Centre set to push amendments to DDA, to give fillip to land pooling policy
The Centre is all set to push amendments to the Delhi Development Act, 1957, to give a fillip to the
Land Pooling Policy
and involve private developers in vertical development in 129 sectors spread across 104 urbanised villages of the capital.
With the BJP government taking charge of Delhi, the Centre has decided to bring focus back to the long-pending Land Pooling Policy which, though notified in 2013 and 2018, has not been operationalised.
The Centre is planning to push amendments to the Delhi Development Act which will make land pooling mandatory for all residents if a certain percentage -- 70% -- of owners of land in an area agree to pool land.
The amendments also give power to the Centre to declare mandatory land pooling and mandatory urban regeneration even if a minimum threshold participation of 70% has not been achieved.
The amendments were first proposed in 2022 and were put out for public consultation. However, they have been pending with the ministry of housing and urban affairs.
According to sources, the amendments are likely to be pushed once again to operationalise the policy and build residential high-rises and housing for economically weaker sections in these areas.
The LPP envisages high-rise residential buildings in so-far underdeveloped and chaotic areas of Outer Delhi like Narela, Bawana and Najafgarh. Earlier, DDA used to acquire land, build flats, provide community infrastructure like parks and then float housing schemes to dispose of these flats. However, this DDA-led colony development has become outdated and being challenged due to complicated land acquisition processes.
In 2018, DDA came up with a LPP which gave the opportunity to the landowners of a notified sector to organise themselves into a "consortium", pool their land and keep 60% for development of residential high rises and other facilities and hand over 40% to DDA for community infrastructure like roads and sewer networks. As per the policy, 70% of the landowners of contiguous land in a sector have to give consent for their land to be pooled.
The response to the scheme has been tepid as not a single sector has been developed. The biggest challenge in implementation remains the consent of landowners. This is why the Centre is now keen on bringing the amendments to make it mandatory for landowners to participate in the scheme.
The Centre is also likely to increase the floor area ratio allowed from 200 to 400. This will make it more lucrative for private builders to come and participate in vertical development of the city.
The policy is included in
Master Plan for Delhi 2041
, which has not been notified pending approval of the Centre.

British FM says Morocco's autonomy plan for Western Sahara 'most credible' solution
British foreign minister (AP) RABAT: British foreign minister David Lammy said on Sunday that Morocco's autonomy plan for the territory of Western Sahara was the "most credible" solution to the decades-long dispute, reversing London's long-standing position. Western Sahara, a mineral-rich former Spanish colony, is largely controlled by Morocco but has been claimed in its entirety for decades by the pro-independence Polisario Front, which is backed by Algeria. "The United Kingdom considers Morocco's autonomy proposal submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute," Lammy told reporters in Rabat, speaking alongside his Moroccan counterpart Nasser Bourita. Britain previously backed self-determination for the disputed territory, which Morocco claims as an integral part of its kingdom. "This year is a vital window of opportunity to secure a resolution before we reach 50 years of the dispute in November," said Lammy. The foreign minister also said it encouraged "relevant parties to engage urgently and positively with the United Nations-led political process". The United Nations considers Western Sahara a "non-self-governing territory" and has had a peacekeeping mission there since 1991, whose stated aim is to organise a referendum on the territory's future. But Rabat has repeatedly ruled out any vote where independence is an option, instead proposing an autonomy plan.

Rohit Pawar hints at likely NCP merger
Mumbai: Rohit Pawar , a member of the Sharad Pawar family, has stirred the pot regarding a possible merger with the Ajit Pawar faction , stating that Supriya Sule would clarify the issue. Rohit Pawar, MLA and grandnephew of Sharad Pawar, was asked about merger talks and mentioned that it would be up to Supriya Sule to make the final decision. "Saheb (Sharad Pawar) has entrusted Supriya with this responsibility, and until she returns and speaks clearly on the matter... Supriya is currently abroad (with an all-party delegation for Operation Sindoor). She will return on May 5th, and after that, we are all waiting for her views," said Rohit Pawar, speaking at an event in Pune on Saturday. Rohit further claimed that no discussions have taken place among party leaders or MLAs, like himself, about merging with the NCP (Ajit faction). "Until Supriya returns and clarifies, we won't be able to shed light on this," he added. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Play War Thunder now for free War Thunder Play Now Undo He hinted that, while Sharad Pawar has been signaling a potential alliance with the Ajit Pawar faction and the BJP , there could still be a twist. "No one knows what's in Pawar saheb's mind. When he takes a decision, it's often unexpected and totally out of the blue. If he speaks politically, something different may happen. What unfolds in the coming days will depend on him, but he will always take a decision in favor of the people," Rohit said. It is significant that when the Ajit Pawar faction split and formed an alliance with the BJP, the Sharad Pawar faction opposed the move, citing ideological differences with the BJP. Live Events
