
India to build three new oil reserves to increase emergency stockpile amid rising domestic fuel demand
India, the world's third-biggest oil importer and consumer, imports more than 80% of its oil needs and is constantly diversifying its crude sources to mitigate the impact of geopolitical crises on its oil procurement.
Indian Strategic Petroleum Reserve Ltd's CEO L R Jain told Reuters that state-run engineering consultancy Engineers India Ltd is conducting feasibility studies to build the new reserves. "In case of exigencies, we will be better prepared," he said.
India currently has strategic petroleum reserves at three locations - Mangalore, Padur and Vizag - in southern India to store up to 5.33 million tons of crude that could be tapped in the case of supply disruptions.
It plans to create a new 5.2 million-5.3 million ton reserve at salt caverns at Bikaner in the desert state of Rajasthan, and a 1.75-million ton facility at Mangalore in southern Karnataka state, he said.
It will also create a reserve in Bina, central Madhya Pradesh state, with capacity yet to be decided, he said.
After feasibility studies, the projects will require approval from the federal cabinet.
They will come in addition to a new 2.5 million-ton strategic petroleum reserve at Padur and a 4 million-ton facility at Chandikhol in eastern Odisha state that have already been approved.
India has over the years overhauled its policy on strategic petroleum reserves to allow private participation and commercialisation, mirroring the model adopted by countries such as Japan and South Korea which allow private lessees, mostly oil majors, to trade the crude.
"We are looking for 90 days of reserves," Jain said. "And Indian fuel demand is also rising, so we need additional storage."
Expanding oil storage capacity would also help India join the International Energy Agency, which requires its members to hold a minimum of 90 days of oil consumption.
India's storage capacity, including that held by companies and in transit, is currently sufficient to meet its fuel demand for 75 days.

Pressure on UK living standards poses a new danger for Starmer

However, the gap is fast narrowing, with economists predicting it will all but disappear this year as a fresh spike in consumer prices coincides with a cooling labour market. According to figures from the Office for National Statistics, real wages grew just 1.5% year-on-year in the second quarter. Deutsche Bank AG expects a low point of 0.5% at the end of the year, while Banco Santander SA is forecasting an even sharper slowdown to 0.2%. That would be the weakest growth since mid-2023, when households were still reeling from the cost-of-living crisis. Figures on Wednesday are forecast to show that rising food bills helped lift inflation to 3.8% in July, the highest since January 2024, and the Bank of England expects 4% in September. Meanwhile, private-sector pay growth is below 5% for the first time since early 2022, with a further slowdown expected. 'Households will be more dependent on household savings to buffer against the oncoming wave of price rises,' said Sanjay Raja, chief UK economist at Deutsche Bank. The squeeze comes at a time when Britons are also bracing for further tax increases in the autumn budget as Chancellor of the Exchequer Rachel Reeves tries to fill an estimated £40 billion ($54.3 billion) hole in the public finances. Labour swept to power on a pledge to lift living standards by the end of the Parliament, only to see its ratings collapse over issues ranging from tax rises and spending cuts to irregular immigrants arriving on small boats. It has been trailing behind Nigel Farage's populist Reform UK party in national opinion polls for months. Price pressures are likely to stay elevated even as the labor market slows as firms continue to be squeezed by decisions to raise payroll taxes and the minimum wage in April. On Monday, traders pared back bets on another quarter-point rate cut this year, with swaps at one stage implying a less than 50% chance of such a move. A reduction was fully priced earlier this month. An EY Item Club analysis shows that restricting pay awards provides only limited relief from surging employment costs, meaning many firms will still have to raise prices. For example, for workers earning £45,000 and £75,000 a year, employers offering a below-inflation rise of 3% still face an approximate 5% increase in payroll bills. 'Given April's change in employers' National Insurance Contributions, most companies will still have seen little drop-off in labour cost growth, despite offering smaller pay rises,' said Matt Swannell, chief economic adviser to the EY Item Club. A separate survey conducted by the Chartered Management Institute showed that companies are more likely to pass on cost increases than cut wage growth. A quarter of private-sector firms have increased their prices, while only one in five have cut wage growth in response to April's measures. For Starmer, delivering significant improvements to living standards over the next four years will be difficult absent a step-change in productivity growth that has eluded successive governments since the global financial crisis. The risk is that consumers, who continue to save a bigger share of their income than before the pandemic, remain in cautious mode and hold back the wider economy. 'Stagnant real regular pay growth by year-end should keep household consumption on the back foot, allowing the Bank of England to cut rates in February and April once the inflation spike is safely in the rear-view mirror,' said Gabriella Willis, UK economist at Santander Corporate & Investment Banking.

Govt should give power subsidy only to Vidarbha, Marathwada: FIA
Nagpur: The Federations of Industries Associations (FIA), an umbrella organization of industrial bodies across Vidarbha, has demanded that state govt should withdraw the power subsidy scheme for rest of Maharashtra, and once again extend the benefit exclusively to industrial units in Vidarbha and Marathwada. This will restore the scheme to its original form. The scheme was introduced in 2016 when it was available exclusively for industries in the two regions. Later, it was discontinued for two years during the MVA regime, and then restarted in 2022, with all the D-Plus talukas in the state covered, said FIA's past president Kiran Paturkar. FIA has demanded that this has thinly spread the subsidy amount. As against Rs1,100 crore received by Vidarbha earlier, now only Rs500 crore is paid, claims the association. The association has demanded that instead of D-Plus talukas across the state, the power subsidy should be extended to all talukas irrespective of the classification in Vidarbha and Marathwada. The talukas are classified from A to D on the basis of development. The whole idea of providing the subsidy was to boost industries in backward regions like Vidarbha and Marathwada. If the incentive is also available in richer regions like West Maharashtra why would an industrial unit be attracted to a region like Vidarbha, said Paresh Raja, president of FIA. The FIA will be taking up the issue with the state govt soon, he said. Raja said the state's ease of doing business policy at present focuses mainly on the large industries. There need to be steps for MSMEs too. Paturkar said even the land allotment mechanism for small and mid-sized industries needs changes, as applicants often face hassles in the online portal. BOX State forms panel on tariffs The state govt has formed a committee to review the impact of US tariff hike and suggest measure to increase exports. It would specially study the impact on state's economy and come up with mid and long term solutions. The committee would also take up a review of aspects like de-criminalisation, self-certification of low risk non-hazardous, non-polluting industries, and ease of doing business. A government resolution (GR) issued in this regard says that the tariff hike would hamper the competitiveness of the Indian industry. As much as 18% of India's exports are to the US, which comes to 2.2% of the GDP. The 14-member committee will work on measures like exploring new markets, region-specific incentives and come up with a flexible approach against the protectionist stance of the US govt, says the GR. The committee will headed by Apurva Chandra, former IAS officer and principal advisor to ministry of defence. The industries will be represented by Gems and Jewellery Export Promotion Council (GJEPC), CII, FICCI, FIEO as well as other bodies like Dalit Indian Chamber of Commerce (DICC), and Engineering Export Promotion Council of India (EEPC).
