China has a lock on rare metals. Does this startup have a crowbar?

The US was once a major supplier of rare earths. But mining and refining the stuff is a deeply toxic business that fell afoul of environmental regulations. US companies abandoned the market to China, which was less concerned about the pollution problem. Now, Phoenix Tailings hopes to revive the industry by extracting the metals from 'tailings,' the rubble created by mining for other minerals, such as iron. It turns out this inexpensive waste matter is full of rare earths. Villalon says his company has developed a new way to capture and refine this metal, while generating virtually no toxic waste.

Indeed, Phoenix Tailings has already begun, according to chief executive Nick Myers. 'We ship on the tonnage scale globally today,' said Myers. 'The primary amount of our contracts are with the automotive sector.' Myers wouldn't identify specific customers, but said that the company's pilot plant in Burlington can put out a maximum of 40 tons of rare earth metals per year.

In addition, Phoenix Tailings just closed a $76 million funding round to pay for a factory in Exeter, NH capable of making between 200 and 400 tons of refined rare earths per year. Investors include the venture firm Escape Velocity, carmaker BMW and the venture arms of Japanese companies Sumitomo and Yamaha.

Phoenix Tailings has also begun preliminary planning on a still larger plant with an annual capacity of 2000 tons. Meyer estimates that such a plant could produce 30 percent of the rare earths needed by US civilian industries, and much of the military's needs as well, and could be in operation by 2027.

Only 390,000 tons of rare earth oxides were produced worldwide last year, compared to 2.5 billion metric tons of iron. Just 45,000 tons were mined in the US, but nearly all of it was shipped to China to be processed into usable metal.
Neodymium and praseodymium are especially prized by carmakers because adding them to an electric motor's iron-based magnets produces a stronger magnetic field and a more powerful and energy-efficient motor. It takes only a little — about five pounds of rare earths in a typical electric car. But 17 million EVs were produced last year, so it adds up.

Then there are wind turbines. Adding neodymium to a windmill magnet can produce up to 25 percent more power than a regular iron magnet. These magnets weigh several tons, with rare earths making up around a quarter of their total weight. That's several hundred pounds of rare earths for every wind turbine, and 23,000 such turbines were installed worldwide last year, with thousands more on the way.

In short, we're going to need a lot more rare earths. Villalon and Myers began working the problem in 2019, before most people had begun thinking about it.
The two men met through prayer. Villalon, a Roman Catholic, got to know Myers during a Catholic religious retreat in Cambridge. Myers is Greek Orthodox, but he showed up anyway. 'It's close enough,' Meyer said Besides, he added, 'I like the people.'
The two men shared a background in science and a shared interest in minerals and clean energy. Myers earned a physics degree at St. Michaels College in Vermont and an MBA from Northeastern University, while Villalon earned an undergraduate degree in materials science from the Massachusetts Institute of Technology and a doctorate at Boston University.
'We started talking about, how do we make the metals that power the next 50 years of our civilization?' said Villalon. He and Myers targeted rare earth refining because it's particularly dirty.
In 2019 Villalon, Myers, Michelle Chao, another MIT materials scientist, and chief commercial officer Anthony Balladon got to work, building an experimental refining system in Villalon's back yard. Instead of using traditional ores, they focused on tailings, which are cheap and plentiful. The challenge was figuring out how to extract the rare earths stored therein.

They hit upon a solution of water and solvents that would dissolve the rare earths. The liquid is mixed with molten salts, heated to about 1,300 degrees Fahrenheit, then pumped over electrified membranes that capture the rare earth metals in pure form. There's virtually no toxic waste. The solvents and salts are reused, and the leftover tailings can be buried.
The resulting process can be fine-tuned for each of the 17 rare earth metals. Phoenix Tailings is producing four rare earths so far, and can begin offering others if market conditions make it worthwhile. The system works with tailings, but can also extract rare earths from old ground-up EV batteries. And Villalon said it can also be modified to extract lithium from vast underground brine deposits in the southern US.
It's good news for the Pentagon, because rare earth-based magnets are vital to many military systems. The US is especially worried about samarium, a rare earth used in making magnets that can withstand extreme heat. At present, all the world's refined samarium comes from China.
But Meyer said the New Hampshire plant will be able to produce samarium in small quantities, while completely satisfying military demand for neodymium, praseodymium and two other critical metals, dysprosium-ferroalloy and terbium. And Villalon said the company is in discussions with the US Defense Department about its rare earth needs.
While most industry experts say it'll take a decade or more to rebuild US rare earths industry, Villalon and Myers say their system is relatively easy to build and easy to scale.

'With traditional technologies you're looking at 15 to 20 years to be able to build and deploy these things,' said Meyer. 'We can scale up in a fraction of that time.'
It might not help during the current trade spat with China. But in some future dispute, Phoenix Tailings might give the US a few more cards to play.

When Bobby Kwak wakes up, the first thing he does is reach for his phone. He's not reading headlines or catching up on texts: The owner of Michelin-starred Nōksu is checking to see how much money he has lost overnight. The first week of June, it was $600; a few days earlier it was $2,500. In the past year, he has lost tens of thousands of dollars. Kwak is one of a clutch of Michelin-starred restaurant owners reeling from astounding chargebacks on prepaid reservations made with stolen credit cards. 'There comes a point where enough is enough,' says Kwak. 'We are a counter restaurant with only 15 seats. Last week four seats were under a stolen credit card. That's 25 percent of my daily sales, gone.' The chargeback scheme goes something like this: X buys a prepaid reservation using a stolen credit card number, then sells it to Y at a discount — usually by posting it on Instagram or on the social media platform Red. The restaurant is none the wiser and serves Y dinner, but a few weeks later gets a notice that the reservation was made with a stolen card number and the entire amount is being refunded to the person whose credit card was stolen. Operators contest the chargebacks, but the banks side with the cardholder, leaving the restaurant holding massive losses. Let's be clear: Credit card fraud is nothing new. In 2024, consumers lost $12.5 billion to online fraud, a 25 percent increase from the figure reported in 2023, according to a report by the Federal Trade Commission. Chargebacks are mushrooming as well; merchants are expected to incur $28.1 billion in annual losses due to chargeback fraud by 2026; that's a 40 percent increase from 2023. Operators interviewed for this story say the frequency of chargebacks for prepaid restaurant reservations has skyrocketed over the past six months, particularly at high-end Japanese restaurants with very few seats that need every single one to make ends meet. 'It's just turned into a virus,' says Kwak. 'It has spread so quickly.' 'There used to be a few reservations challenged here and there, but this most recent wave over the past six months has been serious in frequency and amount, more than we have ever seen in the past,' says Howard Chang, owner of Sushi Ichimura, which serves a 20-course tasting menu priced at $475 per person. Chang has lost $10,000 in the past month because of chargebacks. Bank affidavits show a single stolen credit card was used to make reservations at Chef's Table at Brooklyn Fare, Odo, Noz, Ichimura, and Nōksu, according to Chang. 'It's clear somebody is stealing credit cards from overseas and using them to make and flip reservations,' he says. 'These reservations were all made on the same day.' Emiko Murakami, the manager of Icca, the Michelin-starred sushi restaurant with a $495 omakase menu, also says chargebacks are on the rise: In 2022, she saw three cases and in 2025 there have already been 10. Jō, which serves a $300 per person kaiseki menu, opened three months ago but the restaurant has already had two chargebacks. 'Because it is fairly recent we are still awaiting the credit card company's judgment,' says Jō's chef Hiroki Abe, who estimates $3,000 in losses if the bank doesn't side with him. Operators are not just losing income from refunded reservation fees: Many have to replace the lost gratuity, hundreds of dollars per check, despite the fraud. They are also saddled with paying sales tax on a sale that never really happened. Don't forget the $15 per transaction fee imposed by companies like Stripe, the credit card processor used by many reservation platforms. Operators must also pay Stripe its sales percentage of 2.9 percent per transaction, despite the fact that the sale was actually refunded. Stripe did not respond to multiple queries from Eater for comment on these practices. It's not just the money; it's all the time it takes to dispute the chargeback, gathering evidence that can include reviewing video footage, itemizing bills, sharing screenshots, and more to prove diners were served. 'I send it all, but I lose every time,' says Kwak. 'That is so frustrating because these people have figured out a way to beat the system.' Chang has also spent hours trying to get 'reservation for sale' posts taken down, but it's time he doesn't have. 'They are taken down and then they can register new accounts and continue to do this over and over again,' he says. 'It's like playing Whac-A-Mole.' Many operators are left trying to suss out which diners might be in on the scam or unknowingly using stolen reservations. Fraudulent reservations are made with a stolen credit card that will not match the name of the reservation, but questioning diners can lead to awkward interactions. Both Kwak and Chang try to graciously verify ID and match the reservation name to credit card but both say it's very off-putting. 'Maybe it's fraud, but it can also be a guest whose partner made the reservation,' says Chang. 'We really don't know. And to require the same name on the credit card as the reservation will hurt the business. People will just dine somewhere else.' Abe of Jō is trying to get ahead of any potentially awkward interactions by giving diners a heads-up on its Instagram and website: 'We ask to present a valid ID matching the credit card that the reservation is made with upon arrival at the restaurant. It has been brought to our attention that people are offering discounts for Jō on certain social media sites. Please beware that those are people trying to scam you, we are not offering any discounts through social media. Feel free to reach out if you have any questions.' Chang has taken to playing something of a Cordelia Cupp, observing diners' behavior, looking for signs that something is sketchy. A few weeks ago, he suspected a table of four — all arrived at different times, and none of the diners seemed to know each other or interact. Chang approached the table and informed the diners that the prepaid reservation was refunded and that the restaurant would require credit card payment on site. The group in question resisted, but Chang insisted. 'In the end they paid, but I'm pretty sure it would have been disputed. But it's not pleasant for anyone to ask that.' What is sometimes also useful is to scour reservation profiles for evidence that the person is not a scammer. 'If we see a profile with preferences, allergy information, birthdays, and anniversaries, that shows they are a real person,' offers Chang. Another way of avoiding this sort of fraud is to stop taking prepaid reservations, but high-ticket restaurants like Nōksu, Sushi Noz, and Ichimura say they have no choice; teams cannot afford no-shows with a $500 per person tasting menu hanging in the balance. It's not like walk-ins fill the gap. 'We take payment to ensure people will come,' says Chang. 'The setup also helps with cash flow because of the extreme cost of ingredients, many of which are flown in from Japan.' Operators dealing with such rampant fraud are frustrated that reservation platforms can't do more to weed out scammers. 'Reservation platforms are aware, but they haven't been really dealing with it,' says Chang. 'I don't know where the difficulty is.' Resy and OpenTable say they are doing everything they can to thwart scams, from investigating patterns of fraudulent reservations to blocking bad users to leveraging added security features. Rather than reservation platforms, banks and credit card processors are in a far better position with tech available to build a dam against the flow of fraud. Stripe, American Express, Mastercard, and Visa did not return requests for comment. Both Resy and OpenTable require one-time passwords to log in to accounts and make a reservation, but that doesn't stop the fraud. Scammers just create accounts that seem legit. Neither app allows diners to make more than one reservation at the same time, but fraudsters can just use multiple accounts to book the tables. There are other tools in place, says OpenTable's Chris Kennedy, a vice president of technology operations and its chief information security officer. 'We have a team dedicated solely to fraud prevention and are continually evaluating and making changes to maximize protection for our restaurant partners.' Resy and Tock data shows that the volume of chargeback disputes has decreased from 2024 to 2025, according to a spokesperson, an indication that the many protections they have in place against fraud are working as intended. 'Resy and Tock employ some of the most advanced platform security tools on the market, like real-time risk analysis, payment verification checks, and behavioral monitoring to identify and block bad charges,' said a representative in a statement to Eater NY. 'When we are alerted to or detect suspicious behavior, we immediately investigate it and take action, including blocking emails and deactivating accounts associated with fraudulent activity.' Neither OpenTable nor Resy offers the protections of Tock (acquired by Resy) which provides $25,000 in chargeback protection per year — insurance that has kept Icca afloat. 'Thankfully, we haven't exceeded that cap in the past three years,' says Murakami. So far Icca has successfully claimed $10,000 in chargebacks for reimbursement. For now, Kwok continues to check his phone every morning — today it was $579 — bracing for more losses. 'Fine dining margins are razor-thin to begin with and we are losing tens of thousands of dollars,' he says. 'The impact is devastating.' See More:

2026 Nissan Leaf Pairs Slick SUV-Like Styling with 303-Mile Range

Refresh the page to resume playback The Nissan Leaf enters its third generation for 2026, with a new SUV-like body style and pricing that will likely start in the mid-$30,000s. A 75-kWh battery provides up to 303 miles of range and combines with a single front-mounted motor to produce up to 214 horsepower and 261 pound-feet of torque. The Leaf can also power external devices using its battery and features a port for DC fast-charging at up to 150 kilowatts and a second J1772 port for AC charging. The 2026 Nissan Leaf has undergone a drastic metamorphosis. The original Leaf was an EV pioneer, but its dorky styling and paltry range saw it quickly surpassed by newer EVs. For 2026, the Leaf is transformed into a slippery-looking subcompact crossover with over 300 miles of claimed range in its most efficient trim, charging flexibility, and a stylish design inside and out. We expect it to start below $40,000 when it goes on sale later this year. Turning Over a New Leaf While you may think the Leaf's new SUV shape is larger than the hatchback it replaces, its 173.4-inch length is actually 3.0 inches shorter than before. The 105.9-inch wheelbase is also four-tenths shy of that of the 2025 model. Overall, the 2026 Leaf's design is flowing and aerodynamic, with Nissan employing a sloping fastback roofline, retractable door handles, and a flat underbody to achieve a drag coefficient of just 0.26 (the previous Leaf had a drag coefficient of 0.29). View Exterior Photos Nissan Up front, the sharp LED headlights meet up to give the Leaf a slight smile beneath a gloss-black panel that can house an optional full-width running light and optional illuminated Nissan logo. A sharp character line travels over the front fender and down the side of the car, while another crease flows from the front bumper into the wheel arch. At the rear, a large gloss-black panel forms a small lip spoiler and houses the taillights. On the top Platinum+ trim, these taillights feature a neat 3-D hologram effect, while lesser Leafs display a more conventional look. A design theme that Nissan calls "2-3" is found throughout the car, featuring two horizontal rectangles next to three perpendicular rectangles. This references the company's name, as "two-three" is pronounced "ni-san" in Japanese. The motif appears in the lighting, on the wheels, in the cabin, and on the charge-port door. A Peppy Driving Partner All Leafs are powered by a single electric motor driving the front wheels. The 75-kWh battery is paired with a motor producing 214 horsepower and 261 pound-feet of torque, the same amount of power as in the previous top model but with 11 more pound-feet. The new base S model is capped at 174 hp and 254 pound-feet, which is still a lot more than the old Leaf S trim's 147 ponies and 236 pound-feet. View Exterior Photos Nissan A brief drive of a Leaf prototype at Nissan's proving grounds in Japan revealed the 214-hp Leaf to have good power and punch from a stop. While it won't be anyone's first choice for ripping around a curvy road, the Leaf gripped securely in corners and displayed taut body control. The Leaf proved to be soothingly silent at speed, and the front seats were comfortable. We'll have a longer evaluation when we're able to drive production Leafs closer to the fall on-sale date. Over 300 Miles of Range Every Leaf except the base S model features a 75-kWh liquid-cooled lithium-ion battery pack, which Nissan claims provides 303 miles of range in the S+ trim. Fancier variants have less range, with Nissan listing 288 miles for the SV+ and 259 miles for the Platinum+ model. It's likely that the reduction in range is due to wheels and tires: The S+ rides on 18-inch wheels with aerodynamic covers, the SV+ features 18-inchers with a flashier design, and the Platinum+ comes with 19-inch wheels. These range figures put the Leaf ahead of its closest competitors, the Hyundai Kona Electric and the Kia Niro EV, which max out at 260 miles and 253 miles of range, respectively. Later, Nissan will introduce a less expensive Leaf S with a 52-kWh battery pack, but the automaker has yet to provide a range estimate for this setup. View Interior Photos Nissan The Leaf can also charge much faster than before. The outgoing Leaf's fast-charging capability topped out at 50 kilowatts, but the 2026 model can pull up to 150 kilowatts from a DC fast-charger, with Nissan estimating that the Leaf needs 35 minutes to get from 10 to 80 percent. The electric SUV also supports vehicle-to-load capability, allowing it to power external devices. While the fast-charging potential is impressive, the Leaf's Level 2 AC charger tops out at a slowish 7.2 kilowatts. Nissan says improvements to battery thermal management will allow for consistent charging regardless of weather conditions. The battery lives behind a resin cover, adding a layer between it and snow, while Nissan also uses wasted heat from the motor and onboard charger to warm the battery to its ideal temperature range. The Leaf also features a standard heat pump to warm the cabin in the winter, and an available battery heater can precondition the battery for charging in cold weather. View Exterior Photos Nissan Nissan also has an intriguing solution to the current charging landscape, where many automakers are transitioning toward the NACS port while nearly all public non-Tesla charging stations still feature J1772 and CCS-style plugs. The Leaf features two charging ports: On the passenger's side is a NACS port, while the driver's side features a J1772 port to simplify at-home charging and Level 2 public charging. That J1772 port lacks the CCS connection, so you'll need an adapter for the NACS port to use a CCS charger at a DC fast-charging station. A new Plug & Charge function will allow drivers to hook up the Leaf without needing to open an app or swipe a credit card. High-Tech Cabin Moving inside, the Leaf looks modern and fits in with Nissan's latest design language. The cabin feels spacious, aided by a flat floor and a lower center console. On the SV+ and Platinum+, a pair of 14.3-inch screens display an infotainment system featuring built-in Google applications. Google Maps includes a route planner that shows EV chargers and the predicted state of charge for when you reach your destination. The S and S+ make do with two 12.3-inch screens and simpler software, but all Leafs have standard wireless Apple CarPlay and Android Auto. View Photos Nissan Below the screens is a row of haptic climate-control buttons, and while there are a few other physical controls for functions such as drive modes, most other features are handled via the screens. This includes accessing the 360-degree camera view, as well as adjusting the 64-color ambient lighting wrapping around the dashboard on the Platinum+ trim. Another neat touch is an electrically dimming panoramic roof, a first for Nissan, which displays Leaf branding when set at the halfway point. There is also a premium Bose sound system with 10 speakers, including speakers in the front headrest, so the driver can take a phone call without interfering with music playing in the cabin. Both the panoramic roof and Bose speakers are exclusive to the Platinum+. All Leafs have two USB-C ports up front, while the SV+ and Platinum+ gain two USB-C ports for the rear and a wireless charger. View Interior Photos Nissan That trendy sloping roof does eat into cargo space, however. Cargo capacity is 20 cubic feet with the rear seats up, while folding them opens up the Leaf to swallow 56 cubic feet. Both figures are less than what you'll find in competitors like the Kona Electric and the Niro EV. The Leaf comes with a healthy assortment of driver-assistance technology, including automatic emergency braking, forward-collision warning, and blind-spot intervention. The 2026 Leaf will arrive at dealerships in the fall, and while Nissan hasn't revealed pricing just yet, company representatives said the goal is to remain affordable. We estimate a starting price in the mid-$30,000s range, which will likely drop when the base S model goes on sale later. At this point, Toyota is almost as much a part of the U.S. auto industry as the Detroit Big 3. Toyota is by far the most popular brand in the States. Toyota sold over 2.3 million vehicles in the U.S. in 2024, a 3.7% year-over-year increase. Just in the last 12 months, between April 2024 and March 2025, the company built 1.96 million units in the U.S., according to Statista. Related: Elon Musk, Tesla finally get some good news out of China Meanwhile, 52% of the 2.7 million vehicles GM sold globally last year were "made in the USA." Of the Big 3, GM isn't even ahead of Stellantis (57%), a multinational conglomerate based in Europe, in terms of domestic production. Ford leads the way, with 77% of the cars it sells originating from the States. But even though Toyota has a dominant position in the States, the U.S. EV market isn't very developed right now. In fact, current U.S. government policy concerning tax credits for EVs suggests that the U.S. market is getting ready to contract rather than expand. At the same time, China controls the key element EVs need for their batteries. China controls over 70% of the world's rare earth mining, 85% of its refining capacity, and 90% of rare earth metal alloy and magnet production. So Toyota, despite its U.S. ties, is headed West to debut its latest mass-market EV SUV, which is selling like crazy in the world's largest EV market. Toyota debuted the bZ3X, its budget electric SUV, in China in March. In May, the vehicle became the best-selling foreign EV in China. Toyota launched the bZ3X through its joint venture, GAC Toyota, at a starting price of 109,800 yuan, or about $15,000, making it the Japanese automaker's "first 100,000 yuan-level pure electric SUV" and the most affordable EV so far in China, according to Electrek. The BZ3X sold 4,344 units in May, edging out the Volkswagen ID.3, which sold 4,217 units. Fellow Japanese automaker Nissan came in third with its new N7 sedan. Toyota claimed that it took so many orders when the bZ3X dropped that the server crashed after taking over 10,000 orders in an hour. Related: Toyota moves production of popular US sedan to Britain The compact electric SUV is considered conservative-looking, but Toyota is betting that consumers are willing to pay a little bit more for a light detection and ranging (LiDAR) driver assistance system. Toyota offers the bZ3X in seven different trims, but only two of them feature LiDAR, which is considered superior to the camera-based system Tesla utilizes for its Full Self Driving system, for a slightly higher price. The car also offers two battery options that grant driving ranges of 430 km (267 miles) and 610 km (379 miles), respectively. China's EV industry has shifted into overdrive. The Chinese government has been pushing its citizens to adopt the green technology using cash, tax, and other incentives to get them to purchase EVs and hybrids. In late May, BYD, Tesla's biggest rival in China, launched a new round of price cuts of up to 53,000 yuan (about $7,300) across 22 models. The move sent shock waves throughout the industry, as smaller rivals will have trouble keeping up wth the discounts the much-larger BYD can offer. The move was so drastic that the China Association of Automobile Manufacturers (CAAM) and the Ministry of Industry and Information Technology had to issue public warnings about "disorderly price wars."
