Video showing Florida deputy punching Black man goes viral
Jacksonville Sheriff T.K. Waters said the public should not rush to judgment and that officers had asked McNeil several times to come out of his vehicle.
McNeil's lawyers and civil rights group Black Lives Matter said the video showed police brutality.
'This should not have happened,' Black Lives Matter said on X. 'But the police have never treated Black people like human beings.'
Waters told reporters that reviews of the incident were ongoing but the state attorney's office determined that none of the officers violated criminal law.
Waters added that D. Bowers, the officer who broke the car window and punched McNeil, was stripped of his law enforcement authority pending the outcome of the reviews.
McNeil was arrested and charged with resisting arrest, marijuana possession, driving with a suspended licence, not wearing a seat belt and not having headlights in bad weather, court records cited by ABC News showed.
He was sentenced to and served two days in jail, the report added.
In a police report, Bowers said McNeil was reaching towards an area where there was a knife. McNeil's attorneys — lawyers Ben Crump and Harry Daniels — said their client was never combative.

A 13-month-old baby girl tragically killed in Mankweng after being run over by a pickup van driven by her mother's ex-boyfriend. Image: Supplied A 35-year-old man has been arrested in Mankweng, Limpopo, for allegedly killing a 13-month-old baby girl and severely injuring her mother by deliberately driving over them with a pickup van. The horrific incident occurred on the evening of July 26, around 8.05pm, when the mother and her baby were reportedly waiting for a taxi to Segopye village. Police spokesperson Colonel Malesela Ledwaba says the suspect, believed to be the woman's ex-boyfriend, approached them and 'started to have a heated argument with her.' Despite the escalating confrontation, a taxi soon arrived and the woman, clutching her child, quickly boarded. However, the drama didn't end there. As they were en route, the taxi driver reportedly warned the mother that a pickup van was following closely behind. When they got off at Marothi (Makwalaneng) Cross, tragedy struck. 'Her ex-boyfriend, driving the van at a high speed, drove over them without stopping,' said Ledwaba. Video Player is loading. 'Disappointed in the justice system' - Kidnapped baby Imaad's mother shocked by alleged kidnapper's bail release
Jennifer Hendricks comforts Imaan Sharmar, the mother of baby Imaad Sharmar who was allegedly kidnapped by Tafelsig resident, Sameemah Jacobs. Image: Genevieve sSerra The family of baby Mogamat Imaad Sharmar has expressed shock at the release of alleged kidnapper, Sameemah Jacobs, on R4 000 bail. Jacobs was granted the bail on Monday by the Bellville Magistrate's Court, nearly a month after she was arrested for Imaad's kidnapping. Jacobs is facing charges of kidnapping and defeating the ends of administrative justice. On Monday, Imaad's mother, Imaan Sharmar, was too emotional to speak with the media and had to be consoled by a relative by the bail decision was handed down. Once she regained her strength on Monday, Sharmar told the Cape Argus that she stood firm on her truth about what happened and was disappointed in the justice system. 'I strongly believe that the man above doesn't sleep and he has his plans ready. "I do feel like the amount of bail granted was quite little as it made me feel like that was my child's worth,' she said. 'I do feel like the justice system needs a major change because it seems as if you can do anything nowadays and get away with it either with bail or the amount of bail. Video Player is loading. Next Stay Close ✕ Alleged baby snatcher, Sameemah Jacobs, is comforted by her friends after being granted bail. Image: Genevieve Serra 'I trust and believe when trial starts that everything will be spoken about. 'I am shocked that she got bail, even though the magistrate was leaning towards it last week. 'I expected it, but hearing it was different and it actually sunk in that she is going to be free, enjoying her time with her family while I struggle to be strong enough to know that I'm safe, and suffering from things I never did. 'I pray that Allah helps me through this and gives me the strength and guidance because this is only the start. "I will stand firm and strong on my truth and know that justice will prevail for my son.' Imaad's paternal grandmother, Nabilah Saghar, told the Cape Argus they were still grappling with the decision made by the court. 'I am disappointed in the justice system,' she said. 'It is not the fact that she got bail but that bail was set so low. 'It's like you can get away with anything in this country.' Magistrate Gconbani Ndaleni granted Jacobs the R4 000 bail with strict conditions, which include that she may not visit Mitchell's Plain or Strandfontein, refrain from making contact with witnesses, and sign in at a designated police station. Jacobs's friends and former work colleagues came out in support of her, describing her as a caring individual who had marital issues and was not a monster. The 31-year-old, Tiffany Meek, mother of the 11-year-old Jayden-Lee Meek, is accused of murdering her son. Image: Timothy Bernard / IOL Graphics Tiffany's defence lawyer, Noven Naidoo, has argued strongly for the release of his client on bail, insisting that she is not a flight risk. On the other hand, community members have been protesting outside the court, demanding that her bail bid be denied. Tiffany has previously requested that she be granted R5,000 bail as she believes she is innocent and is being framed for the gruesome May 13 murder. Her lawyer has argued that no evidence has been presented to the court suggesting that his client could be a flight risk. Tiffany is facing multiple charges, including murder, crimen injuria, defeating the ends of justice, and attempting to obstruct justice. Video Player is loading. Next Stay Close ✕ The murdered Jayden-Lee Meek. Image: Supplied Jayden-Lee's body was found on May 14 on the staircase of their flat at the Swazi's Place complex in Fleurhof, southwest Johannesburg, after the Grade 6 learner was reported missing the day before. On Monday, Naidoo argued that her client is innocent, and everybody wants justice for Jayden-Lee. "The learned magistrate, in her wisdom, should realise that with all the public outcry, there is no evidence that Mr Mnisi was harmed by the public. While the public is indeed angry with the applicant, why would they resort to murder? Kill the applicant and risk being also charged with murder. Everybody wants justice for Jayden-Lee, but that can only be achieved through a proper investigation and with the trial court making a determination on the matter. "In conclusion, there is no evidence before this court to even suggest that the applicant is a flight risk. In the absence of such evidence, it is submitted that the accused be released on bail as the accused has discharged the onus as a suitable candidate for bail," Naidoo stated. On Monday, the State prosecutor argued that Meek does not have a reliable address as she intends to relocate to another province, which will make things difficult for the State to take control of the case. Tiffany Meek, 31, appearing before the Roodepoort Regional Court in Johannesburg. Image: Timothy Bernard / Independent Newspapers "If the applicant is released and goes to stay with her father, she will not have a stable address. Two, your worship, it is evident that the accused will continue to be employed, and she is not required to be in the office. She can work remotely. That means she can work from anywhere, and she will continue to have financial resources. "What I mean is that the applicant could be a flight risk. She is in another province. So we are asking someone somewhere in another police station who has no interest in this matter to keep tabs on her," the State prosecutor told the court. IOL News
