Karnataka govt tells NTPC to scout entire state for nuclear plant site, rejects initial locations

The Karnataka cabinet on Thursday decided to ask the
National Thermal Power Corporation
(NTPC) to submit a report after carrying out a study across the state, regarding the location for the proposed nuclear power plant, following which it said it will take a considered view.
The cabinet did not agree with three potential sites identified by NTPC to conduct preliminary studies for setting up the nuclear power plant.
"In-principle approval was sought to set up a nuclear power plant in the state, along with permission to conduct preliminary studies at potential sites identified by NTPC. They (NTPC) were requesting to study three locations, but the cabinet did not agree with that. We have decided that let them study the whole of the state for possible viable alternatives and submit a report, so that the government of Karnataka will take a considered view," Law and Parliamentary Affairs Minister H K Patil said.
Speaking to reporters after the cabinet meeting, he said, "Now we have agreed that we need to have a nuclear project, but as regards the location is concerned, they have to study all possible alternatives and submit the report and we will take the considered opinion later."
The three places suggested were in Vijayapura, Raichur and Koppal district. "They were not considered for various reasons after detailed discussion," he said.
Patil said, to promote tourism in the state, it was decided that, the North Karnataka tourist circuit including Hampi-Badami-Aihole-Pattadakallu-Vijayapura will be developed under the DBFOT (Design, Build, Finance, Operate, and Transfer) model through Karnataka Tourism Infrastructure Limited at an estimated cost of ₹166.22 crore.
Administrative approval was given by the cabinet to undertake 5 years of Operation and Maintenance (O&M) work of the Lift Irrigation Project to fill 126 lakes in Kolar district and Chintamani taluk of Chikkaballapur district with treated wastewater from Bengaluru city at an estimated cost of ₹128.00 crore.
Also approved was the purchase of the 32 Mobile Forensic Vehicles (with Fabrication + SOC kits) for the Directorates of Forensic Science Laboratories at a cost of ₹20.40 crore.
To develop a new textile park in Raichur taluk, Raichur district, under Public-Private Partnership (PPP) model at a total cost of ₹24.50 crore was approved by the cabinet.
The cabinet has also decided to merge the Ayurvedic, Siddha and Unani (ASU) Drugs Enforcement Division and Testing Laboratory of the Department of AYUSH with the Department of Food Safety and Drug Administration (FDA).
The establishment of Dr B R Ambedkar Constitution chair in the University of Mysore at an estimated cost of ₹10 crore was also approved.

New Delhi: Attached assets worth Rs 380 crore have been restored to a designated Maharashtra government authority for distribution to the about 5 lakh "duped" depositors of a cooperative bank, controlled by a former MLA, as part of a money laundering proceeding, the Enforcement Directorate said on Wednesday. The case pertains to the Karnala Nagari Sahakari Bank Ltd. in Panvel where it was alleged that its erstwhile chairman, Vivekanand Shankar Patil, in connivance with other officials of the bank, "cheated" the lender and "siphoned off" the funds for private investments. Patil, a four-time MLA of the Shetkari Kamgar Paksha Party, was arrested by the ED in June 2021. The money laundering case of the ED stems from a February 2020 FIR filed by the Pune Police Economic Offences Wing (EOW). The police alleged in its chargesheet that the then chairman Patil and other officials of the bank prepared 63 "bogus" loan accounts using "forged" documents without following the RBI guidelines and standard banking norms, and "siphoned off" Rs 560 crore for personal gains, the federal probe agency said in a statement. The ED said its probe found that funds were "diverted" to various entities "controlled" by Patil and his relatives. "He (Patil) purchased various properties and assets using the funds siphoned off from the bank and these proceeds of crime were utilised for the purchase of immovable properties at different locations in Raigad district of Maharashtra," it said. These assets, worth Rs 386 crore, were attached by the ED under two provisional orders issued in 2021 and 2023. The ED also filed a chargesheet in August 2021 before a special PMLA court in Mumbai. The ED said the liquidator appointed by the RBI for the bank filed an application, under section 8(8) of the PMLA, before the court seeking restitution of assets. The ED gave its consent, the agency said. The court issued an order on July 22 directing the release of the property -- Karnala Sports Academy at Panvel -- to the liquidator and to put it up for auction, the ED said. The court also ordered the Competent Authority (Maharashtra Protection of Interest of Depositors) to "realise" the land at Posari, Raigad by auction for distribution amongst the depositors. "The bank had more than 5 lakh depositors having total deposits of Rs 553 crore, and they lost their hard-earned money. "In the larger interest of depositors and currently ongoing restitution efforts, ED took steps to expedite the process resulting in the restitution," the agency said. The PMLA provides for the process of restitution even before completion of the court trial in order to provide succour to the victims of frauds like bank loans and Ponzi scheme cheating. The fraud came to light after an audit was done at the instance of the Reserve Bank of India during 2019-20, when it was found that Patil was siphoning off funds from the bank through 67 "fictitious" loan accounts. The funds were sent to the loan accounts of entities/firms/trusts owned or controlled by Patil including Karnala Charitable Trust, Karnala Sports Academy and Karnala Mahila Readymade Garments Cooperative Society Limited, the agency had claimed in a statement issued in October 2023.

Bengaluru: KPIT Technologies' revenue declined 3.2% sequentially and 4.9% year-on-year in constant currency. The company's EBIT margin was down to 17% in the June quarter. In terms of client traction, KPIT clocked a total contract value (TCV) of $241 million in the quarter, underscoring client confidence in its platform- and AI-led solutions. The company continues to deepen its presence in the mobility space through strategic AI investments, including specialised learning models and middleware stacks. CEO Kishor Patil noted that growth momentum is expected to return in the second half of the fiscal year, particularly from its top 25 strategic clients and India-focused solutions. With this, he said, there could be a push towards more hiring. "In the last two quarters, we had flat growth, which was why we did not refill with the same rigour as we would have otherwise. Productivity is also going up, which is also why there is softness on the employee side," Patil said. He also added that the pyramid has now become wider, and with the advent of AI, there is a need for a 'more competent workforce'. KPIT believes that there is no point in hiring when the growth is flat. As the second half of the year unfolds and the market reopens, KPIT Technologies plans to hire a few hundred fresh graduates. While the company will honour existing offers, onboarding may be delayed by one or two quarters. Regarding lateral hiring, the firm is proceeding cautiously, according to company sources. Its headcount decreased by 317 from the previous quarter, now standing at 11,676. Last Updated: Bengaluru, Jul 30 (PTI) Karnataka Minister for Large and Medium Industries M B Patil and IT/BT Minister Priyank Kharge will soon discuss the investment promotion incentive policy report with Chief Minister Siddaramaiah, officials said on Wednesday. The report is being prepared by the Principal Secretaries of the Industry and IT/BT departments, and the meeting with the CM is scheduled shortly after its submission, they said. According to an official statement, the two ministers held a crucial meeting earlier in the day to deliberate on projects that require joint implementation by both departments, as well as initiatives that necessitate inter-departmental coordination. The policy framework for incentives and concessions for several key industries, including the proposed Space Park and Electronic Components Manufacturing Park, is currently in the preparatory stage. 'The IT Department is formulating a special incentive policy for the ESDM (Electronic System Design and Manufacturing) sector. Complementing this, the Industries Department is also expected to develop a strategy to attract investments in the electronic manufacturing sector," the statement said. 'In some cases, overlaps in incentives offered by both departments have been observed. It is learnt that the meeting felt the need to eliminate such overlaps to ensure better coordination," it added. These include a 100-acre Space Park either at Adinarayana Hosahalli near Doddaballapura or at ITIR near Devanahalli, a 150-acre PCB Park at Kochanahalli in Mysuru, 100 acres each for a Global Innovation City at KWIN City/Adakanahalli-Kochanahalli, a 20-acre Drone Testing Centre at Hesaraghatta, and a 100-acre KEONICS Plug-and-Play facility at Adakanahalli/Kochanahalli. The Department of Large and Medium Industries has been requested to allocate land for these proposed projects. The Minister noted that there is a norm for drone testing centres to be located in relatively isolated areas. Since Hesaraghatta has now become part of the capital city, this may pose a challenge. During such a scenario, efforts will be made to identify alternative suitable locations, he added. Regarding data science centres and manufacturing plants, Minister Patil said these industries require substantial power and water supply. 'At present, industries in Bengaluru are provided 2–3 TMC of water, whereas other regions lack such access. To address this, the government is considering formulating an Industrial Water Security Policy and promoting alternative power generation," he said. The government plans to supply 50 per cent of the required water to industries, while the remaining 50 per cent is expected to be managed through recycling by the industries themselves. A comprehensive plan has been drawn up to supply water to KIADB (Karnataka Industrial Areas Development Board) facilities across the state at an estimated cost of Rs 3,750 crore, Patil added.
