Delhi CM Rekha Gupta welcomes Kanwar Yatra pilgrims
Accompanied by Culture Minister Kapil Mishra, Gupta also applied 'tilak' on the foreheads of women Kanwar Yatris carrying water to offer to Lord Shiva temples during the auspicious 'Shravan" month of the Hindu calendar.
The chief minister said her government is a 'humble servant" of the Kanwariyas, who are both a responsibility and a blessing for the administration, according to a statement from the CM office.
In addition to the ceremonial welcome, the chief minister conducted a thorough inspection of the Kanwar Yatra route, reviewing security arrangements and directing officials to ensure the entire path remains safe and well-managed.
She highlighted that the Delhi government has undertaken elaborate preparations this year to make the Yatra safer, more orderly, and comfortable for all devotees.
The government has taken various steps to facilitate permissions for setting up Kanwar camps and provisions like electricity, food, drinking water, medicines and sanitation there. It has also provided financial assistance to Kanwar Samitis to set up camps for the devotees.
'With the help of religious organisations, arrangements such as shelters, rest areas, health services and refreshments were set up in various parts of Delhi, showcasing a unique blend of faith and public service," she said.
Mishra said Kanwar Yatra is not just a religious event, but a celebration of India's cultural and spiritual heritage. Under the leadership of the chief minister, the Kanwar Yatra has emerged as a shining example of devotion, service, and respectful governance in Delhi, he added. PTI VIT HIG

Karnataka Assembly passes Bill for welfare of gig workers
Agency: Bengaluru, Aug 19 (PTI) Karnataka Legislative Assembly on Tuesday passed a Bill that aims to protect the rights of platform-based gig workers, and to place obligations on aggregators in relation to the workers' social security, occupational health, and safety. Karnataka Platform-Based Gig Workers (Social Security and Welfare) Bill, 2025, proposes a welfare fee of 1 to 5 percent of the payout to the worker during each transaction, for different categories of aggregators or platforms. The Bill provides for transparency in automated monitoring and decision-making systems to provide dispute resolution mechanisms; establish a gig workers welfare board; create a welfare fund for platform-based gig workers; and require platform-based gig workers to be registered with the Board. Also, provide registration of aggregators or platforms; and provide income security and reasonable working conditions to the platform-based gig workers. Earlier, the Karnataka Platform-Based Gig Workers (Social Security and Welfare) Ordinance, 2025 was promulgated in May, as the matter was urgent and both Houses of the State Legislature were not in session. Piloting the Bill for the consideration of the House, Labour Minister Santosh Lad said, 'Gig economy, delivery services — e-commerce or food delivery — are growing in a big way year-on-year. According to the NITI Ayog report, by 2029-30, about 23.5 million workers are expected to be part of it. As per the information we have in Karnataka, it is about 4 lakh gig workers." Noting that gig workers work both full and part-time, and they work amid traffic and pollution, he said, 'to earn Rs 1,600 to 1,800 he has to work for 16 hours. One work is considered one gig, and a worker may get 25 to 30 gigs." Rules under this legislation are already in process, he said. 'Welfare fee of 1-5 percent of a gig worker's payout will be collected. This cannot be equally applied to everyone as Swiggy, Zomato businesses will be different from e-commerce and so on. They are different kinds of businesses. So 1-5 per cent will not be levied equally on everyone. We will discuss and decide on it while framing rules." The provisions of the bill are applicable to services provided by aggregator or platform — ride sharing services; food and grocery delivery services; logistics services; e-Market place (both marketplace and inventory model) for wholesale/retail sale of goods and/or services – Business to Business /Business to Consumer (B2B/B2C); professional activity provider; healthcare; travel and hospitality; and content and media services. Lad said, as per the bill, an aggregator cannot terminate a gig worker from service without prior notice of 14 days and without providing valid reasons in writing. The Assembly also passed the Karnataka Municipal Corporations (Amendment) Bill that will allow municipal commissioners to regularise unlawful buildings by levying a penalty. It also exempts small properties from requiring commencement certificates (CC) and occupancy certificates (OC). The Karnataka Ports (Landing and Shipping Fees) (Amendment) Bill was also passed. The Bill aims to revise the fees on goods shipped in such intervals, as prescribed by the rules; and to increase or decrease the percentage of fee by the Government by notification if fees are not revised within time. Also passed was the Karnataka Essential Services Maintenance (Amendment) Bill, with an intention to extend the provisions of the said original Act for a further period of ten years. The original act aims to curb illegal strikes, ensuring the delivery of essential services to the people. The Karnataka Souharda Sahakari (Amendment) Bill, 2025 was also passed by the Assembly to make Souharda Cooperatives maintain 20 percent of the total deposits as State Statutory Liquid Reserve to manage increasing cases of misappropriation. The move is said to be aimed at protecting the interests of depositors. Among other things, the Bill also provides for funds which are not immediately required for use by a Souharda Co-operative to be invested or deposited outside its business. Sikkim University student arrested for insulting Nepali language
Gangtok, Aug 19 (PTI) A Sikkim University student, who hailed from Uttar Pradesh, was arrested on Tuesday for allegedly making insulting remarks against the Nepali language which is widely spoken in the Himalayan state, officials said. Acting on a complaint lodged by some local students, a team from Rani Pool police station reached the university campus and took Raj Shekhar Yadav into custody for questioning, officials said. Yadav, a resident of Varanasi, was later arrested. The accused, a first-semester student of Master of Commerce, allegedly said in a WhatsApp post on August 15 that Nepali is a foreign language and those speaking it should go to Nepal. Yadav, however, apologised in a video message and sought forgiveness from all for his comment. The Sikkim University Students Association through its president Anup Regmi later reported the incident to the varsity authorities and the police. The students' body also issued a press release condemning Yadav's remarks as 'divisive and harmful to peace and harmony within the university." It said that Nepali is widely spoken in Sikkim and is listed in the Eighth Schedule of the Indian Constitution. Sikkim University officials are yet to respond to the development. Govt to ban money-based online gaming, bill likely in Parliament on Wednesday
New Delhi, Aug 19 (PTI) The Promotion and regulation of online gaming Bill, cleared by Union Cabinet on Tuesday, prohibits online money gaming or its ads, and prescribes imprisonment or fine, or both, for those offering or advertising them, as it seeks to differentiate such games from eSports or online social games, according to a source. At the same time, the Bill calls for promotion of eSports and online social games, the source said, adding that it acknowledges that formal recognition of eSports will enable India to tune into global competitive gaming landscape, spur innovation, create opportunities for Indian startup ecosystem and make the country a global magnate for game development. The Bill proposes that any person offering online money gaming service in violation of the stipulated provisions will face imprisonment of up to three years or a fine that may extend to Rs 1 crore, or both. The provisions also stipulate imprisonment of up to two years and or a fine of up to Rs 50 lakh, or both, for those indulging in advertisements in contravention of rules. Also, those engaging in any transaction or authorisation of funds will be liable for up to three years imprisonment, or a fine up to Rs 1 crore or both, according to the source. Repeat offences for violation related to online money gaming attracts higher stringent jail term (3-5 years) as well as fine. The Bill, however, does not criminalise anyone playing online money games, to avoid any harassment. The idea is to treat them as victims, rather than perpetrators of crime, the source said, adding that the Bill cracks down on those promoting and abetting it. It prohibits banks, financial institutions from processing or transferring funds related to real-money online games. Sources said that the Bill aims to regulate online gaming by promoting online social games and eSport, while prohibiting online money gaming in larger public interest. They pointed out that although the gaming landscape in India has seen explosive growth, the regulatory environment has remained fragmented and grey. At the same time there have been rising concerns around addictive nature of online games, especially monetary incentives, as well as mental health ramifications. Moreover, there have been instances of individuals falling victim to financial losses on account of online money gaming, resulting in extreme outcomes like depression, even suicide. Online money gaming has also been leveraged as channels to facilitate money laundering, and other illicit activities. The Bill, on the one hand, seeks to promote and regulate eSports and online social games (say, the likes of Candy Crush), while clearly prohibiting online money gaming in India. The Cabinet cleared the Bill on Tuesday and it is expected to be tabled in Parliament on Wednesday. Notably, the Bill seeks to establish a statutory regulatory authority for oversight and accountability. It calls for registration, compliant mechanism for online gaming platforms. The regulatory authority will have the power to determine whether or not a particular online game is an online money game, after making due enquiries. The Bill defines online money game as an 'online game, irrespective of whether such game is based on skill, chance or both, played by a user by paying fees, depositing money or other stakes, in expectation of winning in return of money or other stake" but specifies that it does not include eSport.
