PM's Bikramganj rally to be historic
Ara: Union minister of state for home affairs Nityanand Rai on Monday said NDA workers were leaving no stone unturned to ensure PM Narendra Modi 's May 30 rally in Bikramganj is a grand success. "Party workers and leaders are visiting every block of the district, urging people to attend the rally in large numbers," he said at a meeting held in Ara's Dhanupra locality. Union panchayati raj minister and senior JD(U) leader Rajiv Ranjan Singh, popularly known as Lalan Singh, added, "The PM's rally will be historic. Just as the Madhubani rally surpassed Bhagalpur's in attendance, the Bikramganj rally will set a new benchmark." Taking aim at RJD leader Tejashwi Prasad Yadav, Lalan Singh said, "During his parents' rule, Bihar was looked down upon due to misgovernance. Today, under the NDA govt, Biharis can hold their heads high. Daily electricity consumption has risen from 700 MW to 6,800 MW. Tangible development is visible in every sector – education, jobs, roads and infrastructure." He added that in the last two Union budgets, Bihar received top priority and the people are eager to hear the PM.

Union Minister Rajiv Ranjan Singh to lay foundation for Rs 42.4 crore integrated aquapark in Tripura
New Delhi [India], May 17 (ANI): Union Minister, Ministry of Fisheries Animal Husbandry and Dairying (MoFAH&D) Rajiv Ranjan Singh, alias Lalan Singh, will lay the foundation stone for the Integrated Aquapark, situated in Kailashahar, Tripura and inaugurate a one-day Fish Festival from Agartala, Tripura, on May 18, 2025. This Integrated Aquapark is being set up with an investment worth Rs 42.4 crores under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Ministry of Fisheries, Animal Husbandry & Dairying said in a statement. The event will also be graced by George Kurian, Minister of State, MoFAH&D and the Ministry of Minority Affairs, along with Sudhangshu Das, Minister of Fisheries, Government of Tripura. On this occasion, certificates/sanction orders will be distributed to various beneficiaries in the fisheries sector that entails disbursement of Kisan Credit Cards (KCC) to eligible fishers and fish farmers. Best-performing Cooperatives, Fish Farmer Producer Organisations (FFPOs), and fisheries start-ups will also be recognised for their contributions to the sector and beneficiaries supported under PMMSY will receive certificates, highlighting the government's continued commitment towards inclusive and sustainable development. The Department of Fisheries, MoFAH&D, is prioritising the establishment of Integrated Aquaparks as a flagship intervention under PMMSY, the Ministry said. These aquaparks are conceptualised as integrated hubs that offer services ranging from hatcheries and feed mills to cold storage, processing, training, and marketing, all under one roof. These facilities are not merely physical structures; they are catalysts for value chain development, innovation, and livelihood generation, particularly for youth and women in the region, the Ministry's statement added. The parks will operate on a hub-and-spoke model, customised to address regional needs and specific thematic areas. This integrated approach ensures that all facets of the fisheries and aquaculture value chain, from production and processing to retail, are supported by providing end-to-end solutions, maximising output and fostering sustainable growth, the MInistry said. Tripura has emerged as a frontrunner in this effort. The state, with its high fish consumption rate of over 29 kg per capita per year, has made significant progress in the fisheries sector in recent years. Under PMMSY and Blue Revolution, the state has received projects worth Rs 319 Crores during the last 10 years to support aquaculture expansion, infrastructure, technology infusion, fishers' welfare and market intervention. The Integrated Aquapark in Kailashahar, Tripura, will serve as a backbone for modernising infrastructure for fish production, processing and marketing in the state, benefiting a wide range of stakeholders across its value chain, the Ministry added in the statement. Bihar leaders laud Indian Army's 'Operation Sindoor' against terrorists in Pakistan, PoK
Patna: Political leaders across the spectrum in Bihar on Wednesday praised the Indian Army following the successful execution of 'Operation Sindoor', which targeted terror camps at nine places in Pakistan and Pakistan-occupied Kashmir (PoK). Union Minister Rajiv Ranjan Singh alias Lalan Singh said, "Salute to the valour of the Indian Army. We are all proud of you." Deputy Chief Minister Vijay Kumar Sinha lauded the strike as a "fitting" response to terrorism. "When the Pahalgam attack happened, it was decided that the terrorists from Pakistan would not be spared. Today, under Operation Sindoor, India has delivered a strong blow to the nine hideouts of terrorists. This is the true meaning of a 56-inch chest. Jai Bharat! Jai Hind!" Deputy CM Sinha declared. State BJP president Dilip Jaiswal said, "We will take revenge for every destroyed vermilion! Now words will not speak, but valour will speak. 56" chest! Bharat Mata ki Jai." Sanjay Kumar Jha, JD-U's working president and Rajya Sabha MP, echoed the sentiment. "India destroyed nine terror camps in Pakistan! Salute to the valour of the Indian Army. We are all proud of you," he posted on the social media platform X. Jha also warned against misinformation being spread online. "Pakistani media is circulating fake videos claiming attacks on the Indian Army. Shockingly, some Indian users are also promoting these nefarious attempts. I urge everyone to be cautious and verify facts before believing or sharing such content," he added. The leader of the Opposition in the Bihar Assembly, Tejashwi Yadav, emphasised that the nation is united against terrorism. "India and its people have never tolerated terrorism and never will. The Indian Army protects the wombs of mothers and the vermilion on their foreheads. We are a peace-loving people, but we also know how to stand united and respond firmly when our sovereignty is attacked," Tejashwi said. "In this battle, all 140 crore Indians stand with the Indian Army and the government," he added.

Centre rolls out projects to boost fisheries in 7 coastal states
Union Minister of Fisheries, Animal Husbandry, and Dairying Rajiv Ranjan Singh alias Lalan Singh on Monday inaugurated and laid the foundation for key fisheries projects covering 7 coastal states and UTs with a total outlay of Rs 255 crore, under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). Key initiatives like the 5th Marine Fisheries Census Operations, PMMSY Guidelines on Turtle Excluder Device, and the release of the Standard Operating Procedure for Vessel Communication and Support System were also launched at the Coastal States Fisheries Meet. The Union Minister also distributed tablets enabled with Digital Application VyAS-NAV and awarded the first ever aqua insurance (one time incentive sanction-cum-release order) to beneficiaries under the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) on this occasion. The 5th Marine Census operation was kicked off which involves training of supervisors, recruitment and training village-wise data enumerators, followed by the actual census activity spread across three months. The entire operation will be completed by December 2025. In a major preparatory step for India's 5th Marine Fisheries Census (MFC 2025), mobile application VyAS-NAV has been launched for the digital based data collection with an aim to boost transparency and efficiency. Marking a shift from traditional method to a geo-referenced, app-based digital system, the MFC 2025 will cover a 1.2 million fisher households nationwide bringing in real-time validation. VyAS-NAV was developed by the ICAR-Central Marine Fisheries Research Institute (CMFRI), which is the nodal agency for implementing the marine fisheries census in nine coastal states. VyAS-NAV app will be used by supervisors for field verification of fishing villages, fish landing centres and fishing harbours. This is a foundational step towards ensuring comprehensive coverage and accuracy of the census frame. This app has features to record a summary picture of villages based on primary and secondary sources. The supervisors are staff of the CMFRI, the Fishery Survey of India and the Fisheries Departments across the coastal states. The Marine Fisheries Census (MFC) -2025 focuses on the exhaustive, precise, and timely documentation of every marine fisher family, fishing village, fishing craft and gear, as well as infrastructure facilities associated with fishing harbours and fish landing centres across the country. Unlike in the past, customised mobile and tablet-based applications created by CMFRI will be used for data collection in a bid to reduce manual errors and accelerate data compilation for policy-level use. These all form part of the Marine Fisheries Census will extend across 3,500 villages and 1.2 million households will be covered in this exercise at various points in time. The operations span from April to December. The village list finalisation and landing centres data will be covered by staff of the CMFRI, the FSI and the DoF, and the same has started from Monday. The core activity, scheduled for November–December 2025, involves trained enumerators, preferably from the local community, visiting each marine fisher household with smart devices. This is preceded by a robust preparatory phase. Emphasis will be given to record finer details of fishers like their demographic and socio-economic status, alternative livelihood options, and how and where government schemes can influence their status, all collected through a robust online digital platform. Officials will train enumerators in digital data collection and will validate village and infrastructure details using VyAS-NAV. The other Union Ministers who attended the event were Ministers of State for Fisheries, Animal Husbandary, and Dairying, S.P. Singh Baghel and George Kurian, along with Governors and Fisheries Ministers of several coastal states and UTs.

Why migration, jobs will shape the campaigns of key Bihar poll players
In Bihar, unemployment, poverty and migration have been perennial election issues. With the state heading to the Assembly polls in October-November this year, major parties have again started building up their campaign on these issues. The Nitish Kumar -led NDA government and the principal Opposition Rashtriya Janata Dal (RJD) have often engaged in 'credit wars' for job-creation initiatives, going back to their days in the Mahagathbandhan government before Chief Minister Nitish Kumar, the JD(U) chief, returned to the NDA fold in January 2024. Last month, the Congress, which is a key constituent of the RJD-led Mahagathbandhan, launched a 'Palayan Roko, Naukri Do (stop migration, give jobs)' yatra, while the BJP, senior ally of the JD(U), made special efforts with its nine-day Bihar Diwas celebrations to reach out to the Bihari migrants across the country. The 2011 Census data shows that migration and unemployment are closely linked. Bihar was second only to Uttar Pradesh in terms of the number of migrants spread across the country, including for those who moved to other states for employment. Only UP, at 1.23 crore, had a larger out-migrant population than Bihar. India has a total 5.43 crore inter-state migrants, accounting for 4.5% of the country's population. As a proportion, Bihar's out-migrants count for 7.2% of the state's population. At 13.36 lakh, Jharkhand was the top destination for migrants from Bihar, followed by Delhi at 11.07 lakh, West Bengal at 11.04 lakh, UP at 10.73 lakh, and Maharashtra at 5.69 lakh. [MAP: State-wise population of migrants from Bihar] Four of the top 10 migration corridors across the country included Bihar as the source state, while there were eight such corridors involving Bihar in the top 50. The most popular migration corridor was from UP to Delhi at 28.5 lakh. Of Bihar's 74.54 lakh out-migrants, 22.65 lakh or 30% said employment was the reason for migration, making it the most cited justification followed by moving with their household at 26.6% and marriage at 24.4%. While work is the primary reason for men to migrate, it is marriage for women. Nationally, 23% of all migrants cited employment as the reason for migration. Again, only UP at 37.35 lakh had more out-migrants who moved for employment. [TABLE: Reasons for migration]In the 2001 Census too, UP and Bihar stood at number one and two positions in the country, respectively, in the number of migrants originating from the states. Delhi was then the top destination for migrants from Bihar, followed by UP, Maharashtra, Punjab and Haryana. Then too, the top reason for migration was employment, and Bihar had the second-largest number of such out-migrants. While the Census data on migration is now over a decade out of date, there are some more recent measures of migration. For instance, the 2016-17 Economic Survey of India used a Cohort-based Migration Metric (CMM) to gauge net migration as the percentage change in population between the 10-19 year-old cohort in an initial census period and the 20-29 year-old cohort in the same area a decade later. 'It is likely to capture labour migration, as other bilateral movements for reasons such as marriage are netted out in the equation,' the report says. The 2016-17 Economic Survey data shows that UP and Bihar have the highest such net migration which has increased between 1991-2001 and 2001-11. While Bihar saw 11.35 lakh people aged 20-29 years leave the state in 1991-2001, this figure rose to 26.95 lakh in 2001-11. Last December, a study by the Economic Advisory Council to the Prime Minister (EAC-PM) measured the number of passengers travelling using unreserved or general tickets, which are among the cheapest available, as a proxy for blue collar migrants. The EAC-PM report used 2023 data to show that UP, Maharashtra, West Bengal, Rajasthan and Madhya Pradesh were the most popular destinations for such passengers. Bihar was the origin state for four of the 10 most popular state-to-state routes with the top destinations for Bihar migrants being Delhi, West Bengal, UP and Maharashtra – a pattern that mirrors those in the 2011 Census. A 2024 report published by the International Labour Organisation (ILO) and the Delhi-based Institute for Human Development found that in 2021, 39% of Bihar's migrants cited employment as the reason for leaving the state, which ranked last in India on the 'employment condition index' that measures the quality of employment, including metrics like wages, formal versus casual work, and youth employment. This report also shows that Bihar ranked last when it came to employment levels for educated youth aged 15 to 29 years. Underlying the volume of out-migration from Bihar is the state of its economy, and persistently high levels of poverty and unemployment. Bihar's Economic Survey for 2024-25 shows that the state is still heavily reliant on the primary sector (that is, the extraction of raw materials including agriculture) for employment. Though the primary sector only contributed to 19.9% of the state's economic output in 2023-24, it accounted for 54.2% of employment – both figures are above the national average of 16.6% and 46.3% respectively. As per Bihar's Economic Survey, the secondary sector, which includes manufacturing and construction, accounted for 21.5% of the economic output and 23.6% of employment in 2023-24. Though the tertiary sector, which includes services, contributed to 58.6% of the economic output in 2023-24, it only employed 22.2% of the workforce. A comparison of Bihar's per capita income with the national average shows that the state has consistently lagged behind. Since 2011-12, Bihar has had the lowest per capita income, which stood at Rs 32,174 per year in 2023-24 compared to the national average of Rs 1.07 lakh. [CHART: Per capita income, Bihar vs national average]Data from the NITI Aayog's Multidimensional Poverty Index – which measures poverty as a composite of several indicators including income, health, education and other standards of living – found that poverty fell in Bihar from 51.89% of its population in 2015-16 to 33.76% in 2019-21. However, despite the decline, Bihar has the highest rate of multidimensional poverty in the country. The 2023-24 Household Consumption Expenditure Survey, which measures the spending capacities and patterns of households, shows that a rural household in Bihar spends an average Rs 3,788 per month, while an urban household in the state spends Rs 5,165, while taking into consideration the value of free or subsidised goods received through government welfare schemes. Both these figures are well below the national average of Rs 4,247 (rural) and Rs 7,078 (urban). Bihar's labour force participation and unemployment rates paint a worrying picture, particularly for the youth. The Periodic Labour Force Survey (PLFS) for July-September 2024, which contains data only for urban areas, put Bihar's labour force participation rate (a measure of the share of the working age population that is actively working or seeking work) for those aged above 15 years at 40.6% and for those aged 15-29 years at 24.7%. Bihar ranks as the worst state in India on these metrics. For the same period in the PLFS, Bihar's unemployment rate for those aged above 15 stood at 7.3%, which is above the national average of 6.4% but below a number of states including Chhattisgarh, Kerala, Odisha and Jammu and Kashmir. But for those aged 15-29 years, the unemployment rate was 23.2% – well above the national average of 15.9%, and the sixth worst among the states.
