With no takers, controversial SE Delhi bungalow to turn guest house
The bungalow has been lying vacant since September 2023. In April that year, it had emerged that the monument was allegedly demolished by the then DJB chief executive officer Udit Prakash Rai to build a new government accommodation for himself.
A senior government functionary said that the bungalow has been offered to multiple senior officials but no one has been willing to use it as an accommodation 'due the controversy associated with it'.
'We are now planning to use it as a guest house so that the building is utilised,' the official cited aboveadded.
Water minister Parvesh Verma also confirmed to HT that plans for the same are afoot.
Officials, however, said that since the plot is marked only for residential use, its land use will have to be changed if it is converted into any other facility.
Last year, DJB officials had floated the idea of converting the house into a laboratory cum training centre.
The accommodation was at the centre of controversy in April 2023 after the Directorate of Vigilance issued a show cause notice to Prakash for allegedly razing the monument to construct a house for himself. The vigilance department said there was a 'monument' and a 'gateway' at this property. The monument also featured in the Archaeological Survey of India's 'List of Muhammadan and Hindu Monuments, Vol. IV' and is referred to as a 'Mahal'. It was built during the Sayyid rule in Delhi in 1418.
The notice said that Rai was responsible for the demolition, violating residential accommodation rules. It added that while Rai was entitled to a type V government housing, the built-up area of the house replacing the monument was 700 sqm, which exceeded the prescribed area of 403 sqm. Nearly ₹4 crore was spent on building the house, the department said.
On July 31, 2023, the Union home affairs ministry suspended Rai and asked him to vacate the house. Rai and his family left in September 2023, and the house has been vacant since then.
A government functionary said that senior officers have been reluctant to take it up as an accommodation. '...The property still belongs to DJB...but no one wants to be associated with the controversy.'

Centre sanctions ₹821.26 crore in major infrastructure boost for Delhi
The central government on Wednesday sanctioned a special financial assistance package of ₹821.26 crore to the Delhi government to strengthen the Capital's core infrastructure through 33 capital projects pertaining to health, education, transport, water, housing and the Delhi Metro. The Delhi government had sought the financial assistance from the Centre through Public Financial Management System portal, seeking an aid amounting to ₹ 716 crore and ₹ 105 crore. (Sonu Mehta/HT Photo) This comes after the Delhi government earlier in July submitted two proposals seeking a special assistance under the Special Assistance to States for Capital Investment (SASCI) scheme 2025-26. Chief minister Rekha Gupta said the assistance will help realise the 'Viksit Delhi' dream as she thanked the Prime Minister Narendra Modi-led central government for the aid. 'With this amount, 33 projects will be implemented, including those related to health, education, transport, water, housing, energy, and MRTS (Delhi Metro) Phase-IV. This decision is a visionary step towards transforming the resolve of 'Viksit Bharat' into 'Viksit Delhi.' The Delhi Government is committed to completing these projects in a time-bound, transparent, and high-quality manner,' the CM stated in a post on social media platform X. A significant amount of the package, ₹105.26 crore, has been allocated for the construction of six Delhi Metro corridors under Phase-IV, including the priority corridors of Janakpuri West-RK Ashram, Majlis Park-Maujpur, and Aerocity-Tughlaqabad. The construction of these corridors, which are 65.202km long and will consist a total of 45 stations, is underway. The work on the remaining three corridors -- Lajpat Nagar - Saket G Block, Inderlok -Indraprastha, and Rithala - Bawana - Narela - Nathupur (Kundli) — will start soon. The other projects include shifting of overhead electric wires underground, improvement of the stormwater drain on Rohtak Road, construction of a double-lane road on Najafgarh drain to enhance connectivity in southwest Delhi, rejuvenation of the dry Munak Canal, establishment of electric vehicle (EV) charging stations for heavy commercial vehicles at 10 depots by Delhi Transport Corporation, construction of an integrated complex for children at Alipur, expansion of BR Ambedkar Hospital in Rohini and Rao Tula Ram Hospital, among others, according to documents seen by HT. The Delhi government had sought the financial assistance from the Centre through Public Financial Management System portal, seeking an aid amounting to ₹716 crore and ₹105 crore. 'In this regard, it is to state that the competent authority has approved Special Assistance (Loan) of ₹716.00 crore for the 33 capital projects..,' a letter dated July 30 from the Union finance ministry to the secretary (finance) of the Delhi government stated. A separate letter from the finance ministry informed the Delhi government of the sanction of ₹105.26 crore. The central government provides 50-year interest-free loans under SASCI to state governments for capital investment projects -- these include new or ongoing capital works but not repairs, projects in urban reforms and infrastructure. The scheme was introduced by the Union finance ministry in 2020-21. CM Gupta said that 66% of the total sanctioned amount has been released as the first instalment, enabling the immediate commencement of key projects. The Delhi government will continue to seek additional allocations to ensure comprehensive development of the Capital, she said. 'The proposals were submitted promptly and in compliance with all procedures through the PFMS portal. The seamless coordination with the Union finance ministry ensured expeditious approval. These projects will strengthen essential public services, urban mobility and civic amenities, while also generating employment and boosting economic activity in the Capital,' the CM said.

Panchayat poll prep: Reservation process begins in GB Nagar
The process of delimitation and reservation of gram panchayat, kshetra panchayat, and zila panchayat electoral areas for the 2026 general Panchayat elections has commenced in Gautam Budh Nagar, district officials said on Wednesday. (Representative image) According to the district's schedule, recommendations for gram panchayat members were due by July 22, followed by a tentative publication of lists between July 23 and 28. (HT Archive) The move follows administrative instructions issued by the Uttar Pradesh government via an order dated July 15, 2025, and formalised through a directive from the district magistrate's office on July 28. The action is being carried out under Section 3 of the Panchayati Raj Act, 2005, with the Panchayati Raj department granting approval to initiate the final phase of the exercise. The delimitation and reservation process is based on the 2011 Census population figures, in accordance with state government orders issued on February 6, 2015, and November 6, 2020. The procedure will mirror the principles followed by the Delimitation Commission of India for Lok Sabha and Vidhan Sabha constituencies. 'A district-level committee, comprising the chief development officer, additional district officer (panchayat), and district panchayati raj officer, has been formed to ensure timely and transparent execution of the exercise,' stated the Gautam Budh Nagar district magistrate's office. According to the district's schedule, recommendations for gram panchayat members were due by July 22, followed by a tentative publication of lists between July 23 and 28. Public objections are being accepted from July 29 to August 2 and will be reviewed from August 3 to 5. The final list is set to be published between August 6 and 10. Officials have been instructed to adhere strictly to the timeline.
