The Hindu14 hours ago

The government will soon start distribution of solar pump sets to eligible farmers free of cost in the Union Territory, Chief Minister N. Rangasamy said on Wednesday.
Launching government's En Veedu En Nilam scheme at the Botanical Garden, the Chief Minister said administrative steps were being taken to begin distribution of solar pump sets to the farmers at the earliest. Around 6,000 farmers will be eligible for receiving the pump sets in the Union Territory. The scheme was envisaged to homestead vegetable cultivation in a cluster-based approach by extending an aid of ₹5,000 input cost per individual.
The Chief Minister distributed 21 items, including seeds, fertilizers, pesticides, green shade nets and pots worth around ₹5,000 to the beneficiaries at the launch. In the first phase, while around 3,000 people would be provided materials required for terrace farming, another 3,000 beneficiaries would be added to the scheme later.
'The scheme was announced in the Budget to promote terrace farming considering the limited space available for cultivation, especially in the town and the outskirts. Though, around ₹1.5 crore was budgeted initially for the scheme, the allocation has been enhanced now to ₹3 crore,' he said.
He urged the people to take up dairy farming. There was a huge potential for milk production as the territory was only producing around 45,000 litres per day.
'During the last four years, the government was able to implement stalled welfare programmes as well as introduce new schemes. The free rice distribution was relaunched successfully without any complaint on the quality of rice supplied. The government will soon start distribution of 2kg wheat free of cost to ration card holders,' he said.
The Puducherry government was implementing all the promises made to the people in a phased manner. It was important for the administration to maintain close relationship with the Centre to avail more funds. 'It is important to have the support of the Centre. Otherwise, we will have to raise additional revenue by increasing taxes for implementing the schemes,' he said.
Minister for Agriculture C. Djeacoumar and Speaker R. Selvam participated.

Stop Banakacharla or let us meet in court: CM Revanth to Naidu

Hyderabad: Chief Minister A Revanth Reddy demanded his AP counterpart N Chandrababu Naidu to put on hold further construction of the Godavari-Banakacharla project until the water sharing dispute between the two Telugu states is resolved. Reddy appealed to Naidu to use his good offices and clout with the Centre to solve the water sharing disputes amicably. Holding former chief minister K Chandrashekar Rao responsible for Andhra Pradesh taking up the Banakacharla project, Reddy also blasted Union minister G Kishan Reddy for not supporting Telangana for stalling the controversial project as a means to protect the state's interests. Addressing the press after a power point presentation on the Banakacharla project at the Secretariat, the Chief minister said that the government would lodge complaint with the central government against the project and subsequently approach courts if the Centre did not respond to their demand. Revanth Reddy urged Naidu to issue a NOC to the extent that Telangana could utilise 1000 TMC of flood water in river Godavari and 500 TMC in Krishna. He added that if AP agreed, the TG government would support the Banakacharla project. Meanwhile, Reddy strongly objected to Andhra Pradesh lifting flood waters from Godavari without any allocations. Exposing the double standards of BRS on the Banakacharla project, the Chief Minister disclosed the details of the apex council meeting held in September 2016, and said that it was KCR, who had consented to AP lifting Godavari waters. KCR had informed that 3,000 TMCs of water was going waste into the sea from river Godavari, he pointed out. During meeting with YS Jagan Mohan Reddy, KCR on August 13, 2019 announced that Rayalaseema would be made 'Ratanala Seema' again. KCR and Jagan met four times at Pragathi Bhavan and decided to transfer Godavari waters to Rayalaseema, he said. Details of the meeting of the two CMs were also disclosed by the then ministers Eatala Rajender and Buggana Rajendra Prasad, Revanth explained and added that using these meeting minutes as a reference, Andhra Pradesh was constructing the Banakacharla project. The Chief Minister fired a salvo at KCR and former Irrigation minister T Harish Rao on giving assurance to AP as regards Godavari water utilization without specific allocations in the apex council meeting. 'KCR and Harish should be hanged to death for not protecting the interests of Telangana state. He also criticized KCR for not completing any project despite spending more than Rs 2 lakh crores on irrigation during the BRS rule", he said. Revanth Reddy said that he will seek appointments of Prime Minister Narendra Modi and union ministers during the Parliament session and brief them about the Banakacharla project and the problems being faced by Telangana state. 'We are ready to fight legally if justice is not rendered,' he said. The Chief minister wondered why Kishan Reddy had skipped such a crucial meeting and suspected that the union minister was playing a foul play to protect the union government from the threat of withdrawal of Naidu 's support in case the project was stalled.

Resume 100 days' work scheme in state from Aug 1, HC tells centre

1 2 Kolkata: The Calcutta High Court on Wednesday directed Centre to resume the 100 days' work programme in Bengal from Aug 1, saying the scheme could not be "put in cold storage for eternity". The scheme (the Mahatma Gandhi National Rural Employment Guarantee Scheme) has been suspended in Bengal for close to three years. A person who obtained wages illegally or under fictitious names could not go free and had to be dealt with firmly, Chief Justice T S Sivagnanam said. "But what about those who did the work genuinely?" he asked, observing: "A line should be drawn and a cut-off date announced." Centre could impose special conditions, restrictions and regulations to check irregularities and for the recovery of money misappropriated in the past, the division bench of CJ Sivagnanam and Justice Chaitali Chatterjee (Das) said. There should be a "transparent procedure" in place to ensure disbursal of wages and utilisation of funds, the CJ added. Centre had sufficient powers to inquire into the irregularities and take action, as was done in at least four districts, he said. "(But), at this juncture, the court is concerned with the prospective implementation of the scheme," he said, observing that the Centre was empowered to issue "whatever special directives (needed) to plug whatever happened three years ago". The bench directed the state to comply with Centre's directives and said they would be "non-negotiable". State advocate-general Kishore Datta submitted that the centre in 2016 introduced a National Electronic Transfer portal by which wages were directly transferred to beneficiaries' bank accounts. The bench also took note of additional solicitor-general Ashoke Kumar Chakraborty's submission that the state had deposited recoveries in the nodal officer's state account but had not transferred the money to the Consolidated Fund of India as stipulated by law. The division bench fixed the next hearing on any day after Aug 15.
