's May 30 rally in Bikramganj is a grand success. "Party workers and leaders are visiting every block of the district, urging people to attend the rally in large numbers," he said at a meeting held in Ara's Dhanupra locality.
Union panchayati raj minister and senior JD(U) leader Rajiv Ranjan Singh, popularly known as Lalan Singh, added, "The PM's rally will be historic. Just as the Madhubani rally surpassed Bhagalpur's in attendance, the Bikramganj rally will set a new benchmark."
Taking aim at RJD leader Tejashwi Prasad Yadav, Lalan Singh said, "During his parents' rule, Bihar was looked down upon due to misgovernance. Today, under the NDA govt, Biharis can hold their heads high. Daily electricity consumption has risen from 700 MW to 6,800 MW. Tangible development is visible in every sector – education, jobs, roads and infrastructure."
He added that in the last two Union budgets, Bihar received top priority and the people are eager to hear the PM.

CHANDIGARH: The AAP-led Punjab government, Punjab Congress and Shiromani Akali Dal registered their strong objections to the 'One Nation One Election' proposal tabled by the BJP-led central government during a meeting with members of the Joint Parliamentary Committee on Saturday. After attending a meeting convened by the Joint Parliamentary Committee under the chairmanship of PP Choudhary, Punjab Finance Minister Harpal Singh Cheema described it as a direct assault on the fundamental structure and spirit of the Constitution of India as framed by Babasaheb Dr. Bhim Rao Ambedkar. Cheema said that he, along with AAP State President Aman Arora, completely rejected the move. "This proposal by the BJP-led Union government is a hidden agenda designed to destroy the federal structure of the nation as enshrined in the Constitution of India, meticulously architected by Baba Saheb Dr. Bhim Rao Ambedkar," he said. Referring to the amendments in the proposed Bill, Cheema said that the suggested amendments would effectively render the tenures of state assemblies subject to the discretion of the Union government, an alarming overreach incompatible with the federal framework enshrined in the Constitution. He said that this bill will further encourage the misuse of Article 356 and 360 by the Union government. As per section 5 of part 2, if the Election Commission is of the opinion that the elections to any Legislative Assembly cannot be conducted along with the general election to the House of the People, it may make a recommendation to the President, to declare by an order, that the election to that Legislative Assembly may be conducted at a later date. Citing this amendment, Cheema said that the BJP's One Nation One Election concept would ultimately backfire, as it would enable the Union government to conduct state elections at its convenience a year or two after general elections, rather than fulfilling the purpose of the proposal as being publicised.

NDA netas accuse Lalu of insulting Ambedkar
Patna: NDA leaders in Bihar on Saturday demanded a public apology from RJD chief Lalu Prasad after a video went viral showing a party supporter placing a photo of Dr Bhim Rao Ambedkar near Lalu's feet on the latter's birthday on June 11. In the video, Lalu does not touch the portrait and his security personnel move it aside. He also does not comment during the incident. Union minister Jitan Ram Manjhi, deputy CM Samrat Choudhary and JD(U) state president Umesh Singh Kushwaha accused Lalu of disrespecting Dalits and EBCs and demanded a formal apology for "insulting" Ambedkar. However, the RJD defended its leader. Party spokesperson Sarika Paswan said, "Lalu is the only one who truly respects Baba Saheb. BJP will not understand this. The sentiments of that party worker are not being understood." Still, BJP leaders insisted the video showed Ambedkar's picture placed on the ground near Lalu's feet. Deputy CM Choudhary said, "The picture proved that Lalu hates the Dalit community and never respected Baba Saheb's thoughts. Insulting Dalits and backward classes is part of Lalu's work culture. Insulting Ambedkar on his birthday is a dark chapter in politics. Watching the video, it becomes clear that Lalu has no respect for Baba Saheb. Insulting people of lower castes has been his habit. The public has recognised his dictatorial style. " Manjhi added, "Lalu sitting with his feet towards Baba Saheb is a big insult. The public should understand this." JD(U)'s Kushwaha said, "Those doing politics in the name of Ambedkar are insulting him. This is their socialist thinking. Everyone worships him, and he is showing his feet." Former Union minister Ravi Shankar Prasad said, "The person who gave it may be a courtier, but what was Lalu doing? He should have understood that Ambedkar is the Messiah of the country." ONGC chief urges timely arbitration as Meghwal backs institutional model
Union Law Minister Arjun Ram Meghwal on Saturday pitched for institutional arbitration, saying it was part of Indian culture after the ONGC chairman urged making arbitration proceedings timely and not "timeless". The government has been pushing for institutional arbitration instead of ad hoc arbitration asserting it is efficient and more result oriented. The industry on the other hand feels arbitration in India is slow, inefficient and plagued with red tape. Singapore, London and Dubai have emerged as hubs of international arbitration to settle high stakes, high value commercial disputes. Addressing a conference on institutional arbitration here, the minister also said that organisations should be ready to be flexible and rigid, depending on the need of the hour, to ensure that its interests remain protected and it contributes towards nation building. Meghwal felt that officers should be willing to take risk and not follow the beaten track to ensure financial interests of their organisation. Meghwal lamented that while arbitration was part of Indian culture, the concept got "disturbed" somewhere and other countries became hub of international arbitration. He hoped that India will soon emerge as the new hub of international arbitration. Earlier, speaking on the occasion, ONGC Chairman Arun Kumar Singh said time is money, and hence there was a need to make the procedure of arbitration timely and not "timeless". He said settlement of commercial disputes in a time-bound manner was quintessential for the business ecosystem. He also felt that there was a need to make arbitration "more corporate and less legal". Singh said disputes largely arise out of three reasons: executives being excessively conservative who pass the buck to save their skin; excessive optimism of vendors who take contracts at low bids and subsequently fail to complete the job and create disputes to wriggle out of the situation; and rigidity in contracts, which make completing tasks difficult. Law Secretary Anju Rathi Rana said the government has been consistently trying to make arbitration and mediation processes faster and easier. She recalled a recent directive from the Department of Legal Affairs, which pushes for reducing judicial interventions and using institutional and not ad hoc arbitration. The chairman of India International Arbitration Centre, Justice (retd) Hemant Gupta, said the mindset has to change for parties to go for institutional arbitration, rather than an ad hoc system to settle commercial disputes. He said people will have to choose institutional arbitration to understand its benefits over court-appointed arbitration.
