Approval of Egypt's IMF programme review faces possible delay, sources say

CAIRO: The IMF may merge its fifth and sixth reviews of Egypt's $8 billion support programme because of slow progress on structural reforms, possibly delaying a new disbursement by half a year, three people with knowledge of discussions said on Tuesday.
The International Monetary Fund approved its fourth review of the programme in March, unlocking a disbursement of $1.2 billion. An IMF team arrived in Egypt in May to begin the fifth review but has yet to signal its approval, the sources said.
The 46-month facility was first signed in March of 2024 following more than a year of severe foreign currency shortages and inflation that peaked at 38% in September 2023.
The IMF has so far paid out about $3.5 billion under the fund, according to Reuters calculations.
However, it has been displeased with Egypt's slow progress on structural reforms that are the centrepiece of the facility, including the divestment of state assets, one of the sources said. Egypt failed to reach half of its structural benchmarks in its last two reviews, the first source added.
Financial reforms have progressed relatively smoothly.
A finance ministry spokesperson had no immediate comment. The central bank did not immediately respond to a request for comment.
A delay in the fifth review would result in the programme being stalled until after the summer, with the next board meeting likely in December at the earliest.
The IMF has yet to publish a staff report from the fourth review. Egypt asked for a delay to give it time to release details of measures to widen the tax base, the first source said.
On Sunday, parliament approved expanding value-added tax, which will mean higher taxes on construction and contracting services, crude oil, cigarettes and alcohol.

Ethiopia said on Friday that it had signed a $1 billion financing agreement with the World Bank to support its economic reform programme and boost growth. The money will bolster government efforts to ensure financial sector stability, enhance trade competitiveness and strengthen domestic resource mobilization, Ethiopia's finance ministry said in a post on Facebook. The World Bank said in a statement that the financing comprised a $650 million grant and a $350 million concessional loan. It said that subject to board approval and resource availability, the World Bank Group's International Development Association expects to give Ethiopia roughly $5 billion in new financing over the next three fiscal years. The funding pledges follow the International Monetary Fund's approval this week of the latest review of the East African country's $3.4 billion loan programme, unlocking access to another $262.3 million tranche. Reforms backed by the IMF include last year's floating of the country's birr currency and moves to open up the previously-closed economy to the private sector. The IMF said it was important for Ethiopia to improve foreign exchange market functioning, boost domestic revenues, restore external debt sustainability and enhance fiscal transparency. The cable has now come ashore at Port Said on the Mediterranean […] Telecom Egypt, the country’s integrated telecom operator and a subsea cables provider, together with SubCom, the global supplier of subsea data systems, has announced the completion of two critical landings of the Southeast Asia-Middle East-Western Europe 6 (SEA-ME-WE-6) subsea cable system in Egypt. The cable has now come ashore at Port Said on the Mediterranean coast and at Ras Ghareb on the Red Sea. Telecom Egypt facilitated the connection between the two coastal landing points by ensuring diverse and resilient terrestrial crossing routes were in place. With this, the SEA-ME-WE-6 subsea cable has completed its landing activities in Egypt. SEA-ME-WE-6 is the sixth edition of the SEA-ME-WE cable system family. The system connects Singapore (Tuas) to France (Marseille), crossing Egypt’s territory terrestrially. SubCom serves as the contractor responsible for building the subsea cable system. Upon completion, the SEA-ME-WE-6 cable system will establish a strategic connection between Africa, Asia and Europe through its 17 landing points, significantly enhancing global network infrastructure. Spanning a distance of 21,700 km, the system’s consortium comprises 16 major subsea cable providers, including Telecom Egypt, alongside BEYON B.S.C (Bahrain), Bangladesh Submarine Cables PLC, Bharti Airtel Ltd. (India), China United Network Communications Group Company Limited, Dhiraagu (Maldives), Djibouti Telecom, Microsoft (United States), Mobily (Saudi Arabia), Orange (France), PCCW Global , Singtel (Singapore), Sri Lanka Telecom, Telekom Malaysia, Telin (Indonesia) and Trans World Associates (Pakistan).
