
SBCA withdraws Karachi order allowing commercial use of residential plots
The Sindh Building Control Authority (SBCA) has withdrawn its notification permitting commercial activities on residential plots.
A written statement confirming the withdrawal was submitted to the Sindh High Court by SBCA Director General Muhammad Ishaq Khuhro.
The High Court was hearing petitions filed against SBCA's move to allow commercial use of residential plots.
In its written response, SBCA stated that it was rescinding the notification issued on March 13, 2025.
Following this, the court disposed of petitions filed by Jamaat-e-Islami and others.
The petitions, submitted by City Council Opposition Leader Saifuddin Advocate and nine town chairpersons, argued that SBCA had amended the Karachi Building and Town Planning Regulations to change the definition of amenity plots. They contended that amenity plots cannot legally be used for purposes other than their original intent.
The petitioners further claimed that the amendment removed 'healthcare' from the list of approved uses for amenity plots and that residential land was being repurposed for education, healthcare, and recreational use without public consent.
They argued that the revision also eliminated the public's right to object to land transfers.
Separately, SBCA has revoked the recent amendments made to the 2002 Karachi Building and Town Planning Regulations. This reversal followed a policy review of the changes introduced through the March notification.
According to the latest SBCA circular, the amendments have been annulled with immediate effect. The authority exercised its powers under Section 21-A of the Sindh Building Control Ordinance, 1979, and other relevant provisions.
The circular was officially signed by Director General Muhammad Ishaq Khuhro.

Lahore set to launch Pakistan's first electric tram
Listen to article Lahore is set to see electric trams on its roads, marking a new milestone following the Metro Bus, Orange Line Metro Train, Speedo feeder buses, and Electro Green buses. The first electric tram, imported from China, has arrived in the city and is currently being assembled at the Ali Town Depot. Officials said the tram, designed to operate without a conventional rail track, will initially run as a pilot project along the Canal Road. A demonstration for senior government officials and transport specialists is expected in the first or second week of August at the Lahore Expo Centre. The state-of-the-art tram consists of three interconnected compartments and can carry more than 200 passengers. Fully electric, it can travel up to 27 kilometres on a 10-minute charge. Although capable of autonomous operation through a digital navigation system, it will be manually operated by drivers in Pakistan due to safety considerations. The vehicle is equipped with steering controls and is designed to operate alongside regular traffic without requiring significant infrastructure changes. 'This is the latest technology, recently introduced in cities like Abu Dhabi and two Chinese urban centres, and soon to begin operations in Budapest,' said Punjab Transport Minister Bilal Akbar Khan. 'We are optimistic that Lahore and Gujranwala will see this service before Budapest.' Authorities will monitor the tram's interaction with existing traffic and assess whether a dedicated lane is necessary. However, constructing such a lane could involve cutting trees and road expansion — options the government aims to avoid to keep project costs under control. A test run is also proposed for Main Boulevard, Gulberg. If successful, the tram system may be expanded to other cities, including Faisalabad and Gujranwala, during the current fiscal year. The initiative is part of Punjab's five-year transport modernisation strategy approved earlier this year. At a February meeting chaired by Chief Minister Maryam Nawaz, officials outlined plans for an Automated Rapid Transit (ART) system, a cutting-edge, trackless electric bus network modelled after systems already operational in Abu Dhabi, Malaysia, and Qatar. JI moves SHC against commercialisation of parks by KMC
KARACHI: Jamaat-e-Islami (JI) Karachi has approached the Sindh High Court (SHC) to challenge the alleged commercialization of public parks by the Karachi Metropolitan Corporation (KMC) under the guise of public-private partnerships. The constitutional petition, submitted on Monday, was filed by Saifuddin Advocate, the opposition leader in the city council, along with several JI-affiliated town chairmen. The petition names the KMC and Karachi's mayor as respondents, accusing them of unlawfully handing over public amenity spaces to private parties. Speaking to media outside the SHC, Saifuddin Advocate said that the city's already limited public spaces were shrinking further due to such actions. 'The mayor and KMC are following in the footsteps of the MQM, which introduced the concept of 'china cutting'; a term for illegally converting amenity plots, including parks, into commercial or residential spaces,' he alleged. Saifuddin Advocate added that the Pakistan Peoples' Party (PPP), now in control of the city government, was continuing the same exploitative approach. 'This regime is trying to make money by handing over parks to private companies, violating the spirit of public amenities,' he said. Citing the Constitution and existing court rulings, he emphasized that amenity plots, including parks, are not to be used for commercial purposes under any circumstances. Despite this, he noted, the PPP-led administration had recently leased a nursing hostel belonging to the Karachi Institute of Heart Diseases (KIHD) to a private party for just 250 thousand rupees per month, without even tabling the deal before the city council. He stressed that such decisions are not only unlawful but also deprive citizens of essential public spaces. Saifuddin Advocate vowed that the JI would continue to resist these measures, both in the council and the courts, to protect the rights of Karachi residents. The petition reflects growing political friction over the management of the city's public assets, particularly as accusations mount against the current municipal leadership for lacking transparency and undermining community welfare. Centre's policies stalling Sindh's energy sector growth: Sharjeel
KARACHI: Sindh Senior Minister Sharjeel Inam Memon has said that Sindh holds vast untapped resources capable of pulling Pakistan out of its persistent energy crisis, but federal government policies are stalling the province's energy sector growth. Speaking to the media, Memon emphasised that respecting provincial autonomy and giving Sindh authority proportionate to its resources could spark an energy revolution. He pointed out that over the past six years, 30 million tonnes of coal from Thar had been supplied to IPPs, generating 31 gigawatts of electricity, lighting up over 3 million homes. 'Thar coal can fulfil Pakistan's power needs for decades,' said Memon, stressing the long-term viability of local energy solutions. He added that the Sindh government is constructing a 105 km railway line to connect Thar coalfields with national and international markets, a transformative project for energy trade and logistics. Sindh is also moving toward renewable energy, with operational wind corridors, several solar projects underway, and the Nooriabad project already supplying 100 MW to Karachi. An Rs2.5 billion budget has been earmarked for future solar ventures. 'Two new solar parks for Karachi and others for Hyderabad, Sukkur, and Larkana are being planned,' revealed Memon. He accused the federal government of deliberately obstructing Sindh's solar and wind initiatives, urging it to remove barriers and extend full cooperation. On governance, he addressed other pressing issues and said illegal constructions are being tackled across Sindh, with the SBCA issuing 37 demolition notices in Sukkur alone. He said flood threats loom with rising water levels in the Indus River and low-level floods reported at Guddu and Sukkur barrages. Relief camps have been activated. Post-monsoon health alerts issued due to a surge in gastroenteritis, diarrhoea, and viral infections; mobile clinics are operational. On vehicle plate reforms, Memon clarified the new plate scheme aims to modernise registration, prevent theft, and curb crime, calling the negative propaganda 'baseless.'
