The report noted that the first quarter of 2025 revealed a mixed performance for Bahrain's real estate market, shaped by seasonal shifts, ongoing economic adjustments, and evolving investor sentiment. The total transaction value rose by 3.67% to BHD 283.71 million, while transaction volumes fell by 18.78% compared to Q1 2024, signaling a continued preference for high-value, premium properties across the Kingdom. It also mentioned that rental rates and occupancy in the office and retail sectors remained stable throughout Q1 2025, reflecting a balanced supply and demand dynamic. The sustained stability in rental rates signals market maturity, attracting investors seeking steady returns amidst broader economic shifts. This consistency in rental rates serves as a positive indicator for developers and investors considering long-term investment strategies. Mr. Karim Yazji, the CEO at ASK Real Estate said, 'We are very confident that the real estate sector in Bahrain is capable of offering sustainable and stable investment returns despite the fluctuations of oil prices and the instability that may be experienced in other sectors that are directly linked to global markets. Regulatory spotlight The Ministry of Justice, Islamic Affairs, and Endowments has already received 67 applications from Bahraini campaigns seeking approval to operate next season. A meeting between the operators and the Supreme Committee for Hajj and Umrah Affairs is expected in the coming weeks to review preparations. Dr. Ali Ameen Al-Rayyes, Director of Religious Affairs at the Ministry and Deputy Head of Bahrain's Hajj Mission, confirmed that new regulations will soon take effect. The rules will prevent campaigns from advertising packages or prices until they receive official approval. Transparency push Campaigns may still hold promotional exhibitions, but only if their content exactly matches the ministry-approved profile published online. Al-Rayyes stressed that the changes aim to build trust by ensuring pilgrims receive accurate and reliable information. The regulations will also prohibit free Hajj offers or competitions that promise packages, closing the door on misleading promotions. Kuwait's Justice Ministry is preparing to launch what officials say will be the most ambitious legislative development program in the nation's history, aiming to review and update a record share of its laws in less time than ever before. Justice Minister Nasser Al Shemmari said the country's legal code currently comprises 983 laws. When he assumed office, he pledged to review 10 percent of them within a year. In practice, he said, his ministry had already examined 118 laws in just eight months exceeding the initial target both in volume and speed and is now moving to assess another 15 percent. That would bring the total reviewed this year to 25 percent. 'All of Kuwait's core laws will undergo evaluation and development,' Al Shemmari said, adding that eight specialized committees are currently working on major statutes, including the Economic Courts Law, the rental and owners' association law, the penal code, the criminal procedures law, and labor legislation with an eye toward streamlining judicial processes. He noted that a new judicial law, now in its final stages, has been referred to the government's legal advisory body and is expected to be completed soon. The minister described a heavy 'legacy burden' in the justice sector, saying Kuwait's courts handle far more cases than those in other Gulf states, in some instances up to 10 times more. Judges, he said, are tasked with resolving even the smallest disputes, which clogs the docket and delays verdicts. Al Shemmari cited outdated procedures, including in notarization and power-of-attorney systems, as major contributors to case backlogs. The current committees, he said, are working to deliver amendments 'in the best way and the shortest possible time.' Kuwait also intends to introduce new laws to address pressing needs, though the minister acknowledged that 'time is the only challenge we face' in completing the work.
