
CGD to drive India's gas demand, set to become biggest consumer

(CGD) sector is expected to surpass fertiliser plants this year to become the largest consumer of natural gas in India, thanks to the fast growth of CNG and piped gas networks, industry leaders said on Wednesday.
CGD, which encompasses supply of CNG as fuel to automobiles, and piping gas to household kitchens for cooking as well as to industries, accounts for 21.22 per cent of the near 200 million standard cubic meters per day of gas consumption in the country.
Natural gas consumption
is likely to rise to 300-250 mmscmd in the next 7-10 years,

Director (Marketing) Sanjay Kumar said while speaking at the 11th CGD Conference here.
"Fertiliser sector consumes 60 mmscmd and this is likely to remain the same as no new fertiliser plants are on the anvil," he said.
"CGD sector consumption could go up to 100 mmscmd from 41.1 mmscmd usage in February/March 2025."
Anjani Kumar, Head (Gas Origination & BD), Shell Energy LNG, said, "CGD could very well become the largest consumption sector this year itself."
The CGD sector will drive India's ambition to raise the share of natural gas in energy basket to 15 per cent from the current 7 per cent.
But domestic production is insufficient to meet the demand and the country has to necessarily rely on imports of
liquefied natural gas (LNG)
.
Gas demand, he said, has grown 35 mmscmd in the last three years and 80 per cent of this has been met through LNG.
Currently, roughly half of the gas requirement is met through imports.
India's CGD sector is experiencing rapid growth, driven by government initiatives, increased infrastructure investments, and a shift towards cleaner energy sources. City gas licences have been given out for almost the entire country in the recent auctions. The country now has over 8,000
CNG stations
and 1.5 crore households using
piped natural gas
for cooking purposes.
GAIL's Kumar said domestic gas production can rise to 130-135 mmscmd in next 4-6 years as per the projections made by the national oil companies. The production will "mature" by then and is unlikely to go up, he said.
Petronet LNG
Ltd MD & CEO A K Singh said the peak domestic production would not last long as fields mature. "We will be dependent on imported gas in future."
Petronet operates two of the eight LNG import facilities in the country. Its Dahej import terminal in Gujarat is being expanded to 22.5 million tonnes per annum capacity from 17.5 million tonnes over the next 3-4 months.
"Dahej is the world's biggest LNG import terminal," he said, adding that though capacity-wise it ranks 7th or 8th in the world, but because of full capacity utilisation throughout the year, it is the world's busiest terminal.
"Dahej handles 270-275 cargoes in a year," he said.
Besides Dahej, Petronet has a 5 million tonnes a year import facility at Kochi in Kerala that even after 12 years of commissioning operates at only 20-25 per cent of its capacity as not all consumers in the vicinity are connected with pipelines to take the fuel, he said.
Singh said the Kochi to Bengaluru pipeline is likely to be completed by end 2025, which will help maximise utilisation of the import terminal.

Court Rejects Gujarat Power Pleas, Says Cant Prioritise Commercial Interests
New Delhi: The Supreme Court on Monday said the Gujarat Urja Vikas Nigam Limited (GUVNL) cannot be guided only by its own commercial interests and it's conduct as a state-instrumentality must be of the standard of a model citizen. A bench of Justices Sanjay Kumar and Satish Chandra Sharma dismissed the appeals filed by GUVNL challenging a September 2015 order of the Appellate Tribunal for Electricity (APTEL), New Delhi. APTEL confirmed the orders passed by the Gujarat Electricity Regulatory Commission (GERC) on the petitions filed by four companies. In its verdict, the top court considered the issue of whether the four companies were entitled to approach the GERC for determination of tariff for procurement of power by GUVNL from their wind energy projects. The bench noted the GERC answered the issue in their favour and the same stood confirmed by APTEL. GUVNL, it said, was bound to promote and give effect to the government's policy of encouraging generation of power from renewable energy sources. "GUVNL cannot be guided only by its own commercial interests, like a private business entity and it's conduct, as a State-instrumentality, must be of the standard of a model citizen," the bench said. The order found GUVNL to have sought a "patently unfair treatment" to be meted out to the four firms by binding them to a rate that was wholly inapplicable to them. "Such conduct, akin to a Shylock, does not reflect positively upon GUVNL," it said. The top court noted it was not open to GUVNL to contend that the four firms were estopped from seeking determination of tariff by GERC as they had willingly signed power purchase agreements with it at the tariff fixed for wind energy projects availing accelerated depreciation. "As GUVNL failed to obtain commitments from the respondent companies that they would only avail accelerated depreciation at the time they had to choose that option, GUVNL has no indefeasible right to bind them to a tariff which was applicable only to such wind energy projects that availed accelerated depreciation," it said. The bench noted that GERC had earlier made it quite clear that tariff of Rs 3.56 per kilowatt-hour would apply only to those wind energy projects that availed accelerated depreciation. "GUVNL cannot apply that wholly inapplicable tariff to the respondent companies which, admittedly, did not avail accelerated depreciation. The orders passed by the GERC and the APTEL holding to this effect, therefore, do not brook any interference," it said. It said GUVNL was an instrumentality of the state and, therefore, bound by its policy directives. "It cannot advance commercial considerations in isolation on par with a private party, divorced from its responsibility to abide by and further the policy objectives of the state," the bench said. While dismissing the appeals, the top court vacated its February 2023 order which permitted GERC to proceed with the tariff determination hearings subject to condition that no final order should be passed without the leave of the top court (Except for the headline, this story has not been edited by NDTV staff and is published from a syndicated feed.)

MTC inks pact with firms for launching CNG filling stations
Chennai: In a push towards alternative fuels, the Metropolitan Transport Corporation (MTC) has signed agreements with two gas distribution firms — Torrent Gas Chennai Pvt Ltd and THINK Gas — for setting up compressed natural gas (CNG) filling stations at two bus depots. The CNG stations will be established at MTC's existing Ambattur depot and the proposed Varadharajapuram depot along the Outer Ring Road. Torrent Gas will oversee operations in Chennai and Tiruvallur, while THINK Gas will manage the Kancheepuram and Chengalpet regions. MTC plans to convert 240 diesel-run buses into CNG-powered vehicles. Over time, 1,000 additional buses will be converted. "Ambattur was chosen as our first location because it already has a pipeline network. Varadharajapuram, on the other hand, is right along the Outer Ring Road, making it logistically ideal," said T Prabhushankar, managing director of MTC. "Getting local clearances, right of way (RoW) permit, and district administrative approvals are the main challenges," he added. To make the switch financially viable, MTC has arrived at a favourable pricing plan. For the first three years, the fuel will be priced 6% lower than diesel's landed cost, which translates to around 85.2 when diesel is 90.65 a litre. A 4 per unit discount will follow for the rest of the agreement's duration. Torrent Gas did not respond to requests for comment.

Compensation for termination of contract; TDB gets interim relief from SC
In a major relief to the Travancore Devaswom Board, the Supreme Court has stayed a Kerala High Court order that directed the Board to pay compensation to Panchami Pax, the company formerly contracted to produce Aravana at Sabarimala. An official statement issued by the Board said the stay was granted in response to its appeal challenging the High Court's directive. Panchami Pax had held the contract for Aravana production between 1999 and 2007 and later sought compensation of ₹239 crore, citing losses following the termination of the agreement. The interim order was passed by a Supreme Court bench comprising Justices Sanjay Kumar and S.C. Sharma. Following the expiry of the contract in 2007, Panchami Pax initially approached the MSME Tribunal, seeking Rs. 8 crore in damages. The tribunal ruled in favour of the company. However, the TDB contested this verdict in the Thiruvananthapuram District Court, which overturned the tribunal's decision and ruled in favour of the Board. Panchami Pax then moved the Kerala High Court, which reinstated the company's claim and ordered the Board to pay ₹239 crore, including interest. The SC has now put that order on hold.
