What is a Shalarth ID?
Former deputy director of education Ram Pawar explains, "Once there is a vacancy and the school has selected the candidate, the school issues an appointment order.
The candidate then takes this appointment order to the deputy director of education of that zone, who approves it and provides the candidate with a Shalarth ID and password. This ID is used to access salary and benefits—without it, the candidate cannot be paid.
" The Shalarth portal also houses financial information and personnel records for all education staffers.

Officials at the office have created bogus IDs and drawn salaries for fictitious individuals, for whom bank accounts were opened using fake credentials and fake photographs. Officials have also been accused of issuing Shalarth IDs and hiring unqualified people for posts of teachers and headmasters for a bribe.
What were the loopholes exploited by govt staff?
Scope for manipulation is minimal in govt-run schools as employment records are available for scrutiny within the administration and due to the regulations which staff need to follow.
But govt oversight of the records of aided schools is limited. This allowed those managing the portal to appoint unqualified individuals and even create fake posts and withdraw salaries in their name.
Other weaknesses in the system
Misuse of the portal has been reported across the state. In Nagpur, unqualified teachers, headmasters, and other staff were accused of holding fake Shalarth IDs that were obtained after paying bribes to school management and education department staffers.
Deputy director of education for Nagpur, Ulhas Narad, has been arrested. In many cases, teachers and other school staff helped govt officers to create fake IDs and bank accounts for a share of the loot.
Also, govt staff demanded bribes to give eligible teachers backdated dues and increments after promotion (see report alongside).
What is the extent of the scam?
On July 18, chief minister Devendra Fadnavis announced in the state assembly that the Shalarth ID scam could amount to Rs 2,000-3,000 crore.
He announced the formation of a Special Investigation Team to probe the ID scam. Dada Bhuse, the state school education minister, has meantime suspended the Mumbai deputy director, Sandeep Sangave.
Checks needed in the system
Former deputy director Ram Pawar says, "An earnest effort must be made to examine records. The process cannot be top-down. Whatever the upper management decides, the onus must be on field officers who need to conduct rigorous checks."

Punjab: SAD leader Majithia's judicial custody extended
A court in Punjab's Mohali district on Saturday extended the judicial custody of Shiromani Akali Dal leader Bikram Singh Majithia, who was arrested in a disproportionate assets case, till August who is housed in New Nabha jail in Patiala, was produced before the court through video conferencing. The Punjab Vigilance Bureau had arrested the Shiromani Akali Dal leader on June 25. He was sent to judicial custody on July 6 and his remand was later extended on July 18. According to the FIR registered by the Vigilance Bureau, its preliminary investigation has revealed that more than Rs 540 crore worth of "drug money" was laundered in several ways and Majithia had allegedly facilitated it. The Vigilance Bureau's FIR against Majithia stemmed from an investigation being carried out by a Punjab Police Special Investigation Team into a 2021 drug case. In 2021, Majithia was booked under the Narcotic Drugs and Psychotropic Substances Act, on the basis of a 2018 report of the anti-drug Special Task had spent more than five months in Patiala jail and walked out of prison in August 2022 after the Punjab and Haryana High Court granted him bail.

NIA court in Chhattisgarh grants conditional bail to Kerala nuns, tribal man in human trafficking, conversion case
RAIPUR: A special National Investigation Agency (NIA) court in Chhattisgarh's Bilaspur district on Saturday granted conditional bail to the two Catholic nuns from Kerala and a tribal man arrested last month on charges of human trafficking and forced religious conversion. The bail was granted by Principal District and Sessions Judge (NIA Court) Sirajuddin Qureshi, who had reserved the order on Friday after hearing arguments from both sides. Reacting to the development, Chhattisgarh chief minister Vishnu Deo Sai said, "It was a legal procedure and bail has been granted in it." With the court granting conditional bail, the three accused were released from jail on Saturday evening, though legal proceedings in the case will continue. The defence lawyer Amrito Das told reporters, 'The bail was heard yesterday, and the arguments have concluded. Honourable court had reserved the matter to declare the verdict on Saturday. The bail application has now been accepted and granted to all the three applicants. The condition prescribed is that the applicants have to submit a bond of Rs 50,000 each. The alleged accused nuns Sister Preethi Merry and Sister Vandana Francis and another local tribal Christian Sukaman Mandavi, were arrested by Government Railway Police (GRP) on July 25 at Durg railway station. Police recovers stolen gold and cash worth 19 lakh within twelve hours, detains accused
Navi Mumbai: A 58-year-old woman vegetable seller, whose gold, cash, and mobile collectively worth Rs 19 lakhs were stolen, has had her belongings recovered by the Rabale police team. The theft occurred when she went to Ghansoli market in her son's auto rickshaw. The police traced the accused within twelve hours of the incident. API Milind Bhosale informed that the complainant, Shakuntala Gaikar, who resides in Karanjade, Panvel, went to the market on Thursday. She was carrying a handbag where she had kept her 210 grams of gold ornaments worth Rs 18s lakhs, Rs 7,000 in cash, and her mobile worth Rs 15,000. The handbag was placed in the space behind the auto's rear seat. Around 2.30 pm, she travelled in the auto rickshaw from Mahalaxmi Jewellers in Ghansolis and reached D-Mart at 2.45 pm. While alighting, she found her handbag missing. She registered an FIR on Friday afternoon, and a police team immediately started the probe. The CCTV footage along the road from Ghansoli to Talavali was checked. A youth was identified as the suspect and was nabbed from Ghansoli within twelve hours of the incident. The complainant's stolen items were recovered from him and handed over to her.
