Gujarat approves action plan for Artificial Intelligence implementation in governance

Chief Minister Bhupendra Patel has approved the Action Plan for Implementation of Artificial Intelligence [AI] (2025–2030), setting the stage for the integration of AI into Gujarat's governance framework over the next five years. The plan aims to improve service delivery, strengthen administrative processes, and apply AI tools in sectors such as healthcare, education, agriculture, and finance. This move aligns with the broader goals of Viksit Gujarat@2047 and the national mission of Viksit Bharat@2047, officials said.
Prepared by the Department of Science and Technology based on recommendations from a 10-member AI Taskforce Committee, the plan will serve as a roadmap to equip government departments with AI systems and capabilities. It also supports the Centre's broader objective, under the leadership of Prime Minister Narendra Modi, to expand the use of artificial intelligence in public policy, administration, and digital infrastructure.
The State's action plan focuses on six major areas: building a secure and regulation-compliant data ecosystem; expanding GPU and cloud-based digital infrastructure, including setting up AI factories in Tier-2 and Tier-3 cities; training 2.5 lakh individuals—students, MSMEs, and government officials—in AI, machine learning, and related technologies; promoting research and partnerships between academia and industry for building practical government-use AI models; supporting DeepTech startups with incubation, mentorship, and funding; and ensuring safe and responsible AI through audit systems, guidelines, and risk protocols.
Implementation will be carried out in phases, starting with the creation of a State-level AI data repository, setting up AI development facilities, and launching pilot projects in selected departments. To oversee the entire effort, the Government will establish a dedicated AI and Deep Tech Mission. This institutional mechanism will lead the design, planning, and monitoring of AI projects while facilitating collaboration between academic institutions, industry players, and startups.
Gujarat has already taken steps to strengthen its AI foundation, including the launch of an AI Centre of Excellence at GIFT City, the organisation of AI training programmes for public officials, and the issuance of an Expression of Interest for developing Indian language-based AI models. The state has also conducted an AI Innovation Challenge to encourage practical solutions.

NEW DELHI: As President Trump threatened to impose a penalty on India for its trade ties with Russia, Indian officials reacted cautiously as they reiterated India's position that securing energy needs of the Indian people is the overriding priority. A source, speaking on condition of anonymity, said India is buying oil not because it wants to help Moscow but because it's the right thing to do based on the prevailing market conditions and the global geopolitical situation. Trump said India has always bought "a vast majority of their military equipment from Russia, and are Russia's largest buyer of energy along with China". However, India had been keen on announcing new plans for defence procurement and co-production arrangements with the US too. During PM Narendra Modi's visit to the US in Feb, Trump pushed India to lower tariffs and buy more defence products from the US that would facilitate a fair trade deal. With the US encouraging India to reduce its dependence on Russian-origin equipment, the leaders had agreed to expand defence sales and co-production to strengthen interoperability and defence industrial cooperation. In that context, govt sources here said some of Trump's claims don't stand up to scrutiny. "The fact is that India-US defence trade has been increasing since 2008, while the dependence on Russia continues to reduce considerably," said an official on condition of anonymity, adding that the US is now among the top arms suppliers to India along with Russia and France. While much has been made of India's imports from Russia, little attention has been paid to the fact that its crude imports from the US have seen a significant jump too with the US emerging as the 4th largest supplier to India in April this year, according to Indian officials. New Delhi: The Centre provided an important update on the implementation of the Vehicle Scrapping Policy in response to a query raised by Dr. K. Laxman, Member of Parliament, in the Rajya Sabha. On Wednesday, in his response, the Minister of Road Transport and Highways, Nitin Jairam Gadkari, outlined the framework established to phase out unfit and polluting vehicles through the Voluntary Vehicle Fleet Modernisation Program. This policy combines incentives and disincentives to encourage environmentally responsible disposal of vehicles that do not meet fitness standards. The policy permits the voluntary scrapping of both commercial and personal vehicles, provided they pass mandatory fitness tests. To facilitate this transition, a series of regulatory notifications have been issued under the Motor Vehicles Act of 1988 and the Central Motor Vehicle Rules of 1989. Additionally, guidelines for Registered Vehicle Scrapping Facilities (RVSFs) were initially introduced via GSR 653(E) and have been amended multiple times, along with similar frameworks for Automated Testing Stations (ATSs) under GSR 652(E). Tax concessions are now available for vehicles that hold a valid Certificate of Deposit. Different categories of transport vehicles have to undergo mandatory testing through the ATS. Furthermore, the new policy prohibits the renewal of vehicle registrations for government-owned vehicles that are over 15 years old. A targeted tax concession of up to 50% is also offered for BS-I and BS-II standard vehicles, as detailed in GSR 200(E) dated March 26, 2025. Minister Gadkari emphasised the government's commitment to reducing vehicular pollution, modernising India's vehicle fleet, and encouraging the adoption of cleaner technologies through well-structured policy mechanisms. This scrapping framework aims to enhance sustainable urban mobility while creating economic opportunities through organised recycling and testing infrastructure.

NEW DELHI: The successful launch of the world's most expensive and unique earth observation satellite NISAR, jointly developed by US and Indian scientists over a decade, has given a big push to Indo-US space cooperation and has been hailed as a milestone in space collaboration between the two countries under the leadership of US President Donald Trump and Prime Minister Narendra Modi. Wednesday's launch came weeks after Nasa and Isro successfully collaborated on the Axiom-4 mission, under which Indian astronaut Shubanshu Shukla was sent to the International Space Station for microgravity experiments. Congratulating Isro and Nasa, space minister Jitendra Singh called the NISAR mission a 'game changer in precise management of disasters'. In a post on X, he said: 'NISAR's capacity to penetrate through fogs, dense clouds, ice layers, etc., makes it a pathbreaking enabler for the aviation and shipping sectors. The inputs from NISAR will benefit the entire world community…in the true spirit of 'Vishwabandhu'.' He also expressed pride in being 'associated with the Department of Space at a time when Isro is registering one global milestone after the other'. Isro chairman V Narayanan said NISAR 'has brought the two agencies closer than ever before'. Before 2014, US and India had collaborated on a slew of space missions, including the Chandrayaan-1 mission, under which saw Nasa sent its payload (Moon Mineralogy Mapper) on board Isro's spacecraft for the moon mission, which played a crucial role in finding water on Moon. But the NISAR programme is said to be the first big-ticket ($1.5 billion) satellite mission invested in by both sides. Nasa has contributed L-Band SAR, a high-rate telecommunication subsystem, GPS receivers and a deployable 12-metre unfurlable antenna. Isro, on its part, has provided S-Band SAR payload, the spacecraft bus to accommodate both payloads, GSLV-F16 launch vehicle and all associated launch services.
