How POPCRU's National Gender Forum is shaping gender justice in South Africa
The Police and Prisons Civil Rights Union (POPCRU) on Tuesday embarked on the first day of its two-day National Gender Forum at the Holiday Inn, Rosebank, Johannesburg, under the banner of 'Deepening the Struggle for Gender Justice: Advancing Inclusivity and Workers' Rights.'
According to the union, the forum brings together its national and provincial gender structures, senior leadership, representatives from allied organisations, and strategic partners in the broader labour movement.
The union said this forum will also honour the legacy of gender activists within POPCRU, including the late Pretty Shuping and Thandiwe Ncipa, and celebrate the achievements of the 2023 Women Development Cohort, who recently graduated with a Higher Certificate in Economic Development from the University of the Western Cape.
The union's Richard Mamabolo stated that the forum will discuss implementing transformative gender policies, including progress on the Sixteen Days of Activism, Restore Dignity Campaign, and Gender Roundtable.
It will tackle critical topics such as gender-based violence in the world of work, decent work for persons with disabilities and LGBTQI+ workers, and advancing feminist leadership within unions.
The union said the forum will also review the outcomes of global engagements including the 69th session of the Commission on the Status of Women, the COSATU Women's Feminist Leadership School, and the Labour 20 Consultative Workshop, ensuring that POPCRU's gender programme remains aligned with international standards and best practices.
The union aims to consolidate the union's efforts in promoting gender equality, equity, and inclusion both within the organisation and across the criminal justice sector. Government's 90-day plan to eradicate gender-based violence in South Africa.
South Africa faces continued battles of gender struggle, such as Gender Based Violence and Femicide, which contribute to the total crime figure as per the police's crime reports.

The police officer's legal representative argued the state had no grounds to oppose the bail application. A 59-year-old police captain accused of raping and sexually assaulting two trainees at the Tshwane Police Training Academy has been released on bail. He appeared in the Pretoria Magistrate's Court on Monday for the outcome of his bail application. The police captain is an instructor at the academy located in Pretoria West, is facing charges of rape and sexual assault. The magistrate granted the accused R8 000 bail, a decision welcomed by his legal team. Rape accused Tshwane Police Training Academy captain granted bail Attorney Andrew Maoba told eNCA on Monday that the defence did not believe there was a basis for the state to oppose the officer's release on bail. 'We had foreseen that there was no need for these bail proceedings in any event to be opposed because the law in respect of bail is quite trite in South Africa, and it's not digging into the guilt or the innocence of the accused person. 'The test for bail proceedings, as we have indicated in court, substantiated with a case law, is whether the accused person or the applicant will stand trial, and he will not evade liability,' he said. Maoba further stated that the court's ruling indicated the strength of the bail application put forward by the defence. 'Unsurprisingly, the magistrate granted my client bail today.' 'The trainees at all various academics must not feel intimidated. When there are such incidents, they must come out, not die in silence and report them,' Gauteng deputy chairperson Solly Mathe said. Mathe added that Popcru had called on the South African Police Service (Saps) to implement preventative measures. 'They must create a space where it would be easy for trainees to come out and report such incident because we totally condemn this action.' Rape incident It is alleged that on 6 May, the captain called a 20-year-old trainee into his office while she was walking with her colleagues to their sleeping quarters. While in the office, the accused locked the door and told the trainee that if she did not sleep with him, he would issue her a misconduct letter related to an incident from April, during which the police captain accused her of failing to salute him. A second trainee came forward with allegations that the same captain sexually assaulted her in March this year, following his arrest on 7 May. More victims may still come forward as the Independent Police Investigative Directorate (IPID) continues its investigation into other possible incidents. According to the police, Gauteng recorded the highest number of reported rape cases involving police officers in the previous financial year, with just under 30 cases. While other provinces saw a decline in such incidents, Gauteng experienced an increase of approximately 35%. Notably, more of these cases involved officers allegedly committing rape while on duty, compared to those reported while they were off duty.

Alleged rape at Saps Academy

According to the union, the trainer at the academy was arrested and removed from his post. This followed the disturbing allegation of rape. The union expressed deep concern in a statement on Thursday, describing this as a 'serious betrayal of trust.' 'Popcru unequivocally condemns any form of Gender-Based Violence and Child Abuse (GBVC), especially when perpetrated by those entrusted with the training and development of future law enforcement officers.' Calls for immediate action Speaking at a Cabinet meeting, Minister in the Presidency Khumbudzo Ntshavheni condemned the incident. The union has called on Saps to conduct a 'full, transparent, and independent investigation' into the matter. Popcru has urged the divisional commissioner of Saps training to ensure accountability and appropriate action. 'We also want to make it categorically clear that this criminal act, while deeply disturbing, should not paint all Saps trainers with the same brush,' it said. Furthermore, Popcru emphasised that while this incident is deeply disturbing, it should not tarnish the reputation of all saps trainers. Popcru urged the public not to let the actions of one individual overshadow the efforts of the entire training institution 'There are countless committed, disciplined trainers across the country who continue to serve with integrity,' Popcru clarified. The union also urged stronger gender sensitivity and ethics training across Saps training facilities. Finally, Popcru stressed the need for greater public transparency in the investigation's outcome. This is to restore public and internal confidence in the Saps. 'Popcru remains committed to building a professional, ethical, and accountable policing environment, free from abuse, harassment, and intimidation,' it concluded.
