with more than 235,000 currently under construction and over 76,000 in the planning stage — totalling 98.4 per cent of our national target." Nga said that urban regeneration and legal reform would be key focus areas during Malaysia's presidency. These include plans to table the Urban Renewal Act and the proposed Building Managers Act, aimed at addressing dilapidated buildings and poor property management. "We are also pioneering innovative waste management through the National Circular Economy Council and our Circular Economy Blueprint (2025–2035), in addition to converting former landfill sites into public spaces," he said. He added that Malaysia would use its presidency to amplify the voices of the Global South and foster multilateral cooperation through people-public-private partnerships. "This is more than a diplomatic achievement — it reflects Malaysia's evolution into a responsible and forward-thinking global partner. "It also provides a platform for us to raise the voices of the Asia-Pacific region and empower communities worldwide in their pursuit of liveable and sustainable urban environments. This strengthens Malaysia's standing in the Global South." Headquartered in Nairobi, Kenya, the UN-Habitat was established in 1977 and became a full programme under the UN General Assembly in 2001. With the support of 193 member states, UN-Habitat leads global efforts on human settlements and plays a central role in advancing the Sustainable Development Goals (SDGs), particularly SDG 11 — to make cities inclusive, safe, resilient, and sustainable.

The Housing and Local Government Ministry (KPKT), in a statement, highlighted Malaysia's crucial position in its bid to lead global efforts on sustainable urbanisation for the 2026–2029 term. The Malaysian delegation in Nairobi, led by Housing and Local Government Minister Nga Kor Ming, has stepped up high-level diplomatic engagements, including productive bilateral meetings with key nations such as China, the United Arab Emirates (UAE), Mexico, Azerbaijan, and Iran, all aimed at bolstering support for Malaysia's candidacy during the ongoing UN-Habitat Assembly. The delegation also includes KPKT secretary-general Datuk Wira M Noor and High Commissioner of Malaysia to Kenya Ruzaimi Mohamad. During discussions with the Chinese delegation, led by its Vice Minister of Housing and Urban-Rural Development, Jiangou Dong, both sides reviewed upcoming joint events, including the ASEAN Real Estate Conference (AREC) in Kuala Lumpur from July 23 to 26. Meanwhile, the meeting with the director-general of the Sheikh Zayed Housing Programme in the UAE, Mohammed Ibrahim Al Mansoori, focused on aligning shared priorities for the co-presidency period and executive board membership for the 2025-2029 term. This reaffirmed earlier exchanges at the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) in April. "We reaffirmed our commitment to continue supporting UN-Habitat's work in Malaysia, including the implementation of the New Urban Agenda, Global Public Space Guidelines and extended an invitation to Her Excellency to attend the ASEAN Mayors Forum in Kuala Lumpur and the Asia Pacific Ministerial Conference on Housing and Urban Development in Penang," Nga added.
