Punjab unveils Rs5,335bn tax-free budget for 2025-26

Punjab Finance Minister Mujtaba Shuja ur Rehman on Monday presented a Rs5,335 billion budget for fiscal year 2025–26 in the provincial assembly, terming it a "people-friendly" plan aligned with the development vision of Chief Minister Maryam Nawaz Sharif.
The provincial cabinet, led by Punjab Chief Minister Maryam Nawaz Sharif, approved the budget ahead of the session.
CM Maryam addressed the 27th provincial cabinet meeting, announcing zero-tax budget for fiscal year 2025–26.
Chief minister said the budget reflects 'every rupee as a public trust' and is guided by 'accountability before God.'
In her address, Maryam Nawaz highlighted a 47% increase in the Annual Development Programme (ADP), taking it to Rs1,240 billion, while ensuring no new taxes were introduced. 'This is a zero-tax budget and also the largest development budget in Punjab's history,' she said.
She noted that despite record allocations, 'no financial scandal has emerged,' crediting improved financial discipline, e-tendering processes, and a focus on transparency and good governance.
'Instead of raising taxes, we will focus on expanding the tax net,' she said, while expressing dissatisfaction over the Punjab Revenue Authority's performance, adding that 'there is room for improvement.'
CM Maryam Nawaz outlined several achievements and goals, including the launch of 100 innovative development projects, 94 new public programmes, and the construction or expansion of 12,000 kilometres of roads. '700 roads are currently under construction,' she added.
The chief minister reaffirmed her government's focus on health and education, promising provision of free medicines and infrastructure upgrades in public schools. She also announced that the minimum wage had been set at Rs40,000 and called for the digitalisation of wage systems.
Maryam Nawaz credited her team's efforts, applauding the senior minister and the chief secretary's performance, noting that her father, former Prime Minister Nawaz Sharif, also praised the cabinet's work.
'We declared an emergency in Punjab and delivered. We met IMF conditions and still presented a Rs740 billion budget surplus,' she said.
She also hinted at a possible performance-based bonus system for civil servants and said the province had achieved a 94% reduction in local borrowing.
Calling the 2025–26 budget a 'historic public service package,' she concluded, 'The work ethic in Punjab has transformed. Power is a trust from God; serving people is our mission.'

Aurangzeb described the budget as a historic and strategic realignment of priorities, calling it a departure from outdated traditions under the chief minister's 'fearless and reformist leadership.'

The figure, calculated by the World Trade Organization (WTO) and the International Monetary Fund (IMF), stands in contrast with the 2.4 percent rate in force at the time of President Donald Trump's inauguration on January 20. Trump's April 2 announcement of 'reciprocal' tariffs on the United States' main trading partners and subsequent escalations, particularly on Chinese goods, briefly drove the average rate to 24.8 percent in May, a figure unseen since 1904, according to data from the United States International Trade Commission. A trade 'truce' brought down sky-high tariff levels that the United States and China had imposed upon one another, but that is set to expire next week. The new figure by the WTO and IMF takes into account the trade deals the United States negotiated with the European Union, Japan, South Korea and other nations that have now come into force. These deals usually included lower tariff levels than Trump threatened in April, but were higher than the baseline 10 percent rate the US introduced. The rate calculated by the WTO and the IMF applies the latest rates to 2024 trade volumes. The updated average tariff rate exceeds the nearly 20 percent rate that the United States applied in the 1930s, a period of high tariffs that economists widely consider behind the severity and duration of the Great Depression.

The Rawalpindi Municipal Corporation (RMC) has finalised the long-awaited underground cabling and beautification project for two of the city's busiest commercial centres — Fawara Chowk Raja Bazaar and Commercial Market. According to official sources, the shopping areas will be made pedestrian-only, with all vehicular and motorcycle entry prohibited. IESCO has received payments of Rs180 million for Raja Bazaar and Rs130 million for Commercial Market to begin the underground electrical cabling. PTCL and SNGPL will be paid Rs30 million, while WASA will receive Rs5 million. The beautification expenses will be covered from the corporation's own budget. The project, modelled after similar efforts on Bank Road, Kashmir Road, and Haider Road in Saddar, includes the complete relocation of electrical and telecommunication cables underground, along with enhanced aesthetics. The first phase involves civil work and underground cabling by IESCO and PTCL. Sui Gas and sewage networks will also be secured underground. Fawara Chowk and Raja Bazaar will feature seating areas, improved lighting, pavements, public washrooms, and food stalls to enhance the shopping experience. Chief Municipal Officer Imran Ali described the project as "highly significant," adding that it would provide citizens with a cleaner, more pleasant shopping environment. Infrastructure Officer Rafiqat Mahmood Gondal said the project is expected to be completed within three months, with contractors mobilising soon. Following the completion of a similar project in Saddar's commercial areas and the conversion of Bank Road into a pedestrian-only street, the RMC had approved similar plans for Raja Bazaar and Commercial Market. The utility agencies issued demand notices totalling Rs223.3 million to the RMC. The agencies included the Islamabad Electric Supply Company (IESCO), Sui Northern Gas Pipelines Limited (SNGPL), Water and Sanitation Agency (WASA), and Pakistan Telecommunication Company Limited (PTCL).

Pakistan court jails 3 illegal currency dealers for 5 years, fines Rs1mn each

KARACHI: A Pakistan court sentenced on Friday three illegal currency dealers to five years in prison and imposed a fine of Rs1 million on each for their involvement in unlawful foreign exchange trading. According to a statement from the Federal Investigation Agency (FIA), the convicted individuals include Qamar Shehzad, Muhammad Zeeshan, and Zubair Asghar. The FIA Composite Circle Sukkur had registered the case against them. The court of the First Additional Sessions Judge, Sukkur, heard the case and handed down the sentence. During the investigation, according to the FIA statement, authorities recovered three major currencies including Pakistan rupees, US dollars and Saudi riyals from the accused. 'Authorities recovered 1 million Pakistan rupees, 20,700 US dollars, and 147,000 Saudi Riyals from them.' Earlier, FIA along with other law enforcement agencies launched crackdown against illegal currency exchange and those involved in smuggling foreign currencies to neighboring counties including Afghanistan and Iran. The action has supported the domestic currency strengthened against US dollar and other currencies in inter-bank and open markets in recent days. According to State Bank of Pakistan's (SBP) data, the rupee has regained a total of Rs2.43 against US dollar since launch of the crackdown on July 23, 2025 to date, closing at Rs282.5/$ in the inter-bank market on Friday compared to Rs284.9/$ on July 22, 2025. Earlier, the rupee had lost almost Rs3 to a dollar in the prior five weeks to Rs284.9/$ on July 22, 2025 since June 1, 2025. The FIA statement said the court ordered the recovered currency be confiscated in favour of the state. Talking on Business Recorder on July 23, Exchange Companies Association of Pakistan (ECAP) chairman Malik Muhammad Bostan said he had led a currency dealers' delegation to the Director General of Counter Intelligence (DGC) at the Inter-Services Intelligence of Pakistan (ISI) in Islamabad. According to an ECAP statement then, Bostan apprised the DGC about the currency smuggling to Iran and Afghanistan. 'Due to higher black market rates, the supply of dollars is decreasing to legal currency dealers day-by-day,' he was quoted as saying in the statement. 'On this, General Faisal Naseer [DGC] immediately ordered law enforcement agencies to crack down on currency smugglers and arrest them,' the ECAP said.
