
AM Best Withdraws Credit Ratings of First Acceptance Corporation and Its Subsidiaries
The ratings reflect First Acceptance's balance sheet strength, which AM Best assesses as weak, as well as its marginal operating performance, limited business profile and marginal enterprise risk management (ERM).
The weak balance sheet assessment reflects the significant volatility in policyholder surplus, elevated underwriting leverage measures and adverse reserve development during the latest five-year period. In recent years, additions to policyholder surplus have been reported due to net income from operations and capital contributions from its parent. Overall risk-adjusted capitalization as measured by Best's Capital Adequacy Ratio (BCAR) remains strong. Despite improvement in recent periods, the position remains highly sensitive to premium growth and reserve adequacy. First Acceptance's marginal operating performance is driven by persistent underwriting losses and fluctuating operating results. However, underwriting losses are partially offset by fee and other income. The group's limited business profile reflects operations that are focused solely on non-standard automobile business. ERM is viewed as marginal as the framework continues to evolve. While steps have been taken to integrate a more formalized structure, risk management capabilities are not fully aligned with the organization's profile.
The FSR of C++ (Marginal) and the Long-Term ICRs of 'b+' (Marginal) have been affirmed, with stable outlooks. Concurrently, AM Best has withdrawn the ratings at the company's request for the following pooled subsidiaries of First Acceptance Corporation:

First Acceptance Insurance Company of Georgia, Inc.
First Acceptance Insurance Company of Tennessee, Inc.

Dhipaya's balance sheet strength assessment is viewed as strong, underpinned by its risk-adjusted capitalisation, which is expected to remain at the strongest level over the medium term, as measured by Best's Capital Adequacy Ratio (BCAR). The company benefits from strong financial flexibility as part of Dhipaya Group Holdings Public Company Limited (Dhipaya Group), which is a listed insurance holding company with access to capital markets. The company has a moderate risk investment strategy, given its notable allocation to equities and mutual funds. In addition, the company has a high reliance on reinsurance, although this is mitigated partially by the typically high credit quality of its reinsurance counterparties. The balance sheet strength assessment also factors in a neutral holding company impact arising from its ultimate ownership by Dhipaya Group. SINGAPORE, July 25, 2025--(BUSINESS WIRE)--AM Best has affirmed the Financial Strength Rating of A+ (Superior) and the Long-Term Issuer Credit Rating of "aa-" (Superior) of United Overseas Insurance Limited (UOI) (Singapore). The outlook of these Credit Ratings (ratings) is stable. The ratings reflect UOI's balance sheet strength, which AM Best assesses as very strong, as well as its very strong operating performance, neutral business profile and appropriate enterprise risk management. In addition, UOI's ratings factor in rating enhancement from the company's ultimate majority ownership by, and importance to, United Overseas Bank Limited (UOB), a leading banking corporation in Asia. UOI's balance sheet strength assessment is underpinned by its risk-adjusted capitalisation, which is expected to remain comfortably at the strongest level over the medium term, as measured by Best's Capital Adequacy Ratio (BCAR). US Metro Bancorp Announces Second Quarter 2025 Results
GARDEN GROVE, Calif.--(BUSINESS WIRE)-- US Metro Bancorp (OTCQX: USMT): US Metro Bancorp ('Bancorp') is a bank holding company, with a single subsidiary, US Metro Bank ('Bank'). On a consolidated basis, Bancorp earned $2.5 million in the second quarter of 2025, compared to $2.6 million in the first quarter of 2025 and compared to $2.2 million for the three months ending June 30, 2024. On a year-to-date basis, Bancorp recorded an annualized return on average assets ('ROAA') of 0.68% and an annualized return on average equity ('ROAE') of 9.34%. With 16,520,000 shares outstanding, earnings per share ('EPS') for the second quarter of 2025 was $0.15 compared to $0.16 in the first quarter of 2025 and compared to $0.13 for the three months ending June 30, 2024. On June 30, 2025, Bancorp's book value per share was $6.43 compared to $5.94 a year earlier. The Bank recorded on a year-to-date basis net interest income of $21.1 million compared to $16.9 million in the same period a year earlier. Net income of $5.8 million for the six months ending June 30, 2025, compared to $4.3 million reported for the same six months in 2024, a year over year increase of $1.6 million. The Bank reported total assets of $1.452 billion as of June 30, 2025, representing a 7.7% increase compared to the reporting period ending June 30, 2024, and year over year loan growth of $102 million or 9.0%. Total Bank deposits ended the second quarter of 2025 at $1.281 billion, a $98 million or 8.3% increase from $1.183 billion on June 30, 2024. Non-performing assets as a percentage of total assets was 1.11% on June 30, 2025, compared to 0.28% as of June 30, 2024. The Bank had no Other Real Estate Owned (OREO) on June 30, 2025. Allowance for credit losses (ACL) to gross loans was 1.20% as of June 30, 2025, compared to 1.20% as of June 30, 2024. The Bank recorded a $0.9 million provision for loan loss expense, for the six months ending June 30, 2025, compared to a $0.6 million provision recorded for the six months ending June 30, 2024.
