Bihar: Jan Suraaj founder Prashant Kishor demands white paper on caste survey, threatens agitation
Patna, Jan Suraaj founder Prashant Kishor on Monday threatened to launch an agitation against the Nitish Kumar government in Bihar if his three key demands — including a white paper on the much-discussed caste survey — are not fulfilled within a month.
The former political strategist also demanded an "immediate halt" to the ongoing land survey, alleging massive corruption in the process.
He also called for a government response regarding its promise to provide three decimals of land to members of the Dalit and Mahadalit communities.
Speaking to reporters, Kishor said, "If the NDA government in the state does not accept our three demands, Jan Suraaj will launch a signature campaign in 40,000 revenue villages across the state starting May 11.
"On July 11, we will submit a memorandum to the government after collecting signatures from one crore people. If even then our demands are ignored, we will gherao the Assembly during the next monsoon session of the Vidhan Sabha, which will be the last session before the upcoming assembly polls later this year."
"Our first demand is related to the caste survey conducted by the state government. The CM, based on the findings of the caste-based survey report tabled in the Assembly on November 7, 2023, had promised a one-time financial assistance of ₹2 lakh to 94 lakh families earning less than ₹6,000 per month. Not even a single family has received this assistance. We demand a white paper from the government on this within a month," he said.
He asked, "What about the increased reservation of 65 per cent promised on the basis of this survey?"
According to Kishor, the second demand is related to the government's promise of providing three decimals of land to 50 lakh homeless/landless families, belonging to Dalit and Mahadalit families, for construction of their houses.
"According to government records, only 2 lakh families have been allotted land and even that is only on paper — possession has not been granted. The Nitish Kumar government has cheated people belonging to Dalit and Mahadalit communities on the issue. The government must clarify when these families will receive actual possession of the land," he alleged.
Regarding his third demand, Kishor called for the suspension of the ongoing land survey.
"We urge the government to immediately stop this exercise. Massive corruption is taking place in the name of land surveys. Officials are extorting money from people. While states like Telangana and Andhra Pradesh have surveyed 80 per cent of the land and digitised revenue records, Bihar has only 20 per cent since the process began in 2013. This slow progress has led to a surge in land-related disputes, including cases of murder and attempted murder," he alleged.
He added that the land survey had long been part of the Nitish Kumar government's agenda due to the growing number of land disputes, which pose a serious law and order challenge in the state.
"The government's stated aim behind this land survey was to reduce land disputes, but that goal remains unfulfilled," he said.
The Bihar government has been undertaking a special land survey to update records after having already missed a few deadlines since it began in 2013.
The last cadastral survey in the state was held in 1911 during British rule. The government's main aim behind conducting land surveys is to reduce the cases of land disputes in the state.

At foundation day events, rival NCP factions rule out reunion
Pune: Leaders of both factions of the Nationalist Congress Party (NCP) — led by Sharad Pawar and Ajit Pawar — on Tuesday indicated that there is no immediate scope for a reunion between the two camps, as they marked the party's 26th foundation day at separate events in Pune. The statements came amid growing political buzz over a possible merger in the run-up to crucial local body elections in Maharashtra. In its May ruling, the Supreme Court directed the state government to conduct long-pending civic polls — including for 29 municipal corporations and several municipal councils — within four months. The elections are expected to take place by September. At the NCP event in Pune's Balewadi stadium, deputy chief minister Ajit Pawar avoided giving a definitive answer on the merger issue, saying such decisions are taken by top leaders, not by party workers or junior leaders. State NCP chief Sunil Tatkare was more categorical. 'There is no such proposal,' he said when asked about the possibility of the two factions coming together again. Tatkare maintained that the decision to join the NDA was a collective one taken in the interest of the people. 'It was not Ajit Pawar's personal decision. From 2014, there were several moments when the (then united) party considered joining the BJP-led alliance, only to change its mind at the last minute. In 2023, we finally joined hands with the NDA for the welfare of the people, without compromising on our secular ideology,' he said. Ajit also defended his faction's decision to be part of the BJP-Shiv Sena government. 'We are not saints who will stay in the opposition just to protest. We want to work for the people,' he said. At the NCP (Sharadchandra Pawar) event at Balgandharva auditorium, party chief Sharad Pawar acknowledged that last year's split had shaken the organisation but praised the workers who remained with the party. 'We never imagined that the party would split, but it did. Still, you continued the work with determination,' he told them. Without naming his nephew, he said, 'Some people chose a different path and embraced another ideology. I do not want to dwell on it today, but the ones who stayed back did so because they believed in the party's core values.' Responding to questions about a possible reunion, NCP (SP) MP Supriya Sule sidestepped the issue. 'I have not had the time to discuss internal matters with party leaders or even my own family over the past 15 days,' she said. Sule recently led a multi-party delegation to several countries following Operation Sindoor. Sharad also cautioned against dwelling on who left and who stayed. 'If we remain united and work for the common people, we will face no problems,' he said. He reiterated that the coming elections would bring a different outcome and signalled that the party was preparing to fight the local polls with renewed vigour. While both parties played down the possibility of reuniting, insiders in both camps admit that the real test of strength will come during the civic polls, where they are expected to go head-to-head in several key urban centres.

Nation achieved excellent growth in NDA rule: Kishan
Vijayawada: Union Minister for Coal and Mines G Kishan Reddy on Tuesday said India achieved excellent growth and the country's reputation went up globally under the leadership of Prime Minister Narendra Modi during the last 11 years. Kishan Reddy along with state party president Daggubati Purandeswari addressed the media in a private function on Tuesday marking the completion of 11 years of the National Democratic Alliance (NDA) rule in the country. Recounting the country's achievements under Modi's rule, he said a golden era started for India in 2014 and the country became the fourth largest economy in the world surpassing Japan, from 10th place 11 years ago. The Union Minister further said 25 crore people came out of poverty and per capita income increased from Rs 68,572 in 2013-24 to Rs 1.14 lakh by the end of 2024-25. The BJP leader said the Central government has been distributing free rice to 81 crore people. According to him, path-breaking tax reforms like Goods & Services Tax (GST) helped the economy and increased revenues for the states. Referring to food policy and production of food grains, he said the Centre increased minimum support price (MSP) for many crops and a total amount of Rs 3.7 lakh crore was directly deposited into the bank accounts of 11 crore farmers since the launch of PM Kisan scheme. Kishan Reddy further said that PM Modi had given top priority for the defence sector and stated Operation Sindoor was conducted to destroy the terrorist camps in Pakistan Occupied Kashmir. He also said the central government launched the 'Make in India' scheme to boost the manufacturing sector. Later, Kishan Reddy released a book on the achievements of the NDA rule in the last 11 years.
