Prashant Kishor Stopped From Entering Nitish Kumar's Ancestral Village
Bihar Sharif: Jan Suraaj Party founder Prashant Kishor was on Sunday stopped by the administration from entering Kalyan Bigha, the ancestral village of Bihar Chief Minister Nitish Kumar, where he wanted to interact with locals during his visit to Nalanda district. Mr Kishor, who wanted to launch his party's signature campaign demanding answers on "unfulfilled" government promises from the ancestral village of the CM, was stopped by the district administration and security personnel from entering the village. Mr Kishor and his party workers wanted a face-to-face interaction with the residents of Kalyan Bigha. Officials maintained that the Jan Suraaj Party did not seek prior permission to hold such a gathering at Kalyan Bigha. "The Jan Suraaj Party had sought permission to hold a public meeting in Bihar Sharif (district headquarters of Nalanda) on May district administration had given them permission. The party had not sought permission for holding such an event at Kalyan was the reason they were not allowed to enter the village," Nalanda District Magistrate, Shashank Shubhankar, told PTI. "Holding public meetings at a particular place requires a lot of preparations by the district administration, including police. That is the reason prior permission is mandatory for such gatherings. Since they had been given permission to hold the public meeting on May 18 in Bihar Sharif only,... They were asked to go to the place in Bihar Sharif for which the permission had been granted," said the DM. Interacting with media persons, where he was stopped, Mr Kishor said he wanted to interact with locals but was stopped. "I wanted to interact with locals to see the situation in Kalyan Bigha, the ancestral village of the CM. But I am not being allowed. This is the government of Nitish Kumar. Earlier, they stopped Congress leader Rahul Gandhi from holding an interaction programme with students in Darbhanga. Now, they are doing it with me." In a verbal exchange with officials of the district administration, Mr Kishor was heard saying, "Will you stop me from entering the village ? Do I need permission to visit the village ? I want you to give it in writing, and then I will return. We are law-abiding people..." The SDM was heard saying, "You need permission as there might be a law-and-order situation. People have filed a complaint." Later, Prashant Kishor went to Bihar Sharif and addressed the gathering and also launched the signature campaign. The party launched a signature campaign demanding answers on "unfulfilled" government promises. The signature campaign will focus on three points - what happened to the Nitish government's promise of giving Rs 2 lakh each to the 94 lakh poor families, 3 decimal of land to the Mahadalit families and corruption in the ongoing land survey. Earlier, Mr Kishor had said that a Jan Suraaj Party delegation would collect signatures from one crore people across 40,000 villages in the state till July 11. The signatures would then be submitted to the governor and the CM if the government "failed" to disclose within a month the status of delivering Rs 2 lakh to each of the 94 lakh poor families identified in the caste survey and of providing land to the landless.

Speaking to the reporters at Biharsharif on his way to Harnaut to address a public meeting, Kishor said, "The signature campaign will focus on three points – what happened to the Nitish govt's promise of giving Rs 2 lakh each to the 94 lakh poor families, 3 decimal of land to the Mahadalit families and corruption in the ongoing land survey." He said while much is often claimed about development in Nalanda, he wanted to verify firsthand whether villagers in Kalyan Bigha had indeed received the promised money, or whether they too faced corruption at every step, from obtaining ration cards to acquiring land-related documents from block offices. "If corruption exists even in the CM's village, then what can be said about the rest of Bihar?" he added. "In Bihar, officers and leaders are taking bribes for everything from making ration cards to getting land receipts. Next time, vote by looking at the faces of your children and not on the faces of Lalu, Nitish and Modi. Do not vote for the leaders who loot you and your children," he urged. The assembly elections in Bihar are due in Oct-Nov this year. Responding to the threat of a defamation case by JD(U) leader and minister Ashok Choudhary on Saturday, Kishor said no lawsuit or FIR could intimidate him. The former poll strategist added that he operated with complete transparency and reiterated his allegations of widespread corruption, including accusations involving Choudhary's daughter and the sale of tickets. "They can file defamation cases and FIRs as many times as they want. Do you think Prashant Kishor is someone who is afraid of anyone? We are not sand or liquor mafias nor holding any govt post. We have been running this campaign openly for three years without even a constable with us. No one can say I have taken a single penny from anyone. I am not abusing anyone. We said that jobs were being sold through BPSC. Who doesn't know this? People everywhere discuss that money is being taken openly for land survey," he alleged.

New Delhi: Ahead of the Bihar Assembly polls, Jan Suraaj Party founder Prashant Kishor on Sunday reiterated that there is no question of aligning with any political parties, but people who want change can join the party. Speaking to IANS, Kishor announced that the party's state-wide signature campaign will be launched on May 11, focusing on three pressing welfare issues in Bihar and denied the possibility of forming any political alliance, saying his party will have an alliance only with people. He said, "I am starting my journey from Harnath. From May 11, we will launch an official campaign on three important issues in Jan Suraaj. Our workers will go door-to-door in every household across Bihar." The campaign will question the status of three key government commitments. Kishor explained that his party would seek public opinion on whether the 94 lakh families, identified in the caste-based census, received the Rs 2 lakh promised to each of them, whether Mahadalit and Dalit families were allotted the 3 dismil (decimal) of land they were supposed to receive, and whether the digitisation of land records promised under the land survey had been fully carried out. "On these three issues, Jan Suraaj will launch a people-driven campaign. I will visit Nitish Babu's village, Kalyan Bigha, on May 11 and go house-to-house to gather public opinion. If people agree with our concerns, I will take their signatures as part of this movement," Kishor remarked. "If the government claims these promises have been fulfilled, then there should be no objection to people verifying it," he added. When asked about the possibility of a political alliance in the future, Kishor categorically denied any such plans. "In the fight for change, Jan Suraaj will ally with the people. People who want change will have an alliance with Jan Suraaj. With any party, any political organisation, there is no question of an alliance. Jan Suraaj will contest all 243 seats independently. There will be no alliance before or after the elections," he asserted.

Prashant Kishor demands white paper on caste survey in Bihar, threatens state-wide agitation
PATNA: Political strategist-turned activist Prashant Kishor on Monday slammed Bihar chief minister Nitish Kumar over caste census, land survey and allotment of three decimals of land each to Dalit and Mahadalit families for building their houses. Kishor told the media that the people of Bihar were befooled in the name of caste-based survey as state government failed to provide Rs 2 lakh each as financial assistance to nearly 94 lakh families whose monthly income was shown below Rs 5,000 in the survey report. 'Chief Minister Nitish Kumar had announced soon after the caste-based survey report submitted to the government that Rs 2 lakh each would be given to 94 lakh families whose income was below Rs 5,000 per month. But what happened to the CM's promise?' he asked. Similarly, Nitish had promised to allot three decimals of land each to 39 lakh Dalit and Mahadalit families who didn't have their own land for building their houses. As per government reports, only 1.20 lakh families have been covered under the scheme so far, he added. In 2006, Dalit Vikas Mission was set up for uplift of Dalits and Mahadalits. Out of them, only 2.34 lakh people were allotted three decimals of land. A team of Deshpal Committee set up by the central government visited Patna. The committee in its report revealed that 1.20 lakh people were allotted land only on papers. 'These 1.20 lakh families didn't have their ownership of land provided by the state government. Jan Suraaj Party now wants to know when the remaining 48 lakh people would be given three decimals of land for building their houses on their own land,' he asked. Jan Suraaj Party founder said that land survey started in 2013 in Bihar but has not been completed as yet. On the other hands, Southern states like Telangana and Andhra Pradesh completed land survey work within the time-frame, he said. Kishor said that the Bihar government started digitisation of land records in the name of land survey. But the officials at the circle offices and deputy development commissioners were involved in neck-deep corruption and stalling the works related to land survey, he added. 'Only 20 per cent of the state's population have submitted their records of land for digitisation and subsequent land survey. The remaining 80 per cent people could not submit documents of land due to corruption at offices of circle officers and DCLRs," he remarked. The land survey is not being conducted within a stipulated period despite the government's own report that 60 per cent of the crime committed in the state were related to land disputes and property related incidents. He also sought to know from the government about Bhoodan land and land seized under Land Ceiling Act. 'Where is the land? Who are the beneficiaries? The government should provide information to the people,' Kishor asserted. Kishor said that Jan Suraaj Party would raise the issue before the last session of the state assembly. On May 11, Jan Suraaj Party would hold meetings in around 40,000 revenue villages in the state and obtain signatures people across the state. Following the meetings, a memorandum with over 1 crore signatures of the people would be submitted to chief minister and governor. In addition, the party would gherao the assembly during the last session to pressure for its demand, Kishor pointed out. He demanded a white paper on caste census within a month failing which Jan Suraaj Party would launch an agitation. In response to a media query, Jan Suraaj Party founder said that the land survey was announced by the government to create tension in respective families. 'The relationships got strained in each family due to the ongoing land survey,' he remarked. He said that had the intentions of the government fair and justified, the land survey work would have been completed within a timeframe. Moreover, it has turned out to be a boon for COs and DCLRs who are minting money in the name of providing land records, he stated. When asked about Jan Suraaj Party's protest over Waqf Amendment Bill, Kishor said that it was an eyewash. 'Those at the helm of affairs know the outcome of the Amendment Bill. Their motive is to create a division between Hindus and Muslims to derive political mileage, he asserted.

Patna, Jan Suraaj founder Prashant Kishor on Monday threatened to launch an agitation against the Nitish Kumar government in Bihar if his three key demands — including a white paper on the much-discussed caste survey — are not fulfilled within a month. The former political strategist also demanded an "immediate halt" to the ongoing land survey, alleging massive corruption in the process. He also called for a government response regarding its promise to provide three decimals of land to members of the Dalit and Mahadalit communities. Speaking to reporters, Kishor said, "If the NDA government in the state does not accept our three demands, Jan Suraaj will launch a signature campaign in 40,000 revenue villages across the state starting May 11. "On July 11, we will submit a memorandum to the government after collecting signatures from one crore people. If even then our demands are ignored, we will gherao the Assembly during the next monsoon session of the Vidhan Sabha, which will be the last session before the upcoming assembly polls later this year." "Our first demand is related to the caste survey conducted by the state government. The CM, based on the findings of the caste-based survey report tabled in the Assembly on November 7, 2023, had promised a one-time financial assistance of ₹2 lakh to 94 lakh families earning less than ₹6,000 per month. Not even a single family has received this assistance. We demand a white paper from the government on this within a month," he said. He asked, "What about the increased reservation of 65 per cent promised on the basis of this survey?" According to Kishor, the second demand is related to the government's promise of providing three decimals of land to 50 lakh homeless/landless families, belonging to Dalit and Mahadalit families, for construction of their houses. "According to government records, only 2 lakh families have been allotted land and even that is only on paper — possession has not been granted. The Nitish Kumar government has cheated people belonging to Dalit and Mahadalit communities on the issue. The government must clarify when these families will receive actual possession of the land," he alleged. Regarding his third demand, Kishor called for the suspension of the ongoing land survey. "We urge the government to immediately stop this exercise. Massive corruption is taking place in the name of land surveys. Officials are extorting money from people. While states like Telangana and Andhra Pradesh have surveyed 80 per cent of the land and digitised revenue records, Bihar has only 20 per cent since the process began in 2013. This slow progress has led to a surge in land-related disputes, including cases of murder and attempted murder," he alleged. He added that the land survey had long been part of the Nitish Kumar government's agenda due to the growing number of land disputes, which pose a serious law and order challenge in the state. "The government's stated aim behind this land survey was to reduce land disputes, but that goal remains unfulfilled," he said. The Bihar government has been undertaking a special land survey to update records after having already missed a few deadlines since it began in 2013. The last cadastral survey in the state was held in 1911 during British rule. The government's main aim behind conducting land surveys is to reduce the cases of land disputes in the state.
