Cabinet may initiate action against those responsible for irregularities in Kaleshwaram project

Hyderabad, Aug 3 (UNI) The crucial Telangana Cabinet meeting chaired by Chief Minister A Revanth Reddy tomorrow is likely to initiate criminal proceedings or departmental action against those found responsible for alleged irregularities in the execution of the Kaleshwaram project during the previous BRS government.
After a 15-month probe into the sinking of sme piers of Medigadda barrage and damages to Annaram and sundilla barrages which are part of the Kaleshwara Lift Irrigation Scheme (KLIS), the Justice PC Ghose one-man commission submitted its 650-page report to Telangana government on July 31, 2025.
The report was also officially handed over the Chief Minister on Friday.
After discussing the findings of the Justice PC Ghose Commission report on the Kaleshwaram Lift Irrigation Scheme (KLIS), the government may direct the Anti corruption Bureau (ACB) or the Crime Investigation Department (CID) to take further action based on the report submitted by the Commission.
Following this, the government constituted a high-level committee comprising of Senior Secretaries from the Irrigation, law and General Administration departments, to examine the report and prepare a detailed survey for presentation in the cabinet meeting.
Irrigation Minister N.Uttam Kumar Reddy, who conducted a meting with the committee today evening on the preparation of the report submitted it to the cabinet.
The cabinet will deliberate on the commission's findings and the committee's brief survey to decide on appropriate action.
Speaking at various programmes in Peddapalli district today, Irrigation Minister Uttam Kumar Reddy confirmed that the state cabinet would soon discuss the report on the Kaleshwaram project and take a policy decision.
He reiterated that Telangana was committed to protecting its irrigation rights and would continue to resist any attempts to divert Godavari water out of the state.
The Minister criticised the Kaleshwaram Lift Irrigation Project, stating that ₹1 lakh crore had been wasted and claimed that the Medigadda barrage had failed to provide any benefit.
He pointed out that although Kaleshwaram passes through Manthani constituency, it had not irrigated even a single acre.
Though Telangana had still achieved record-level paddy production, showing that the state's agricultural performance was not dependent on Kaleshwaram alone, he added.

Andhra Min Farooq dismisses Telangana objections to Banakacharla

VIJAYAWADA: In a strong rebuttal to Telangana's objections over the Banakacharla project, Legal and Minority Welfare Minister NMD Farooq on Monday accused the neighbouring State of hypocrisy and double standards on the use of Godavari River waters. Speaking at a press conference in Amaravati, Farooq said Telangana had constructed major irrigation projects, including Kaleshwaram, Palamuru-Rangareddy, Sammakka Sagar, and Gouravelly, without obtaining the required Central or environmental clearances. 'If Telangana can divert Godavari water freely, why is Andhra Pradesh being targeted for using its rightful share?' he asked. He emphasised that the Polavaram–Banakacharla link project aims to divert only 200 TMC of floodwaters that otherwise flow into the Bay of Bengal. 'This season alone, 813 TMC has already been wasted. We are only trying to tap floodwater that would otherwise go unused,' he said.

Uttam tears into BRS, says rank irregularities at all levels in KLIP

Hyderabad: State Irrigation Minster N Uttam Kumar Reddy on Monday disclosed findings of the Judicial Commission on the Kaleshwaram Lift Irrigation Project, directly blaming former Chief Minister K. Chandrashekhar Rao for bypassing rules, ignoring expert warnings, and plunging the State into Rs 84,000 crore of high-interest debt. In a powerpoint presentation after the cabinet meeting, Uttam said the Commission's 660-page report, led by former Supreme Court judge Justice Pinaki Chandra Ghose, exposed how Telangana's most expensive project became an engineering and financial disaster due to unilateral and illegal decisions made during the BRS regime. 'We had promised the people that a judicial inquiry would be ordered into the Medigadda barrage collapse. After coming to power, we formed a Commission headed by Justice Ghose, and now that report has been submitted,' Uttam said. 'It clearly says KCR acted not as Chief Minister but as an administrative head issuing direct orders that went against institutional processes.' Quoting from the report, Minister Uttam said: 'The Commission has held that there is rank irregularity from the stage of conceptualisation of the project till the administrative approvals on March 1, 2016. These decisions were not those of the government, but of individuals.' He said the decision to shift the barrage from Tummidihatti to Medigadda was made solely by KCR, under the false pretext of water unavailability. 'The report says the reason for abandoning Tummidihatti does not appear sincere or honest,' Uttam added. The Minister reminded that even Union Minister Uma Bharti had confirmed water availability at Tummidihatti and the Central Water Commission (CWC) had approved the hydrology of the Pranahita-Chevella project in October 2014. 'But KCR's government wrote to the Centre saying there was no water, and that misrepresentation was found to be malicious by the Commission,' Uttam said. Minister Uttam revealed that an expert committee constituted by KCR's own government via G.O. Rt. No. 28 in January 2015 had recommended that building a barrage at Medigadda was unviable and not economical. 'They clearly said the barrage should be built at Vemanapally instead. That report was deliberately kept aside,' he said. 'The Commission observes that the suppression of this report was not accidental. It was done with intent to allow the CM and Irrigation Minister to go ahead with Medigadda against all expert advice,' he noted. Uttam Kumar Reddy laid out the timeline: 'The Medigadda barrage agreement was signed in 2016. The Kaleshwaram project was inaugurated in 2019. By October 21, 2023, Pillar 20 of Medigadda's Block-7 collapsed due to structural failure.' He said the Commission endorsed the NDSA's findings which cited serious planning and design flaws. 'The barrage was built on a permeable foundation, unsuitable for a storage structure. A cavity filled with soil was found instead of sand. Only 7,498 concrete samples were tested instead of the 37,000+ required,' he quoted from the report.
