John Ivison: Making Canada investable again will take more than Carney's dreams

National Post23-07-2025
Mark Carney told the premiers in Huntsville, Ont., on Tuesday that the federal government's new major projects office will be open by Labour Day, representing a shift in attitude towards building big things, the prime minister said, 'from 'why?' to 'how?''

The statement expressed a confidence that, as with deceased baseball players in the movie Field of Dreams, 'if you build it (the office), they (the projects) will come.'

But will they? Is there pent-up demand on the part of the owners of globally mobile capital to invest in Canadian infrastructure?

This country still has a reputation as a difficult place to build things in a timely and predictable fashion, said Elan Harper, director of Canadian business tax for Andersen Consulting and a former policy head for the leader of the Opposition, Pierre Poilievre.

In addition, President Donald Trump is using the carrot of big corporate tax cuts in his 'big, beautiful bill' (BBB) and the stick of tariffs to persuade investors to look south.
'The BBB provides the certainty of a very competitive corporate tax regime for the foreseeable future. If Canada wants to attract capital, we need to ensure we are just as attractive from a tax perspective,' said Harper.

The overarching assumption, at least on Bay Street, is that some form of baseline U.S. tariff will remain.

Former finance minister John Manley said he thinks that will hurt investment flows and that the traditional 'investment thesis' — that Canada is a country of highly skilled people, rich in natural resources, governed by the rule of law, with unfettered access to the U.S. market — may have to be rewritten.

'Without the latter part, we might have to look at other things, like becoming a lower-cost jurisdiction by adjusting business income tax or even personal income tax,' he said.

Despite recent cuts, Canada's combined federal and provincial personal income tax remains the fifth highest of 38 high-income countries at 53.53 per cent. The combined corporate rate at 26.14 per cent is higher than the OECD average, while being marginally lower than the G7 average.

The mood across the country remains decidedly mixed, according to the Bank of Canada's second-quarter business outlook, released on Monday.

It suggested the uncertainty over Trump's trade policies is curbing business investment (and consumer spending) in Canada, even though most see the economy avoiding a recession. Firms are holding off new investment plans, in the face of weaker orders and lower advanced bookings.

The dataset, aggregated with the initial virology dataset. aims to improve upon the accuracy of the alpha version of PredicTcell model. This next phase of development builds on recently published international patent application (WO 2025/129197), which outlines novel machine learning systems for predicting immunologically active peptides, a critical step in developing targeted therapies for cancers and infectious diseases. 'We have been extremely fortunate to work with such great organizations like Microsoft and Databricks to build the alpha version of our foundational AI model,' said Mittul Mehta, Chief Information Officer and Head of 'Oncology represents one of the most impactful areas for AI in drug discovery, given the complexity of the disease and the limited availability of high-quality datasets.' Fierté Montreal deletes Gaza solidarity statement, reinvites Jewish organizations

Fierté Montreal backtracked on a decision to exclude groups it said was 'spreading hateful discourse' from this year's Pride Parade and deleted a statement in which it 'expresses solidarity with the Palestianian people' from its social media. Last week, Fierté said the organization's ombudsman received complaints, leading to a news release saying some groups would be excluded from festivities without specifying which. Gaa'va, a Jewish LGBTQ+ group, responded on social media, saying it was 'deeply shocked to learn that LGBTQ+ Jewish people and their allies would be excluded from the 2025 parade.' It has since been reinvited. The Centre for Israel and Jewish Affairs (CIJA), a Zionist lobby group advocating for the Canadian Jewish community, said it was told it could not participate in the parade. It has worked with Gaa'va for years. Quebec singer Safia Nolin pulled out of the Pride festival last week prior to Fierté's announcement, saying she would not perform after learning that Gaa'va, which she called a Zionist organization, would take part in the parade. CIJA denies claims it was spreading hateful discourse and called the decision to exclude some groups an 'egregious mistake.' On Tuesday, Fierté put out a release apologizing to Montreal's Jewish community and deleted its initial statement on the Israeli-Palestinian conflict, calling for immediate and lasting peace and condemning the 'ongoing genocide' in Gaza. Bernard Truong, chairman of Fierté's board, resigned on Monday, citing personal reasons. 'Following complaints about statements deemed hateful, the organization announced last week its intention to deny participation in the Parade to certain organizations, some of which represent the Jewish community,' Fierté said in a news release. 'Although this was not Fierté Montréal's intention, the announcement was perceived by the Jewish community in Quebec (and especially by Jewish members of the 2SLGBTQIA+ community) as a way to exclude them from its events. This does not reflect the inclusive values that guide Fierté Montréal's actions,' it added. It said it reached out to organizations, including CIJA, 'to clarify the situation and to ensure a space that is inclusive and safe for everyone, especially for Jewish members of the 2SLGBTQIA+ community who wish to take part in the Parade.' CIJA confirmed in a news release that it was reinvited to participate in the parade. 'In recent days, it has become clear that excluding groups representing the Jewish community would have sent the message that Jews, Jewish 2ELGBTQIA+ individuals, and allies of the community were not welcome in the rainbow of Montreal Pride. This would have been unacceptable,' it said. Pride week festivities began on Monday and last until the parade on Sunday.
