Karnataka govt tells NTPC to scout entire state for nuclear plant site, rejects initial locations

The Karnataka cabinet on Thursday decided to ask the
National Thermal Power Corporation
(NTPC) to submit a report after carrying out a study across the state, regarding the location for the proposed nuclear power plant, following which it said it will take a considered view.
The cabinet did not agree with three potential sites identified by NTPC to conduct preliminary studies for setting up the nuclear power plant.
"In-principle approval was sought to set up a nuclear power plant in the state, along with permission to conduct preliminary studies at potential sites identified by NTPC. They (NTPC) were requesting to study three locations, but the cabinet did not agree with that. We have decided that let them study the whole of the state for possible viable alternatives and submit a report, so that the government of Karnataka will take a considered view," Law and Parliamentary Affairs Minister H K Patil said.
Speaking to reporters after the cabinet meeting, he said, "Now we have agreed that we need to have a nuclear project, but as regards the location is concerned, they have to study all possible alternatives and submit the report and we will take the considered opinion later."
The three places suggested were in Vijayapura, Raichur and Koppal district. "They were not considered for various reasons after detailed discussion," he said.
Patil said, to promote tourism in the state, it was decided that, the North Karnataka tourist circuit including Hampi-Badami-Aihole-Pattadakallu-Vijayapura will be developed under the DBFOT (Design, Build, Finance, Operate, and Transfer) model through Karnataka Tourism Infrastructure Limited at an estimated cost of ₹166.22 crore.
Administrative approval was given by the cabinet to undertake 5 years of Operation and Maintenance (O&M) work of the Lift Irrigation Project to fill 126 lakes in Kolar district and Chintamani taluk of Chikkaballapur district with treated wastewater from Bengaluru city at an estimated cost of ₹128.00 crore.
Also approved was the purchase of the 32 Mobile Forensic Vehicles (with Fabrication + SOC kits) for the Directorates of Forensic Science Laboratories at a cost of ₹20.40 crore.
To develop a new textile park in Raichur taluk, Raichur district, under Public-Private Partnership (PPP) model at a total cost of ₹24.50 crore was approved by the cabinet.
The cabinet has also decided to merge the Ayurvedic, Siddha and Unani (ASU) Drugs Enforcement Division and Testing Laboratory of the Department of AYUSH with the Department of Food Safety and Drug Administration (FDA).
The establishment of Dr B R Ambedkar Constitution chair in the University of Mysore at an estimated cost of ₹10 crore was also approved.

"This cess will be collected from high-rise buildings, hospitals, industrial companies and so on," law minister H K Patil told reporters on July 24. He specified that the cess would be compulsory for all eligible buildings, with the obligation to pay falling on either the developers or the property owners. 'The fire cess shall be levied in the form of a surcharge at the rate of one per cent on the property tax of newly constructed multi-storied buildings (high-rise buildings) as defined in section 13 of the Act, with effect from the date of commencement of the Karnataka Fire Force (Amendment) Act, 2023,' the amendment said. According to the state government, the cess would be set at 1% of the property tax and would be used to enhance fire safety systems and improve emergency preparedness in cities and towns. However, they also acknowledge that the move has the potential to significantly improve fire safety standards across urban centres. The funds collected through this cess are expected to be channelled towards upgrading fire-fighting equipment, improving response times, and ensuring that high-rise buildings are better equipped to handle emergencies, they said. 'Any additional cost imposed on new constructions will ultimately be transferred to the homebuyers,' said Dhananjaya Padanabhachar, president of the Karnataka Homebuyers' Forum. He pointed out that obtaining fire safety clearances, such as the No Objection Certificate (NOC) and fire compliance certificates, is the legal responsibility of the builder or developer. However, in practice, these costs are rarely absorbed by the builders themselves. 'Whether it's regulatory fees, certification charges, or now the new fire cess, these expenses are usually added to the final price of the property, meaning the burden falls on the end buyer,' he explained. Here's what it means for property owners Padanabhachar said that while enhancing fire safety is crucial, the government must ensure that homebuyers are not unfairly impacted and that developers remain accountable for meeting safety norms without inflating costs disproportionately. "Fire safety regulations for high-rise buildings are already stringent, covering everything from the initial NoC to final implementation. The proposed additional cess for the fire department will further add to the existing financial commitment of consumers, such as the solid waste management cess, the proposed 1% hike in stamp duty and rising electricity and water charges," Nesara BS, chairman of Concorde, said. He explained that the living costs are climbing steadily, making it increasingly unaffordable for the home buyer. "Bengaluru risks becoming one of the most expensive cities in India. In a significant push to modernise Andhra Pradesh's road infrastructure, Chief Minister N. Chandrababu Naidu has announced the construction of 2,000 kilometers of new roads at a cost of ₹1,000 crore and the repair of damaged roads worth ₹500 crore. The Chief Minister directed officials to expedite cost estimations and initiate the tendering process immediately. Presiding over a review meeting with the Roads & Buildings (R&B) Department at the State Secretariat on Thursday, Mr. Naidu emphasised that road repairs must be carried out continuously, even during the monsoon season, to ensure early completion. He expressed concern over the poor state of roads, blaming years of neglect under the previous administration. The Chief Minister has set a 15-day deadline for officials to submit a comprehensive report detailing roads requiring repair, new road proposals, and maintenance needs. He stressed the need for adopting cutting-edge technologies in road construction to reduce costs and enhance quality. Officials briefed the Chief Minister that 20,000 km of roads have already been repaired to make them pothole-free. 'Our roads must meet the quality standards of national highways,' the Chief Minister asserted, adding that construction of all roads should commence by November, immediately after the monsoon ends. Details regarding contractors responsible for construction and maintenance must be made publicly available online. Additionally, CCTV cameras are to be installed every 50 km along major roads, and all road maintenance work will be assigned to contractors. Mr. Naidu also called for preventive measures to avoid monsoon-related damages. Public-Private Partnership to play a key role Officials informed Mr. Naidu that the state currently has 12,653 km of state highways. Of this, 260 roads stretching over 10,200 km are suitable for development under the Public-Private Partnership (PPP) model. Under Phase 1A, 18 high-density roads totaling 1,332 km have been proposed. Phase 1B includes 67 roads exceeding 40 km each, collectively spanning 3,854 km. Another 175 roads, each between 20 and 40 km in length, have been proposed under Phase 2, covering a total of 5,039 km. Two strategic roads—Yelamanchili to Gajuwaka and Gajulamandyam to Sri City (SEZ), totaling 115 km—have also been identified for PPP development. The Chief Minister directed officials to conduct feasibility studies and submit a final report on these proposals.
