KUALA LUMPUR: Malaysia is at a crossroads, balancing its deep economic ties with China while relying on US security guarantees and Western investment flows.
While Chinese companies increasingly shape the country's digital infrastructure, Malaysia's financial markets remain closely linked to Western systems.
Tunku Laksamana of Negeri Sembilan Tunku Datuk Seri Utama Naquiyuddin ibni Almarhum Tuanku Ja'afar said this growing split in strategic alliances is making it increasingly challenging for the nation to maintain a steady course.
'We are witnessing the end of what many considered a stable global order. For three decades, markets operated on the assumption that goods would move freely, capital would flow without interference, and geopolitical tensions would be contained.
'That assumption is now dead.
'The post-Cold War consensus, where economics and security were treated as separate spheres, has collapsed. Trade, technology and finance have become instruments of power,' he said in his special address at the Malaysia Economic Forum 2025 today.
Tunku Naquiyuddin said the US is decoupling from China, but only selectively.
In turn, China is building parallel systems of commerce, finance, and diplomacy that bypass Western institutions. The European Union is pursuing a new model of economic nationalism, dressed in green industrial policy.
'Even in Southeast Asia, hedging has its limits. Asean's traditional strategy of avoiding alignment is under pressure. Supply chains are being redrawn around political lines. Multinationals are shifting production, not purely for cost reasons, but because governments are directing them to do so.
'Malaysia is caught in this cross-current.'
Tunku Naquiyuddin said that for businesses, this means the world is no longer global in the old sense.
'Markets are fragmenting. Standards are diverging. Sanctions, export controls and national security reviews are no longer exceptions. They are policy tools used routinely.
'If Malaysian firms continue to plan based on pre-2016 assumptions, they will find themselves vulnerable. Old models based on cost arbitrage and passive market access are becoming obsolete.
'It is not enough to think in terms of growth. We must now think in terms of exposure, resilience and strategic alignment,' he told delegates at the forum attended by economists, market analysts and experts, corporate business leaders and various government agencies.
This is not a passing phase, Tunku Naquiyuddin said, adding that the global economy is being permanently restructured by competition between major powers.
'Trade is now a strategy, politics shapes investment decisions and supply chains are being redesigned for control, not just efficiency.'
However, Tunku Naquiyuddin said Malaysia still has an edge. The nation's connectivity, capital markets, and institutional depth are advantages that cannot be replicated overnight.
'But advantages fade if they are not renewed. The gap between planning and delivery needs to be closed. The distance between government policy and private action must shrink. If we fail to act decisively now, we risk falling into managed decline, where we do just enough to stay afloat, but never enough to move ahead.'
While the government must prioritise disciplined execution, businesses need to embrace risk, invest for the long term, and align with national goals.
Tunku Naquiyuddin said Malaysian companies must urgently analyse their geopolitical risks, looking beyond market diversification to address supply chain, funding, and technology vulnerabilities.
He said building resilience is now as crucial as growth, and ignoring geopolitics in business strategy invites unnecessary danger. Further, Malaysian businesses must move beyond simply following rules and start aligning their strategies with global expectations.
Issues such as environmental, social and governance, data governance, carbon disclosure and technology localisation are now fundamental, not optional.
Treating these as side concerns risks exclusion from higher-value supply chains and global opportunities.
'At the same time, regional integration – especially within Asean – offers significant potential. While progress may seem slow, Asean remains open and dynamic.
'Malaysian firms are well-positioned to lead cross-border partnerships and leverage investment incentives across the region, yet too many still underutilise these opportunities,' Tunku Naquiyuddin said.
He added that technology must be seen as a core business driver, not just a trendy topic.
Industry 4.0, artificial intelligence, blockchain, cloud computing and digital platforms have been reshaping industries for years. Ignoring these is no longer cautious – it is risky and threatens relevance, he stressed.
Companies, Tunku Naquiyuddin said, must actively assess and adopt the right technologies tailored to their specific needs.
Lastly, the private sector must recognise its central role in Malaysia's development.
Tunku Naquiyuddin said businesses are not bystanders. They must take initiative, shape policy, and drive progress with the urgency they expect from government.
'The government must focus on disciplined execution. Business leaders must take responsibility for innovation, investment and competitiveness.
'The world ahead will remain volatile. Markets will be shaped by power as much as price. But we are not without agency.
'Malaysia has the experience, the talent and the institutional depth to compete – if we are willing to act with focus and urgency,' he said.

Beijing is now pinning its hopes on domestic tech giants like Huawei Technologies Co when it comes to advanced chipmaking. The emergence of DeepSeek triggered a rally in China's tech stocks, fuelling optimism over Chinese competitiveness despite tensions over trade with the Trump administration and economic challenges at home. Bloomberg Economics estimates the contribution of high-tech to China's gross domestic product (GDP) climbed to about 15% last year – from near 14% a year earlier – and could exceed 18% in 2026. Despite a tariff truce negotiated a month ago with the United States, American levies are still at high levels, with a more lasting deal still in question. Zhu said the United States will likely see inflation pick up starting in August, as it takes some time for tariffs to feed through to the economy and for companies to use up stockpiles they accumulated before Trump hiked duties. PETALING JAYA: Khazanah Nasional Bhd and its subsidiary, Jelawang Capital, have selected their first five venture capital (VC) firms under the Emerging Fund Managers' Programme (EMP) and Regional Fund Managers' Initiative (RFI) to nurture local VC fund managers and cultivate a more vibrant VC capital ecosystem. The firms selected under the EMP are Vynn Capital, Kairous Capital and First Move, while two firms chosen under the RFI were AppWorks and Granite Asia. The EMP programme is structured to support Malaysian fund managers in raising their first, second or third fund with the goal of creating regionally competitive VC fund managers by strengthening fund governance, building track record and crowding in capital, said a joint statement by the sovereign wealth fund and Jelawang Capital. The RFI initiative aims to attract regional and global fund managers who are committed to enriching the local startup ecosystem, through supporting the growth of Malaysian startups to be regional and global players, including facilitating the re-domiciliation of global companies in Malaysia to expand local job capabilities and attract quality talent in the Malaysian ecosystem. 'Through Dana Impak and Jelawang Capital, we act as both catalyst and connector – bringing together funders, founders, and institutions to strengthen a venture ecosystem that supports firms from nimble startups to medium enterprises and established corporates. 'Our focus is not just on capital, but on crowding in participants to build an ecosystem where innovation can thrive –enhancing Malaysia's economic competitiveness and resilience,' Khazanah's managing director Datuk Amirul Feisal Wan Zahir said in a statement yesterday. The VC firms were selected through a rigorous evaluation process focused on the funds' investment thesis, strength of core team, governance and alignment with strategic national development priorities. Jelawang Capital chairman Datuk Hisham Hamdan added: 'We began with a systems-driven approach to ecosystem building and, via the EMP and RFI, we are excited to support the next generation of Malaysian fund managers and deepen the pool of quality founders. 'In that respect, we are proud to work with this group of high calibre fund managers, while further crowding-in capital, talent, expertise and capabilities into this ecosystem. In shoring up this ecosystem, we look forward to working with like-minded partners and investors.' Jelawang Capital is a company under Dana Impak and will act as Malaysia's national fund-of-funds to strengthen the VC ecosystem with its allocation of RM1bil. Dana Impak plays a catalytic role in Khazanah's investment strategy, and works to catalyse the VC ecosystem, levelling up mid-tier companies and strengthening the country's position in semiconductor and advanced manufacturing. Khazanah and Jelawang Capital stated that Vynn Capital is a VC firm with a focus on the mobility and supply chain sectors across seed to Series A investment stages with a focus on the South-East Asia region. Kairous Capital's roots are in technology and has positioned itself as a cross-border specialist, supporting Malaysian startups in scaling into key South-East Asian markets, including Vietnam, Thailand, and Indonesia. It can also facilitate regional growth for high-potential companies and the transfer of innovation and know-how from technologically advanced countries like China. First Move, meanwhile, is a founder-led VC firm backing pre-seed stage startups across South-East Asia. AppWorks is an early-stage VC from Taiwan that fuses an equity-free accelerator with founder-first capital to scale Greater South-East Asia's tech startups – and has a top-quartile distribution to paid-in capital track record. Its investment mandate is in artificial intelligence, blockchain and digital economy in South-East Asia. Granite Asia is a leading multi-stage investor focused on transformative opportunities across Asia, with a track record of building over 115 unicorns and achieving 61 initial public offerings globally. Its early-stage fund will back transformative startups across Asia in sectors like consumer tech, enterprise software, healthcare, advanced manufacturing and automation.

May and June look like they may be stronger months for trade from Asia to the United States. South Korean exports to the country rose in the first 20 days of June from a year earlier, after jumping to near a record in May, while Vietnam, Taiwan and Thailand all reported record shipments to the world's biggest economy last month. The number of international flights also stayed at a high level despite the United States ending the tariff exemption for small parcels from China, which had been one of the main drivers of international cargo, the Chinese data showed. Demand from consumers in other countries for those small parcels is growing rapidly, making up for the drop off in US purchases in May. Chinese domestic rail cargo also surged last week to a record for this period of the year, while local air cargo flights hit an all-time high last week. There were more than 2,100 such flights in the week through last Sunday, taking total cargo flights to the second-highest week on record. Meanwhile, China's coal glut is resulting in an increasing number of unwanted cargoes being offered abroad. About 2.5 million tonnes were exported in the first five months of 2025, according to the latest customs data, which is 13% more than the same period last year.
