Govt revises biomass guidelines to boost bio energy and ease of doing business
New Delhi: The Centre has revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across the country, according to a statement."The Ministry of New and Renewable Energy (MNRE) has issued revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme, applicable for the period FY 2021-22 to 2025-26. These amendments aim to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across India," the statement said.
Under the new framework, Ministry has simplified several processes, such as cutting down on paperwork and easing approval requirements, which will enable the industry especially MSMEs to enhance their production. These changes align well with improvement of stubble management and India's broader goal of reaching net-zero emissions by 2070, the statement added.One of the major highlights of the revision is technological integration by enabling the use of IoT-based monitoring solutions or quarterly data submissions instead of expensive and high-tech systems like SCADA.
This cost-effective step promotes digital monitoring and accountability, especially for smaller business operators.The guidelines also encourage significant simplification of documentation requirements. Developers of briquette and pellet manufacturing plants will no longer be required to submit a number of documents related to clearance matters. This change will save time, and promote ease of doing business.In a move to enhance operational flexibility, the earlier requirement for a two-year briquette or pellet sale contract has been replaced with a general sale agreement.This change will allow project developers to respond more dynamically to market conditions without being constrained by long-term contracts, as per the Ministry's statement.The amended guidelines allow flexible selling of biomass products, meaning businesses no longer need long-term contracts to get started.
Furthermore, the subsidy disbursement mechanism under the Central Financial Assistance (CFA) component has been made performance-based and transparent. Projects that run efficiently, above 80%, will receive full financial assistance, while below 80 percent will receive on pro-rata basis. The performance inspection period has been simplified. Earlier, it has to be done within a period of 18 months from the date of commissioning, but now, it can be carried out within 18 months period either from the commissioning date or from the date of In-principle approval, whichever is later.Additionally, to cater on-ground operational challenges of developers, Secretary, MNRE may extend the time period, the Ministry added.During inspection, a performance report was made on the basis of Operation Plant at an average of 80 per cent of rated capacity measured over a period of three consecutive days, taking average 16 Hrs per day.However, now it has been reduced to just 10 hours as the inspection process primarily aims to verify the claimed and operational capacities and inspection for 10 hours of continuous operation would suffice for this purpose.
Recognising the urgent need to address air pollution, especially from stubble burning in northern India, the new guidelines include a provision allowing biomass pellet producers in Delhi, Punjab, Haryana, and NCR districts of Rajasthan and Uttar Pradesh to choose the most beneficial support scheme, either from MNRE or CPCB.
These revisions will not only support the smooth implementation of the biomass programme and timely delivery of approved financial support to commissioned plants, but also encourage the sector to establish more biomass-based plants. This would ultimately help in addressing the menace of crop residue burning and ensure sustainable management of agricultural waste. Overall, the updated guidelines will make it easier for businesses to adopt biomass technologies, provide financial incentives for efficient operations, and support India's clean energy efforts, all while promoting practical, business-friendly solutions to waste management and pollution reduction.

The ambitious 24x7 water supply pilot project in Manimajra, inaugurated with much fanfare by Union home minister Amit Shah in Aug 2024, has hit turbulent waters. Amid growing concerns and political pressure, Punjab governor and UT administrator Gulab Chand Kataria is set to convene a high-level meeting to dissect the project's faltering progress. The move comes in the wake of a strongly worded letter from Chandigarh BJP president Jatinder Pal Malhotra to the Union home minister, expressing alarm over the project's execution. Sources confirm that the ministry of home affairs has since forwarded the letter to the UT Administrator, prompting urgent administrative attention. The project, spearheaded by Chandigarh Smart City Limited and executed through a Rajasthan-based agency, was envisioned to revolutionize water supply in Manimajra — transitioning from intermittent to round-the-clock pressurized water delivery, complete with smart metering and automated control systems. But the reality on the ground paints a starkly different picture. A confidential internal report by the Engineering Department of the Municipal Corporation has laid bare a series of alarming discrepancies: No zone in Manimajra has achieved 24x7 pressurized water supply; pressure reducing valves (PRVs) and variable frequency drive (VFD) pumping systems remain non-operational; major lapses in the construction of underground reservoirs, pumping stations, and the rollout of the SCADA automation system; and much-touted smart water meters are yet to be fully deployed. The project was awarded through an e-tender at a staggering Rs 165.86 crore, split into capital expenditure (capex) — Rs 74.56 crore — and operational expenditure (OPEX) — Rs 91.29 crore. Despite the scale of investment, the outcomes have been underwhelming — a fact that has not gone unnoticed by local leadership. Malhotra has reportedly warned that the project's failure is damaging the BJP's image and undermining the Prime Minister's development agenda. What's Next? With the spotlight now firmly on the project, the upcoming meeting chaired by Kataria is expected to be a turning point. Malhotra's letter to Shah In a letter to Amit Shah, Chandigarh BJP president Jatinder Pal Malhotra said, "In August 2024, a project was inaugurated by you, in the presence of administrator Gulab Chand Kataria, chief secretary Rajeev Verma, and other dignitaries, for 24-hour water supply with proper pressure for all floors. The funds amounting to Rs 75 crore were allocated for the project under the smart city mission. The reality of this project clearly reflects that the whole project has collapsed, and nobody is held accountable and responsible for this wastage of Rs 75 crore. Sir, on one side, taxes are being imposed on the public, and on the other, Rs 75 crore have been wasted. Certainly, there are policy lapses or a lack of accountability in the system of administration of UT Chandigarh. The media reports are causing grave damage to our reputation in public at large and are also not in tune with our visionary Prime Minister's dream of VIKSIT BHARAT: 2047. Your good self is thus humbly requested to intervene in the matter and call for a detailed inquiry report on the same."

Centre committed to invest in Bengal's railway infrastructure: Vaishnaw
Union Minister Ashwini Vaishnaw on Saturday said the Centre is committed to investing in the railway sector in West Bengal and has significantly increased allocations as part of its broader push to boost connectivity, cargo movement and support micro and small enterprises in the state. Speaking at the inauguration of the Udyami Sammelan Mela 2025 at the National Library in Kolkata, Vaishnaw said the railway budget for Bengal has seen a sharp rise from around Rs 3,000 crore under the previous regime to around Rs 14,000 crore now. The minister outlined upcoming projects, including the development of the New Jalpaiguri-Kolkata Rail Corridor to world-class standards, a statement said. "A master plan has been prepared for new railway lines, Gati Shakti cargo terminals, and the upgradation of the chicken neck corridor to a four-line network," he said, adding that the Sivok-Siliguri-New Mal Junction section will also be linked to the main corridor. Vaishnaw, the railway minister, said that over the last 11 years, India has added around 35,000 km of new railway tracks, including 5,300 km in 2023-24 alone, while also adding 1,400 locomotives and 35,000 wagons annually to the network. He emphasised India's need for "economic decolonisation" and simplification of systems to promote ease of doing business. During the day, the minister flagged off the inaugural Purulia-Bankura-Howrah MEMU train via Masagram and said the Centre's focus is to expand railway coverage besides modernising the sector. He flagged off the train through video conferencing from Santragachi railway station in the state. Vaishnaw said that Prime Minister Narendra Modi's focus is to expand railway coverage, modernise railways with technology, infrastructure and amenities and improve passenger experience. Around 1.2 million railway staffers are tirelessly working towards realising this dream, he said. The Purulia-Bankura-Howrah MEMU train via Masagram would boost rural, local and regional rail connectivity and passenger convenience, he said. The service is set to improve daily commute options for thousands of passengers across Purba and Paschim Bardhaman, Purulia, Bankura and surrounding districts. By connecting key junctions in West Bengal, the train will not only ensure faster travel but also facilitate economic activity, he said. He also said during the 2014-25 period, Kolkata Metro added 41 km to its network, compared to only 28 km between 1972, when the project started, and 2014. Underlining challenges related to land acquisition and traffic permission for Kolkata Metro and other railway projects, Vaishnaw urged the state government "to rise above other things for the benefit of people". He referred to such challenges on the Kolkata Metro route at Kidderpore, Chingrighata and Beleghata area and also to the Bishnupur-Tarakeshwar rail route. Vaishnaw lauded the ongoing development of the Santragachi railway station as an Amrit Bharat station, especially the progress of work in the last one and a half years. The Amrit Bharat Station Scheme is a long-term plan to improve railway stations across India in a step-by-step manner. "The station is being modernised as a passenger and environment-friendly facility. It has been designed to handle over 50,000 passengers daily by 2063, in addition to ensuring time-bound train movement," he said. Union Minister of State for Law and Justice Arjun Ram Meghwal, who also attended the Udyami Sammelan Mela, said the government is working on simplifying the IT Act to match the pace of digital innovation. He acknowledged the long-pending demand for a permanent circuit bench of the Calcutta High Court in Siliguri, adding that the matter is under active consideration.

A.P. Waqf Board plans to support poor Muslims through P4 initiative
Andhra Pradesh Waqf Board is putting all its efforts to implement the P4 (Public Private People Partnership) initiative to provide security and support to the poor Muslim families in the State. A.P. Waqf Board Chairman Abdul Azeez announced this while speaking at the fourth State-level meeting at Command Control Room of the Nellore Municipal Corporation (NMC) office on Saturday. The P-4 is a poverty alleviation programme launched by Chief Minister Nara Chandrababu Naidu on March 30. According to the initiative, rich and affluent people who come forward to uplift the poor as 'Margadarsi' (guides) would support the beneficiary families called as 'Bangaru Kutumbam' (golden family). Addressing the media after the meeting, Mr. Abdul Azeez said that the Waqf Board is exploring the ways to generate income from its properties across the State, while protecting them from alienation. Particularly, a Rent Review Committee will be formed at the State level to review the rents of 1,300 shops directly managed by the board in various areas, he informed. He alleged that the previous YSR Congress Party (YSRCP) government had not only stalled the development works of the Waqf Board, but also not submitted the utilisation certificate for ₹386-crore funds sanctioned by the Union government. So, the Centre has not sanctioned any new funds. 'The Chief Minister spoke about this issue with the Centre, and worked to resolve the problem soon,' he added. The Waqf Board chief informed that criminal cases will be filed against the 'Mutawallis' (trustees) who sold out the Waqf lands in the State. He further said that an application was received from the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) to set up an MSME park at Mallayapalem in Guntur district, and the land will be leased on a long-term basis without changing the title and ownership.
