Agra-Lucknow, Purvanchal Expressways to get ₹4,775 crore link

The Uttar Pradesh cabinet on Thursday approved a proposal for the construction of an access controlled six-lane (expandable to eight lanes) green field link expressway to link the Agra-Lucknow Expressway with the Purvanchal Expressway. It will also directly connect Ballia with New Delhi, bringing down the distance between the two places to 900 km, a senior officer said. The green field expressway will have a length of 49.96 km. It will be constructed at an estimated cost of ₹4775.84 crore.
Chief minister Yogi Adityanath presided over the meeting of the state cabinet that took the decision. The cabinet also gave nod to investment of ₹21,481.77 crore, issuing letters of comfort and financial incentives as per recommendations of the High Level Empowered Committee.
The construction of the new expressway linking Agra-Lucknow Expressway with Purvanchal Expressway will provide smooth connectivity to Lucknow, Agra, Kanpur, Prayagraj, Varanasi and Ghazipur, said minister for finance Suresh Khanna and minister for industrial development Nand Gopal Gupta 'Nandi' while briefing media persons.
An official spokesman said the Agra-Lucknow Expressway, the Purvanchal Expressway and under-construction Ganga Expressway are aligned from west to east. The Bundelkhand Expressway and Gorakhpur Link expressway are aligned in a north-south direction.
A grid of expressways coming into existence in Uttar Pradesh would provide unhindered movement of traffic and lead to creation of jobs, the spokesman said.
₹21481.77 cr proposals for investment cleared
The state cabinet gave its nod to investment proposals of ₹21481.77 crore as recommended by HLEC. It also cleared a land subsidy of ₹252.91 crore to Avaada Electro Private Limited for setting up a 5GW solar cell and module manufacturing plant at Greater Noida with an investment of ₹11,399 crore. The cabinet also approved a Letter of Comfort to United Breweries Limited to set up a beer manufacturing plant at Unnao. It also gave a nod to issue Letters of Comfort to IDVB Recycling Operations Private Limited for manufacturing Recycle PET Resin at Khimsepur ( ₹459.64 crore), Farrukhabad and to Ultratech Cement Limited (expansion) for manufacturing cement at Tilhar, Shahjahanpur ( ₹716.92 crore). Letter of Comfort has also been cleared, along with financial incentives to be given to Cell Solar P6 Private Limited for a ₹8000 crore investment at YEIDA, Gautam Buddha Nagar.
Bundelkhand Industrial Dev Authority Area regulations
The state cabinet gave the go-ahead to work out Bundelkhand Industrial Development Authority Area (preparation and finalisation of plan) Regulation 2025.
These rules will regulate the design and size of construction of buildings, ensure safe construction, stop unplanned development, check the adverse impact of construction on the environment, ensure wide roads and parking as per population density.
C-DAC for Integrated Financial Management System
The state cabinet approved a proposal to appoint on contract basis the Union government's Centre for Development of Advanced Computing (C-DAC) for the better use of Integrated Financial Management System (IFMS) for preparing budget proposals, preparation of a dashboard providing financial information as Management Information System etc.
Appointment of ex-servicemen, homeguards via Nigam or GEM
The state cabinet approved a proposal to allow the appointment of ex-servicemen and homeguards on various posts directly from Uttar Pradesh Purv-Sainik Kalyan Nigam or GEM portal. Uttar Pradesh Purv-Sainik Kalyan Nigam will be allowed service charge of 5 per cent for outsourcing of manpower.

Amid complaints of lack of cooperation by officials on the ground, Chief Minister Yogi Adityanath on Sunday called a meeting with the MPs, MLAs and officials concerned from Kanpur, Chitrakoot and Jhansi divisions before giving approvals to development projects and schemes in their areas. The idea behind such a meeting, referred to as 'mandalwar samvad' (divisional dialogue), is to hold discussion with the public representatives before giving shape to projects and schemes in their constituencies, sources said. Similar division-level meetings will be held in the future, an official said. The move is being seen as an attempt by the Chief Minister to resolve purported differences between officials and public representatives at the grassroots level in the run-up to the upcoming panchayat elections and the 2027 Assembly polls in the state. In the meeting, which was held at the CM's official residence in Lucknow, projects worth Rs 4,901 crore were finalised for Jhansi division, projects worth Rs 3,875 crore for Chitrakoot division and about projects worth Rs 10,914 crore were okayed for six districts of Kanpur division, it is learnt. Officials said public representatives were given the opportunity to propose schemes and projects for their areas, on which discussion was held over their viability and other issues. The projects proposed by the MLAs included that of road connectivity, irrigation, logistical hubs and approach roads to religious places. 'During the meeting, the Chief Minister asked the officials to take the opinion of the public representatives before finalising the projects for their constituencies and areas. While he asked the public representatives to monitor the implementation of government schemes in their areas and ensure their proper implementation,' said a senior official. 'He took feedback from the MLAs and MPs about the ground situation, administrative coordination and public expectations in their constituencies,' he added. The Chief Minister also directed the officials to ensure that the names of local representatives are engraved on the foundation or inauguration stones of development projects, he said. In the past, many public representatives, including ministers, have raised concern over lack of cooperation by officials in the implementation of projects or resolution of public grievances in their constituencies. 'Officials were given instructions by the Chief Minister keeping in view the issues raised by the public representatives. It is a healthy exercise as we as public representatives approach officials with the public issues so that things change on the ground,' said an MLA, who attended the meeting on Sunday.

Among these six districts, Kanpur district leads with 426 proposed projects worth ₹5,006 crore, followed by 308 projects in Farrukhabad ( ₹2,476 crore), 336 in Kanpur Dehat ( ₹1,214 crore), 98 in Kannauj ( ₹1,076 crore), 128 in Etawah ( ₹620 crore), and 66 projects in Auraiya ( ₹524 crore). Presiding over the meeting, Yogi directed officials to approve priority projects without delay, implement them transparently and ensure their timely completion through regular monitoring. He also instructed the urban development department to ensure that the names of local public representatives are inscribed on the foundation plaques of the projects undertaken in their areas. As part of the ongoing 'Mandalvaar Samvad' series initiated by the CM, representatives from six districts—Kanpur Nagar, Kanpur Dehat, Farrukhabad, Kannauj, Etawah, and Auraiya—were invited to participate in the meeting. Yogi Adityanath engaged with each MP and MLA, seeking detailed insights on the ground realities of their constituencies, local expectations, progress of developmental projects, and coordination with the administration. He underlined the pivotal role of the Kanpur division in the balanced and sustainable development of Uttar Pradesh. The division, he noted, is not only the industrial and educational hub of the state but also a centre of cultural richness, historical depth, and active public leadership. Reiterating the importance of elected representatives, the CM stated that they are the most dependable bridge between the government and the people. Their insights and suggestions should not be limited to documentation but should be integrated into the design and implementation of government schemes, he added. Yogi urged officials to treat experiences and feedback of public representatives as living inputs for policy formulation. Describing Kanpur division as a 'pioneer of development', the CM expressed confidence that it will soon emerge as a model for not just Uttar Pradesh but for the entire country.

Chief Minister Yogi Adityanath on Saturday inaugurated India's first private Artificial Intelligence-augmented multidisciplinary university in Uttar Pradesh's Unnao. The university has been set up by Chandigarh University. According to an official statement, the state is implementing Artificial Intelligence (AI) in several areas, including education, security, agriculture, administration and industry. The university is expected to support the development of technical skills in the state. advertisementUnder the AI Pragya scheme, the state government is planning to train 10 lakh people in AI, data analytics, machine learning and cybersecurity. This includes youth, teachers, village leaders, government workers and farmers. The statement also added that the training is being done in partnership with companies such as Microsoft, Intel, Google, and Guvi. The target is to train 1.5 lakh people every Pradesh is expanding the use of artificial intelligence in public safety through the Safe City Project. AI-enabled CCTV cameras, automatic number plate recognition, SOS alert systems, and facial recognition technology have been installed in 17 city corporations. These systems operate continuously and are directly linked to the 112 emergency helpline and police control rooms for real-time monitoring, the statement the agriculture sector, the Rs 4,000 crore UP-AGRIS project, backed by the World Bank, is providing AI-based solutions to 10 lakh farmers. Technologies in use include smart irrigation systems, drone-based land mapping and pest detection tools. The project has also connected 10,000 women's groups and is giving farmer-producer organisations access to digital markets. Furthermore, the Revenue Department is using satellite imaging and AI to manage land records, carry out village-level digital mapping, and support more efficient land is also being used in prison and mining operations. An AI-based monitoring system called 'Jarvis' has been installed in 70 jails to track prisoner activities.
