Christian Alliance in Iraq protests government's salary freeze
The alliance submitted the complaint to the Iraqi High Commission for Human Rights, describing the decision to halt funding as a 'flagrant violation of basic human rights and constitutional guarantees' that threatens the livelihoods of thousands.
'This is not about numbers and accounts—it's about human lives and dignity,' said Ano Jawhar Abdoka, the alliance's Secretary-General. 'When people's livelihoods are used as political leverage, we enter a dangerous ethical decline that no responsible state should tolerate.'
The complaint cites multiple articles of the Iraqi constitution, including Article 30 (guaranteeing a decent standard of living), Article 31 (ensuring health care), and Article 14 (equality and non-discrimination). It also argues that the decision violates Iraq's 2023 federal budget law and international human rights treaties such as the International Covenant on Economic, Social, and Cultural Rights.
The alliance urged the High Commission to open an investigation into the decision's humanitarian consequences and issue recommendations to halt the suspension. It called for the submission of a report to the United Nations and other international bodies, and for immediate legal measures to ensure the protection of employees' salaries.
The Christian community in Iraq and the Kurdistan Region numbers around 250,000 people, down from 1.5 million before 2003, according to estimates by church leaders and international organizations. They are spread across Nineveh, Erbil, Duhok, and other areas, and many have faced repeated displacement due to conflict and instability.
The salary freeze comes amid a broader financial dispute between Baghdad and Erbil, fueled by disagreements over oil revenue sharing and constitutional interpretations. Tensions have escalated further after the KRG signed two massive energy deals with American companies worth over $110B, prompting Baghdad to accuse Erbil of 'exceeding its constitutional powers.'

Iraq: Candidate disqualifications for elections could reach 400
Shafaq News — Baghdad The number of excluded parliamentary candidates, including those barred under Iraq's de-Baathification process, could reach 400, lawmaker Raed al-Maliki said on Wednesday. Speaking to Shafaq News, al-Maliki attributed the surge to the first-time enforcement of Article 7(3) of the amended 2018 Election Law — which prohibits those convicted of crimes involving moral turpitude, financial or administrative corruption, or reputational damage, even if pardoned — and to a stricter application of Accountability and Justice Commission measures after years of 'relative lenience.' So far, more than 150 candidates have been disqualified. The Commission removed 55 candidates in Nineveh and 10 in Dhi Qar, while additional lists from Baghdad and Diyala include dozens more. The Independent High Electoral Commission (IHEC) continues to receive disqualification lists from verification bodies, which form the basis for its rulings.

'What we signed in 2023 was a security protocol. This year, we turned that protocol into a memorandum of understanding, nothing more,' Qasim al-Araji told Rudaw. He defended Iraq's right to sign MoUs and security agreements with regional and international countries, after Washington voiced opposition to the deal. 'It is Iraq's natural right to sign memorandums of understanding and security agreements with neighboring, regional, and international countries,' Araji said. Araji and Iran's Secretary of the Supreme National Security Council Ali Larijani signed a joint security MoU in Baghdad on Monday, overseen by Iraqi Prime Minister Mohammed Shia' al-Sudani. The agreement concerns 'security coordination along the shared border between the two countries.' In response to Rudaw's question about the deal, US State Department spokesperson Tammy Bruce on Tuesday said that Washington 'opposes any legislation that is inconsistent with the goals of our bilateral security assistance and partnership and runs counter to strengthening Iraq's existing security institutions.' 'We support genuine Iraqi sovereignty, not legislation that would turn Iraq into an Iranian satellite state,' Bruce asserted. Her remarks drew condemnation from both Baghdad and Tehran. Iraq's embassy in Washington issued a statement and stressed the country's 'inherent rights' to make deals with foreign countries. 'Iraq is not subordinate to the policy of any other state, and that its decisions are guided solely by its independent national will,' the embassy stated, explaining that the new deal 'falls within the framework of bilateral cooperation aimed at safeguarding security and managing the shared border.' Iran's embassy in Baghdad also blasted Washington's 'interfering position' in Iraqi and Iranian bilateral affairs. In March 2023, Iran and Iraq signed a security pact under which Baghdad committed to disarming Kurdish opposition groups and tightening security along the shared border. Iran had threatened to use military action if Baghdad failed to fulfill the agreement. Tehran has accused Iranian Kurdish opposition groups based in the Kurdistan Region of fueling Iran's nationwide protest movement in 2022 and inciting unrest. The groups, struggling for greater rights for Iran's marginalized Kurdish population, have fought an on-and-off war with the Islamic republic for decades. Iran and Iraq have shared a strong relationship since the fall of Saddam Hussein in 2003.
