Muscat – Environment Authority (EA) has announced that the third phase of a national initiative to ban single-use plastic shopping bags will come into effect on July 1, 2025.
This stage broadens the scope of the ban to include additional segments of the retail and food sectors. Shops selling fruits and vegetables, packaging units, grocery stores, sweet shops, candy factories, bakeries, gift shops and outlets selling bread, pastries and confectionery will be required to stop providing single-use plastic bags and switch to sustainable alternatives such as reusable cloth or paper bags.
The authority has called on businesses and consumers to cooperate actively to reduce plastic waste and protect the environment for future generations. The measure aligns with Oman Vision 2040 goals to curb pollution and promote sustainable consumption.
In January 2024, Decision No 8/2024 set out a phased approach to ban all single-use plastic shopping bags by 2027. The phased rollout is designed to help businesses and consumers adapt gradually, EA stated.
The first phase, which began on July 1, 2024, targeted pharmacies, hospitals and clinics. The second phase, effective from January 1, 2025, covers textiles and fabric stores, clothing outlets, tailors, eyewear shops, mobile pho-ne vendors and repair services, watch shops, furniture retailers and household goods suppliers.
Businesses found violating the ban face fines between RO50 and RO1,000. Repeat offences within a month will result in doubled penalties.

The programme comprises 61 initiatives covering a broad range of activities spanning the fields of culture, health, sports, economy, media, religion, the environment and entrepreneurship. It serves all segments of society in the Sultanate of Oman's governorates. Hilal bin Saif al Siyabi, Director General of Youth at the Ministry of Culture, Sports and Youth, said that the Ministry accords special attention to youth initiatives that address the needs of society and align with the objectives of Oman Vision 2040, notably in the areas of innovation, sustainability and social development.' Al Siyabi added that youth initiatives include community projects or activities that address social and developmental issues through a voluntary, non-profit approach. The initiatives, he explained, reflect the spirit of innovation and active citizenship and accommodate the Omani cultural values. An integrated electronic system has been prepared for evaluating and developing the initiatives Statistics show that the 'Youth Initiatives Support Programme' has seen steady growth and that, since its inception in 2016, it has provided support for more than 600 initiatives benefited more than 150,000 young men and women. The programme organisers also held exhibitions and local activities that consolidated the media presence and institutional outreach of the initiatives. The Ministry has prepared a guide and an integrated electronic system for evaluating and developing the initiatives, within the framework of supporting youth initiatives, regulating their objectives and improving their quality in cooperation with government and private establishments. 'Youth initiatives are voluntary, non-profit projects designed and carried out by Omani youth to tackle development and social issues,' Siyabi said. He added that the programme encourages leadership, active citizenship and respect for national cultural values. According to the ministry, the programme creates a collaborative framework connecting youth with government institutions, allowing young people to propose practical solutions while gaining skills in project management and planning. Support includes training, consultations and capacity-building sessions, as well as logistical help with venues, transport and official processes. Financial backing is available for projects that meet quality standards and align with ministry priorities. Applications for 2025 were submitted via the ministry's website and screened under strict criteria, including leaders being Omani youth, and projects being non-profit and having clear and measurable goals. MCSY has also launched advanced training for programme leaders, focusing on modern tools, capacity building and alignment with national development plans. The next phase will emphasise high-quality content and a decentralised support model tailored to each governorate. Since its inception in 2016, the programme has supported over 600 initiatives, benefiting more than 150,000 young men and women. It has also helped organise national exhibitions and events, raising awareness and recognition of youth-led efforts. To strengthen oversight, the ministry has developed a comprehensive guide and an electronic system to evaluate and enhance initiatives in partnership with public and private sector stakeholders.
