
Capital Trustees Board approves mandatory soundproofing proposal for multi-storey flats
The plan is intended to reduce disturbances in shared buildings and encourage quieter homes.
Developers would be required to meet minimum insulation levels between floors, particularly in freehold properties.
Dr Bashar Ahmadi, who submitted the proposal, said noise between flats is a common complaint.
He pointed to the use of poor construction materials and designs that fail to block sound.
The aim, he said, is to bring in standards drawn from practices already used in other parts of the world.
Expectations
Mubarak Al Nuaimi, who chairs the board's technical committee, said the measure would help set clear expectations for builders and buyers alike.
It would also support building managers in handling disputes and allow inspectors to assess compliance more easily.
The committee recommended making soundproofing a condition for issuing permits in new freehold developments.
Idea
Mohammed Al Sahli, Director-General of the Capital Trustees Board, said the idea could benefit buyers but noted that such matters fall under the Urban Planning and Development Authority.
He suggested soundproofing could be left as an option, allowing developers to offer both insulated and non-insulated flats.
Deputy Chair woman Khalood Al Qattan supported the view that buyers should be free to choose whether they want this feature.
Also during the meeting, the board reviewed a report on messages received through the Tawasul platform between September 2024 and May this year.
There were 1,823 complaints, 319 enquiries and 39 suggestions.

These included five campaigns each in the Muharraq and Northern Governorates, and four in the Southern Governorate. The campaigns were conducted with the involvement of the Ministry of Interior, represented by the Nationality, Passports and Residence Affairs Department, governorate security directorates, and the General Organization for Social Insurance. The LMRA reaffirmed its commitment to working closely with government agencies to strengthen inspection campaigns, aiming to protect labour market stability, economic competitiveness, and national security. It urged the public to support the crackdown by reporting any suspicious employment practices through its website, the Tawasul platform, or its call centre. Bahrain's Revenue Bureau Uncovers 71 VAT Violations in Six Months
The National Bureau for Revenue (NBR) carried out 724 inspection visits across local markets in Bahrain during the first half of 2025, as part of its ongoing efforts to strengthen compliance with Value Added Tax (VAT) and Excise Tax regulations. In a statement, the NBR said these visits aim to protect consumer rights, combat tax evasion, and ensure that businesses apply VAT and excise rules properly. As a result of the inspections, the Bureau recorded 71 violations related to VAT laws, leading to administrative fines. The most common offense was the failure to comply with VAT invoicing requirements. Other violations included: Displaying prices without including VAT Not showing a valid VAT registration certificate Not issuing VAT invoices Issuing VAT invoices for goods or services that are not subject to VAT In terms of excise tax enforcement, the NBR identified 8 violations for possessing excise goods without paying the required tax. Legal actions and penalties were applied accordingly. Additionally, the inspections uncovered 8 suspected cases of VAT and excise tax evasion. Legal procedures are currently underway. The penalties for VAT evasion can include up to five years in prison and fines up to three times the evaded amount. For excise tax evasion, penalties can reach one year in prison and fines double the unpaid tax. The NBR emphasized the importance of complying with tax regulations and urged the public to report any violations.
