Russia launches missile attack on Ukraine as Zelensky seeks security guarantees

Ukraine's foreign minister, Andrii Sybiha, said Russia struck a 'major American electronics manufacturer' in western Ukraine. He provided no further details.
Western parts of Ukraine are far from the battlefield's front line in the east and south of the country.
Much of the military aid provided by Ukraine's Western allies is believed to be transported and stored there.
It was Russia's third largest aerial attack this year in terms of the number of drones fired and the eighth-largest in terms of missiles, according to official figures.
The strikes occurred during a renewed US-led effort to reach a peace settlement in the three-year war following Russia's invasion of its neighbour.
Ukraine's President Volodymyr Zelensky condemned the attack, saying it was carried out 'as if nothing were changing at all'.
Moscow has shown no signs of pursuing meaningful negotiations to end the war and urged the international community to respond with stronger pressure, including tougher sanctions and tariffs, he said.
Russia 'wasted several cruise missiles against an American business', he said, noting it was a regular civilian enterprise producing domestic utilities, such as coffee machines.
'And that too became a target for Russia. Very telling.'
Earlier, Mr Zelensky said Ukraine will hold intensive meetings to understand what kind of security guarantees its allies are willing to provide after receiving signals that the United States would back reinvigorated discussions seeking an end to war.
The details are being hammered out among national security advisers and military officials and Mr Zelensky thinks they will take clearer shape within 10 days.
He then expects to be ready to hold direct talks with Russian President Vladimir Putin for the first time since the full-scale invasion.
The talks could also be conducted in a trilateral format alongside US President Donald Trump, Mr Zelensky said.
'We want to have an understanding of the security guarantees architecture within seven to 10 days. And based on that understanding, we aim to hold a trilateral meeting. That was my logic,' Mr Zelensky said, speaking to reporters on Wednesday after his trip to Washington along with Europe's top leaders.
Russian foreign minister Sergey Lavrov said working on security arrangements in Ukraine without Moscow's involvement would not work, according to state news agency RIA Novosti.
'We cannot agree with the fact that it is now proposed to resolve collective security issues without the Russian Federation. This will not work. We have already explained more than once that Russia does not overstate its interests, but we will ensure our legitimate interests firmly and harshly,' Mr Lavrov said at a news conference on Wednesday.

Ireland's premier and deputy premier have welcomed clarity on the EU-US trade deal, which sets a maximum tariff rate of 15% for the pharmaceutical sector. Taoiseach Micheal Martin said it was a 'significant win' for the EU and highlighted the arrangements for the pharmaceutical and aviation sectors. The statement said that as of September 1, the US will apply a maximum tariff rate of 15% on 'generic pharmaceuticals and their ingredients and chemical precursors'. Simon Harris, Ireland's deputy premier and Minister for Foreign Affairs and Trade, welcomed the clarity the statement offered on the EU-US trade agreement announced on July 27. 'We welcome clarity that the deal includes a single, all-inclusive 15% tariff on EU goods,' Mr Harris said. 'We also now have assurance that this rate will extend to pharmaceuticals and semiconductors. 'This provides an important shield to Irish exporters that could have been subject to much larger tariffs pending the outcomes of Section 232 US investigations into these sectors.' There is also a 'zero-for-zero' tariff rate carve outs for aircraft and aircraft parts, with further carve outs to be determined for certain products in generic pharmaceuticals and chemicals. Mr Harris said this offered a 'first step' to a more 'comprehensive and formal agreement with the US in the future'. 'Our intention now is to see what other carve outs can be made in areas of interest for Irish exporters.' Irish premier Micheal Martin said the statement brought 'greater clarity and certainty' to what the agreement between the EU and the US will mean in practice. 'This is especially important for enterprises that either import from or export to the US. 'Given the scale of the pharmaceutical and semiconductor sectors in Ireland, it is important that the Joint Statement confirms that 15% is a ceiling that will apply to EU exports in these areas in all circumstances, including when the current US Section 232 investigations are concluded. 'While I have been clear all along that I do not support tariffs, this is a significant win for the EU. 'Given the significance of the airline sector to Ireland, a specific carve-out for aircraft and aircraft parts is also welcome. 'There are areas where further work remains to be done, including a potential carve-out for med-tech products and spirits. 'I hope this will be advanced as quickly as possible. We will continue to advocate for these sectors given their significant importance to our domestic economy.'

A study by a North Korean watchdog has found a new military base tucked away on the Chinese border could launch a missile to hit the United States A secret military base has popped up on North Korea's border with China - which could harbour its world-ending ballistic missiles. ‌ The base, which is in North Pyongan Province, is 17 miles from the Chinese border. The existence of the structure was exposed by the Centre for Strategic and International Studies (CSIS) in a paper published on Wednesday. ‌ It's thought the covert site was built in 2004, but was used as an operational military site around 10 years later. Using a mix of satellite imagery and declassified documents, CSIS was able to expose the site as a military base, which is thought to harbour six to nine warhead-wielding ICBMs. ‌ The site, which is around the size of JFK airport in New York, could also hold launchers and the trucks that have been adapted to transport them. Analysts have warned the site is especially dangerous because there are no launch pads or air-defence systems. They believe this means the site contains solid-fuel ICBMs which can be launched far more quickly than their counterparts. It means they're difficult to detect and even harder to carry out a pre-emptive strike. The CSIS has gone so far to say the weapons "pose a potential nuclear threat to East Asia and the continental United States". There are at least 15 undeclared missile sites across the country, according to reports, including missile bases and warhead depots. CSIS analysts say this is the first confirmation of the site in Sinpung-dong. Current estimates suggest North Korea has an arsenal of 50 nuclear warheads and enough material to build 50 more. The fear is that this base could deploy the warheads to other parts of the country from where they would be fired. ‌ Victor Cha, co-author of the report, said North Korea chose the location, which is close to the Chinese border, to make it more difficult for US planes to destroy it. Kim Jong-un has recently called for a "rapid expansion" of North Korea's nuclear program. The study says the discovery of the base is part of the country's evolving strategy regarding ballistic missiles. It comes a week after Russian President Vladimir Putin did a deal with North Korean despot Kim Jong-un to recruit another 6,000 troops for his war in Ukraine. Ukrainian intelligence believes Kim Jong-un agreed to sell Putin another 100 tanks and even more armoured personnel carriers to bolster his assault on the frontline.
