
Cabinet approves 15pc hike in EOBI pensions
The move, aimed at sharpening accountability and turbo-charging service delivery, marks a renewed push by the government to shake off inertia in Islamabad's corridors of power.
Chairing a meeting of the federal cabinet, PM Sharif was emphatic: 'This message I want to make loud and clear – it is all about delivery and service to the nation.' Ministries exceeding expectations will be rewarded, while those falling behind could face consequences, he warned.
The prime minister singled out the Ministry of Planning and Development for praise, highlighting its efficient use of development funds. Spending under the Public Sector Development Programme (PSDP) has now crossed the Rs1 trillion mark – a milestone PM Sharif credited to Planning and Development Minister Ahsan Iqbal's stewardship.
In a nod to market confidence, PM Sharif welcomed the stock market's record-breaking performance this week, calling it a positive signal of macroeconomic recovery and investor trust. He insisted the uptick was the result of coordinated government efforts to stabilise the economy.
Among the cabinet's key decisions was a 15 percent increase in pensions under the Employees' Old-Age Benefits Institution (EOBI), effective from 1 January 2025. The raise, which will be funded internally by EOBI, was proposed by the Ministry of Overseas Pakistanis and Human Resource Development.
PM Sharif also ordered the formation of a cabinet committee to spearhead long-overdue institutional reforms in EOBI. The committee will explore extending pension coverage to Pakistan's vast informal workforce – including domestic workers, farm labourers, and other marginalised groups – in what could become a landmark shift in social security policy.
In the maritime sector, the cabinet approved legal proceedings to advance the Sea Carriage Shipping Documents Bill, 2025, as part of efforts to modernise trade documentation.
Meanwhile, a five-year extension was granted on the exemption of import duties for life-saving medicines – including anti-cancer and cardiac drugs – following a proposal from the Ministry of National Health Services. These medicines will continue to be restricted to hospitals and authorised institutions, with open-market sales remaining banned. Elsewhere, the cabinet ratified a series of legislative decisions taken by the Cabinet Committee on July 2 and 3.
On a sombre note, the prime minister expressed deep sorrow over the tragic loss of lives in the ongoing monsoon season, particularly the deadly incident in Swat. Calling it an unfortunate incident, he stressed the need for more robust disaster preparedness and response.
He said the federal government, in collaboration with the National Disaster Management Authority (NDMA) and provincial bodies (PDMAs), is working to strengthen emergency response systems across the country. He commended the NDMA, which is headed by a serving three-star military general, for its proactive role in disaster management. Finally, the prime minister lauded law enforcement and local administrations across the provinces, as well as in Azad Jammu and Kashmir and Gilgit-Baltistan, for ensuring peace and order during Muharram. Their coordinated efforts, he added, helped maintain national harmony during a critical time.

Minister for Health Syed Mustafa Kamal has urged international stakeholders to explore partnerships in Pakistan's rapidly evolving health landscape, reported Radio Pakistan on Saturday. Representing Pakistan at Boao Forum for Asia's (BFA) Global Health Forum in Beijing, he said Pakistan presents immense opportunities for collaboration, innovation, and investment. Kamal invited global partners to explore investment avenues, emphasising Pakistan's commitment to providing strong returns, streamlined regulation, and government support. Established in 2001, the Boao Forum for Asia is a non-governmental and non-profit international conference organisation. Since its inception, with a focus on Asia and a global perspective, the Boao Forum for Asia has been committed to promoting regional cooperation in Asia and common development across the world. Apart from traditional economic issues, the conference has been focusing on health issues closely related to economic development and the people's well-being. 'Pakistan is ready for partnerships in global health,' said Kamal, according to a post on his X account, highlighting that250 million population, nursing cooperation, and digital reforms are our assets. 'Economy cannot progress without health,' said Kamal. During the address, the health minister informed that the recently inaugurated digital licensing and registration system for medical devices 'will complete licensing in 20 days.' Just days ago, Prime Minister Shehbaz Sharif launched the digital licensing system, terming it a significant milestone in healthcare reform and transparency. Sharif said that while revolutionising the country's healthcare sector is a daunting task, it is achievable through collective effort. 'It is difficult, but not impossible,' he said. The newly-launched digital platform – initiated under the previous coalition government – will enable medical device manufacturers to complete licensing documentation online and receive approvals within 20 days. This sharply reduces the years-long delays that, according to Sharif, had previously encouraged corruption and inefficiency.

PM Shehbaz approves first-ever ‘Skills Impact Bond'
ISLAMABAD: Prime Minister Shehbaz Sharif on Friday approved the country's first-ever Skills Impact Bond, a performance-based financing model aimed at equipping the country's youth with employable, demand-driven skills to enhance their participation in national and global labour markets. The decision was taken during a high-level review meeting chaired by the prime minister on the youth employment roadmap. The Skills Impact Bond, based on a 'Pay-for-Success' mechanism, will attract private sector investment for skill development, with public or donor funds disbursed only upon achievement of independently verified outcomes such as job placements or income thresholds. PM Shehbaz directs modern IT training for youth to make Pakistan regional tech hub Highlighting the centrality of youth in Pakistan's economic development strategy, Sharif directed officials to enhance training opportunities in modern and market-aligned skill sets. 'Pakistan's talented youth are the country's most valuable asset,' he said, adding that providing quality education and employable skills would change the country's destiny. The prime minister stressed the need to prepare skilled individuals for overseas employment, including through training in local languages of potential destination countries. He instructed that a detailed roadmap, based on estimated job opportunities both domestically and internationally, be submitted for review. 'I will personally assess progress every two months,' he added. Sharif also called for a targeted awareness campaign to inform the masses, particularly the youth, about employment opportunities available through the government's Digital Youth Hub platform. Officials informed the meeting that more than 500,000 individuals have registered on the Digital Youth Hub, while over 1.7 million have downloaded the mobile application. The platform currently lists over 47,000 domestic job vacancies, 100,000 overseas opportunities, and more than 2,000 scholarships. Additionally, over 500 institutions – including Pakistani embassies, private companies, government agencies, and international NGOs such as the United Nations – are linked to the portal. The performance of relevant departments, including the Prime Minister's Youth Programme, Ministry of Overseas Pakistanis, and the National Vocational and Technical Training Commission (NAVTTC), was reviewed and termed satisfactory by the prime minister. He emphasised the importance of continued collaboration among these institutions to ensure tangible outcomes. The meeting also discussed annual employment estimates under the youth programme, which aims to promote self-sufficiency, entrepreneurship, and direct employment through targeted interventions. Federal Ministers Ahsan Iqbal and Attaullah Tarar, Chairman of the Prime Minister's Youth Programme Rana Mashhood Ahmad Khan, MNA Amna Batool, and senior government officials attended the meeting. PM approves Skills Impact Bond for youth

He approved the project while chairing a review meeting here on the roadmap for providing employment to the youth. Under the new model, youth will be taught skills that are in line with contemporary requirements, which will empower and enable them to play an important role in the country's economic development. The model is called "Pay-for-Success", under which public or donor funds are released only when independently verified results, such as job creation or a certain threshold of income, are achieved. Speaking at the meeting, the prime minister directed that further steps should be taken to enhance the capacity of the youth, train them in skills that are in line with contemporary requirements, and ensure employment after training. He expressed satisfaction at the performance of the Prime Minister's Youth Programme, the Ministry of Overseas Pakistanis Affairs, National Vocational and Technical Training Commission and all related institutions, in providing employment to the youth. He said opportunities should be provided to youth for learning the local languages of other countries to assist them in finding employment abroad. A comprehensive roadmap based on the estimated number of job opportunities and hiring of youth in Pakistan and abroad should be presented, he said adding he will review the progress of implementation of the roadmap after every two months. The prime minister said training of skilled people for employment abroad should be given priority. A campaign should be launched to make the youth aware of the employment opportunities available on the Digital Youth Hub, he asserted. He said Pakistan's talented youth were its most valuable asset. Providing employable education and skills to the youth will change the destiny of the country, he said adding Pakistan's talented youth were making their country's name shine all over the world. The meeting was informed that the federal government, on the instructions of the Prime Minister, was taking comprehensive steps to ensure employment of youth in Pakistan and abroad along with providing skills and education to make them employable. The participants were told about the annual estimate of employment provision to the youth in Pakistan and abroad under the new programme. The programme will empower the youth and assist them in self-sufficiency, entrepreneurship and direct job placement. The meeting was informed that more than 500,000 people have registered under the Digital Youth Hub so far, while more than 1.7 million people have downloaded its application. In addition to that more than 500 companies got registered. There were more than 47,000 employment opportunities in Pakistan and more than 100,000 jobs were available abroad besides availability of more than 2,000 scholarships. More than 500 institutions, including Pakistani embassies abroad, government agencies, private companies and other NGOs, including the United Nations, are connected to the portal. Federal Ministers Ahad Khan Cheema, Attaullah Tarar, Chairman Prime Minister's Youth Programme Rana Mashhood Ahmed Khan, Member National Assembly Amina Batool and relevant senior officials attended the meeting.
