
Penang begins major infrastructure push for Silicon Island
It will feature four lanes in each direction. The bridge will serve as a key component of the Pan Island Link 2A (PIL2A) – a strategic infrastructure initiative aimed at improving connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge, while supporting Penang's long-term urban growth.
Chief Minister Chow Kon Yeow said the contract for the bridge has been awarded to a company.
"Construction is scheduled to begin this month, with the first phase targeted for completion by mid-2027 to support the opening of Silicon Island's first operational factory.
"Final construction and full commissioning are expected to be completed by the end of 2028," he told newsmen after leading a delegation for a site visit via a temporary steel bridge to inspect progress on the Silicon Island, which now spans 160 acres (64.75 ha) here today.
The bridge is built next to the proposed marine viaduct.
Construction for the 378-metre bridge, which began in August 2024 and was completed in March this year, is meant to provide temporary access for construction and infrastructure works on Silicon Island.
"This temporary bridge is an important connection to expedite reclamation works at Silicon Island. With the temporary bridge, it will expedite the mobilisation of machinery and workers compared with using boats before this," he added.
The visit included a preview of the designated areas for the future Mutiara Line light rail transit (LRT) depot and Green Tech Park, both of which are gradually taking shape as part of the state's innovation-driven development plans.
Chow said full swing work for the depot would begin once the Notice to Proceed has been issued to SRS Consortium Sdn Bhd (SRS) in a matter of weeks. Preliminary works, which include soil testing and placement of infrastructure, are being carried out.
Chow said that while the project had faced challenges, they have been addressed systematically.
"Any issues raised will be addressed promptly. It is a model development where many people came to visit to see how we overcome issues like the environment, fishermen's concerns and such," he said.
During a visit to Penang in May 2023, Prime Minister Datuk Seri Anwar Ibrahim said that the federal government would allocate additional funding to help expedite the state's proposed Mutiara Line light rail transit (LRT) project.
At the time, he also requested that the state government scale down the scope of the reclamation project.
The Penang Silicon Island initiative is projected to generate a Gross Domestic Product (GDP) impact of RM1.1 trillion, attract total investments amounting to RM74.7 billion, and create some 220,000 job opportunities.

KUALA LUMPUR: As Malaysia's sights are set on becoming a regional data centre hub under the 13th Malaysia Plan (13MP), tech giant ABB Malaysia is hoping to support the nation's ambition with next-generation electrification solutions for data centres. From easier to deploy and upgrade electrical system infrastructure, energy-efficient systems and even equipment and efforts to address the talent shortage in the local engineering sector, ABB Malaysia is set to pioneer local data centre infrastructure standards. ABB Data Center Lead Kent Chow said this includes the use of modular, prefabricated electrical systems that are designed for hyperscale data centre projects in Malaysia's growing tech corridors. 'Traditionally, electrification systems were only installed after the physical building was completed but that method is becoming outdated and we must relook the way we build things. 'In today's trend, core infrastructure like electrical systems are concurrently built in a separate factory, while the data centre building is still under construction. 'Once ready, the infrastructure is delivered to site and installed externally, dramatically reducing construction time while also making it more scalable for future expansion,' Chow said during his presentation at the CloudTech & DataCentre Conference 2.0 on Aug 6. He added that the modular design also allows customers to order in volume and replicate installations across multiple sites or even possible expansion into other Asean markets. When discussing energy efficiency, Chow highlighted that ABB Malaysia offers medium-voltage uninterruptible power supply (UPS) solutions that complement the capabilities of traditional low-voltage systems. Medium-voltage UPS solutions provide higher efficiency, enhanced reliability and cleaner cable management by reducing the amount of cabling required – making them well-suited for facilities looking to optimise performance and space. 'This reduces power losses while improving overall system performance which is key for operators aiming to meet environmental, social and governance (ESG) commitments,' he said. Another critical aspect of data centre operations is effective cooling, which is essential to ensure the continuous and efficient functioning of vast amounts of IT equipment. As data centres expand rapidly, concerns are growing about their environmental impact, particularly regarding sustainable cooling solutions. ABB's high-efficiency motors and variable speed drives (VSDs) play a vital role in addressing these challenges. 'Our IE5 ultra-premium synchronous reluctance (SynRM) motor technology delivers up to 40% lower energy losses compared to standard IE3 motors,' explained Kent. 'When paired with our ultra-low harmonic drives, which enhance power network stability, these technologies significantly reduce energy consumption, lower carbon emissions and operating costs, while maintaining optimal conditions for sensitive computing infrastructure.' To help address the noticeable talent gap in the local engineering industry, Chow said ABB has also developed a solution based on remote assistance and augmented reality. Through this system, Chow said on-site technicians will be provided a live video sharing service solution in which they scan a QR code and connect instantly with regional experts at ABB or the customer's own backend service centre. 'This reduces downtime, avoids travel delays, and even cuts carbon emissions as it consolidates all subject matter experts into a single location,' he said. To support long-term talent development, he added that ABB Malaysia is working with several Malaysian universities to offer scholarships and internship programmes. On the operation side, Chow also revealed ABB's newest technologies to simplify maintenance which include their signature self-calibration flowmeters. 'During a mechanical failure, replacing a flowmeter using the manual method can be a nightmare. You have to shut off systems, open valves and it takes time. 'But ABB's wireless, self-calibrating flowmeter eliminates these issues as it can calibrate itself automatically and allows readings to be monitored remotely. 'This both reduces downtime and supports safer operations without the need for lengthy physical site visits,' Chow added. 4,194 civil servant bankruptcies recorded from 2020 to June 2025
KUALA LUMPUR: The Insolvency Department recorded 4,194 bankruptcy cases involving civil servants between 2020 and June 2025, about 0.3% of the nation's 1.6mil public sector workforce. Deputy Finance Minister Lim Hui Ying said the Credit Counselling and Debt Management Agency (AKPK) offers advisory services, financial management assistance and debt restructuring programmes for individuals facing serious financial difficulties. "For new officers, the Public Service Department conducts the Mind Transformation Programme, which provides early exposure to personal financial management to ensure they can manage debt prudently. "Civil servants are also bound by a rule requiring their net monthly salary to remain at least 40% of their gross income, to prevent them from falling into serious debt,' she said. She was responding to a question from Abdul Latiff Abdul Rahman (PN-Kuala Krai) on government measures to address the worrying trend of rising household debt, particularly among civil servants. As of March 2025, she said, Malaysia's household debt stood at RM1.65 trillion, or 84.3% of the GDP (Gross Domestic Product). "However, it remains manageable at the macro level, as household financial assets over the same period amounted to RM3.45 trillion, 2.1 times higher than total debt,' she added. On housing, the largest component of household debt, Lim said the government has introduced various affordable housing schemes, including Residensi Madani and PR1MA, taking into account specific situations such as in Johor Bahru, where the cost of living is high. — Bernama

RM1.1 million for village, school projects in Kampung Kiau

The funding was announced by Minister of Entrepreneur Development and Cooperatives Datuk Ewon Benedick. Advertisement Of the total, RM1 million will fund seven small-scale infrastructure projects in the village. Another RM100,000 was granted to the Parent-Teacher Association of Sekolah Kebangsaan Kiau. The village projects include road upgrades, agricultural pathways, and public amenities across Kampung Kiau Nuluh, Kampung Kiau Taburi, and Kampung Kiau Bersatu. Specific works involve improving field roads, halls, clinics, and drainage systems in multiple zones.
