
Cash, technology, and the quest for balance: Why going fully offline is not the answer
A recent example emerged in Egypt when a fire broke out at the Ramses Central Exchange, triggering a temporary internet and network outage. Some services are still recovering, including the stock exchange and certain banking operations, with ongoing efforts to restore full functionality.
In response, the Central Bank of Egypt (CBE) acted swiftly by extending operating hours at select branches to improve customer access to in-person services. It also temporarily increased daily cash withdrawal limits for individuals and businesses to EGP 500,000, up from EGP 250,000, until the situation stabilises.
The incident reignited public debate, with some voices advocating for a full return to cash—or at least a significant retreat from digital reliance—arguing that cash remains the only truly resilient medium under all circumstances.
While this view is understandable, it overlooks the significant downsides of an all-cash economy: greater exposure to theft, time-consuming transactions, higher operational costs, and difficulty functioning in an increasingly digitised world. It also runs counter to one of the Central Bank's national strategic goals: reducing cash dependency and promoting financial inclusion.
This is why expanding digital banking services and investing in secure technology infrastructure remains the wiser, more sustainable approach—provided it is managed responsibly. What we truly need is a well-defined emergency response plan to strike the right balance between cash and technology, ensuring business continuity without leaning too heavily in either direction.
Even countries with more advanced technological ecosystems are not immune to disruption. In 2018, several banks in Finland faced outages that temporarily halted electronic payments, prompting a short-term return to cash. More recently, hurricanes and floods in the US knocked out power grids and disabled digital systems, forcing affected communities to rely on physical cash as a lifeline.
These global examples highlight a critical lesson: the importance of maintaining strong, independent backup systems that can be activated in times of crisis. Such systems should be stress-tested regularly, with clear recovery timelines aligned to global standards.
In Egypt, all banks already operate under risk management frameworks to address tech-related threats and cybersecurity risks, including protocols for relocating operations to alternate premises if needed. Yet achieving full resilience requires a coordinated, top-tier response from the entire ecosystem—including service providers and telecom operators. This means aligning with international standards, regularly updating systems, educating users on emergency procedures, investing in reliable internet infrastructure, and ensuring backup power sources are in place.
Governments, too, have an essential role to play by enacting user protection laws, enforcing stringent security standards, and mandating service continuity.
We should not fall once again for the myth that 'cash is king.' A full return to cash is not the solution. Nor is it sensible to abandon the transformative advantages of technology. The smartest path forward lies in balance: investing in resilient infrastructure, strengthening cybersecurity, keeping cash as a strategic backup, and raising public awareness. This way, we can build systems that are resilient, inclusive, and ready for the future.

Iraq Resumes Kurdistan Oil Exports after over Two-Year Halt
Taarek Refaat The Iraqi federal government has officially resumed crude oil exports from the Kurdistan Region after a suspension that lasted more than two years, in a move expected to ease tensions between Baghdad and Erbil and boost national export volumes. According to a government statement, crude from Kurdistan's oil fields will now be delivered to Iraq's state oil marketing company SOMO, with the Ministry of Finance pledging a payment of $16 per barrel, either in cash or in kind, to the Kurdistan Regional Government (KRG). This payment arrangement is in line with recent amendments to the federal budget law. The agreement mandates a minimum daily delivery of 230,000 barrels, and according to Kurdistan's own production reports, total output currently stands at 280,000 barrels per day. Of this, 50,000 barrels are allocated for domestic consumption within the region, while the remaining volume is designated for export through SOMO. Under the deal, the KRG will cover production and transportation costs, while all revenues from refined product sales, after deducting those costs, will be transferred to the federal treasury. The resumption of exports comes at a critical time for Iraq, OPEC's second-largest oil producer, which is seeking to stabilize national revenues and streamline energy cooperation between federal and regional authorities. Goldman Sachs: Egyptian Pound Undervalued by 30%
Taarek Refaat Goldman Sachs urges a short position on USD/EGP, forecasting further gains for the Egyptian pound, amid improving macroeconomic indicators and rising market confidence in the North African Country. In a newly released report, Goldman Sachs has declared the Egyptian pound (EGP) is significantly undervalued—by approximately 30%—and has reiterated its recommendation to short the U.S. dollar against the pound, citing improving fundamentals and market sentiment. The American investment bank emphasized that the recent strengthening of Egypt's foreign reserves and a sharp turnaround in the banking sector's net foreign asset position are crucial tailwinds for the local currency. As of May 2025, net foreign assets had swung to a $4.8 billion surplus, a stark reversal from a $17.6 billion deficit recorded at the beginning of 2023. Since Egypt's March 2024 devaluation, the pound has maintained a stable trajectory. Goldman noted the disappearance of the parallel market premium—a persistent challenge in previous years—as a key indicator of renewed investor confidence in Egypt's exchange rate policy. 'The narrowing gap between the official and parallel exchange rates signals restored credibility in monetary management, despite ongoing geopolitical tensions in the region,' the report stated. According to the bank's valuation models, the EGP is now the second most undervalued currency among frontier markets, and is expected to remain so by around 25% over the next 12 months—provided the current spot rate holds. Goldman Sachs has therefore renewed its Short USD/EGP recommendation, targeting a 5% return, with a stop-loss threshold set at -2.5%. The move reflects growing optimism in Egypt's ability to sustain foreign investment inflows and macroeconomic stability. As of Thursday's trading session, the official rate for the U.S. dollar stood at EGP 49.36 for buying and EGP 49.50 for selling, according to the Central Bank of Egypt. The highest rate was recorded at Crédit Agricole at EGP 49.41/49.51, while the lowest was at Housing and Development Bank at EGP 49.35/49.45. This comes as Egypt's Prime Minister Mostafa Madbouly confirmed the government's commitment to settling $1.4 billion in overdue payments to foreign oil companies by the end of 2025, further boosting investor confidence in Egypt's external obligations. With portfolio investment flows rebounding and FX reserves on the rise, analysts suggest that the pound could outperform regional peers if current trends persist—marking a potential turning point after years of currency turbulence. Local Market Calm, But Retail Sales See Seasonal Boost
Waleed Farouk The local bullion market continues to experience subdued activity due to a relative calm in global markets. Retail outlets have largely relied on recycled gold for inventory, especially as bullion traded at slightly lower exchange rates compared to the official rate — about 30 piastres lower in recent days. However, with Thursday's trading session, the gap narrowed, bringing market exchange rates in line with official rates as the sector moved toward exporting raw gold to generate foreign currency liquidity. On the retail front, demand is seeing a seasonal uptick with the approach of the summer wedding and engagement season. Market estimates suggest that around 30% of current demand is directed toward gold jewelry, while the remaining 70% is focused on bullion for savings or investment, particularly with prices stabilizing in the 4620–4660 EGP range for 21-karat gold since the beginning of July. Stronger Dollar Dampens Gold Demand The U.S. dollar regained strength following comments from former President Donald Trump, who denied intentions to dismiss Fed Chair Jerome Powell. The reassurance eased market anxiety and pushed the dollar toward its highest level since June 23. Simultaneously, several Federal Reserve officials signaled caution regarding premature monetary easing. Dallas Fed President Lorie Logan voiced concerns over inflationary risks stemming from tariffs, while New York Fed President John Williams stated that the current economic conditions do not justify immediate policy changes. These remarks prompted markets to dial back expectations for a rate cut. The likelihood of a 25-basis-point rate cut in September dropped to 63%, down from 78% a week ago, according to CME FedWatch data. Geopolitical Tensions Offer Underlying Support Amid Fragile Balance Despite the decline, gold remains supported by geopolitical tensions and global trade uncertainties, particularly after Trump announced new tariffs on 25 countries effective August 1 — a move that heightens global anxiety and renews safe-haven interest in gold. On the data front, U.S. Producer Price Index (PPI) data came in below expectations, showing no monthly change for June versus a forecast of +0.1%. Year-on-year growth was 2.3%, below the expected 2.5%. The core PPI, excluding food and energy, also registered flat monthly and 2.6% annual growth, indicating softening price pressures from the supply side. On the flip side, industrial production rose by 0.3%, surpassing forecasts and suggesting economic activity remains resilient despite easing inflation. Nonetheless, Tuesday's Consumer Price Index (CPI) report showed core inflation still running hotter than expected at 2.9%, reinforcing pressure on gold due to its inverse relationship with interest rates and the dollar. the gold market is navigating a fragile equilibrium, caught between dollar strength and potential rate stability on one hand, and global tensions and trade barriers on the other.
