Centre sanctions ₹821.26 crore in major infrastructure boost for Delhi

This comes after the Delhi government earlier in July submitted two proposals seeking a special assistance under the Special Assistance to States for Capital Investment (SASCI) scheme 2025-26.
Chief minister Rekha Gupta said the assistance will help realise the 'Viksit Delhi' dream as she thanked the Prime Minister Narendra Modi-led central government for the aid.
'With this amount, 33 projects will be implemented, including those related to health, education, transport, water, housing, energy, and MRTS (Delhi Metro) Phase-IV. This decision is a visionary step towards transforming the resolve of 'Viksit Bharat' into 'Viksit Delhi.' The Delhi Government is committed to completing these projects in a time-bound, transparent, and high-quality manner,' the CM stated in a post on social media platform X.
A significant amount of the package, ₹105.26 crore, has been allocated for the construction of six Delhi Metro corridors under Phase-IV, including the priority corridors of Janakpuri West-RK Ashram, Majlis Park-Maujpur, and Aerocity-Tughlaqabad. The construction of these corridors, which are 65.202km long and will consist a total of 45 stations, is underway.
The work on the remaining three corridors -- Lajpat Nagar - Saket G Block, Inderlok -Indraprastha, and Rithala - Bawana - Narela - Nathupur (Kundli) — will start soon.
The other projects include shifting of overhead electric wires underground, improvement of the stormwater drain on Rohtak Road, construction of a double-lane road on Najafgarh drain to enhance connectivity in southwest Delhi, rejuvenation of the dry Munak Canal, establishment of electric vehicle (EV) charging stations for heavy commercial vehicles at 10 depots by Delhi Transport Corporation, construction of an integrated complex for children at Alipur, expansion of BR Ambedkar Hospital in Rohini and Rao Tula Ram Hospital, among others, according to documents seen by HT.
The Delhi government had sought the financial assistance from the Centre through Public Financial Management System portal, seeking an aid amounting to ₹716 crore and ₹105 crore.
'In this regard, it is to state that the competent authority has approved Special Assistance (Loan) of ₹716.00 crore for the 33 capital projects..,' a letter dated July 30 from the Union finance ministry to the secretary (finance) of the Delhi government stated. A separate letter from the finance ministry informed the Delhi government of the sanction of ₹105.26 crore.
The central government provides 50-year interest-free loans under SASCI to state governments for capital investment projects -- these include new or ongoing capital works but not repairs, projects in urban reforms and infrastructure. The scheme was introduced by the Union finance ministry in 2020-21.
CM Gupta said that 66% of the total sanctioned amount has been released as the first instalment, enabling the immediate commencement of key projects. The Delhi government will continue to seek additional allocations to ensure comprehensive development of the Capital, she said.
'The proposals were submitted promptly and in compliance with all procedures through the PFMS portal. The seamless coordination with the Union finance ministry ensured expeditious approval. These projects will strengthen essential public services, urban mobility and civic amenities, while also generating employment and boosting economic activity in the Capital,' the CM said.

Man dies by suicide in Kolkata, family claims he was living in fear of NRC
Kolkata: A 63-year-old man was found hanging in his residence in Kolkata on Sunday morning, with his family claiming that he had been living in fear that he would be sent to Bangladesh if the National Register of Citizens (NRC) was implemented. The victim worked as a non-teaching staff member at a private school in Dhakuria in south Kolkata.(For representation/PTI) Initial probe revealed that the deceased, Dilip Kumar Saha, had arrived in Kolkata in 1972 from Nawabganj in Dhaka and had been living in Anandapally West in the Regent Park area, a police officer said. Saha worked as a non-teaching staff member at a private school in Dhakuria in south Kolkata. "This morning, his wife called him several times, but received no response from inside his locked room. She then called their niece-in-law from a neighbouring house. They broke open the door to find him hanging from the ceiling fan," the officer said. The deceased's wife Arati Saha said her husband had been worried that he would be deported to Bangladesh after implementation of the NRC. "He has been under severe stress for quite some time regarding this. There was no other tension. He came to Kolkata in his childhood. He was afraid that he would be sent to a detention camp and then pushed back to Bangladesh, where he had nobody. He had valid voter ID card and other documents," she said. It is suspected that this fear led him to take his own life, the police officer said, adding that a suicide note has been recovered from the room. The matter is being investigated, the officer said. Power Minister and local Trinamool Congress MLA Arup Biswas reached the place and spoke to the family members. "This is what the fear of being thrown out of the country could do to a man. What they (Centre) have started in the name of the SIR shows their anti-people attitude, and the result is in front of you," Biswas said.

Environment minister to visit e-waste park in Norway to note best practices
Delhi environment and industries minister Manjinder Singh Sirsa arrived in Oslo on Sunday to study electronic waste (e-waste) management systems, ahead of the city's plan to develop an e-waste park in Holambi Kalan. The visit, facilitated in coordination with the Norwegian government, will take place on Monday. 'We will also visit an industrial area, in the middle of the city, to again study the best practices, ranging from waste management there to ensuring recycling and zero air pollution,' Sirsa told HT. The Delhi government is planning to build a dedicated e-waste park over 11.4 acres in north Delhi, aimed at processing over 51,000 metric tonnes of e-waste annually. A feasibility study for the ₹150 crore project will be undertaken soon, following which a global RFQ-cum-RFP (Request for Qualification-cum-Request for Proposal) will be floated. 'This is a short visit to understand how Norway is managing its e-waste. We want Delhi's e-waste park to generate zero pollution. Previous governments didn't plan for the present or the future, and that is why we have waste mountains. We don't want to repeat those mistakes,' Sirsa said. He added that the Delhi government is also studying Hong Kong's e-waste management model. 'We are examining both Norway and Hong Kong to get a sense of the advanced machines and technologies we can use for the project,' Sirsa said. He is expected to return to Delhi on Tuesday. The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) is the nodal agency for the project. Sirsa, who has been accompanied by DSIIDC officials on the trip, had earlier announced that a third-party feasibility study would evaluate global models with a focus on zero-emission and zero-landfill systems. Other features under consideration include scientific dismantling protocols, metal recovery systems, digital waste tracking, air quality monitoring, and pollution control mechanisms. The park is expected to generate over ₹350 crore in economic output, according to government estimates. Once awarded, the construction of the facility will take 18 months to complete, officials have said.

To map properties, Centre's nod sought to fly drones in 353 red zone villages
Bengaluru: In a major push to accelerate property surveys under the Centre's Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme, the state govt has sought clearance from the Union ministry of civil aviation (MoCA) to fly drones over 353 red zone villages. These villages lie near sensitive areas such as airports, military bases, and high-security zones, where drone use requires prior approval from the Centre. The move is part of the state's plan to complete drone-based surveys across all 30,715 villages by March 2026, aiming to provide legal ownership records and resolve rural land disputes. Union panchayat raj minister SP Singh Baghel recently told the Rajya Sabha that Karnataka and the Survey of India have formally requested permission from the MoCA to conduct drone flights over these restricted zones. Once approved, surveys in the remaining villages will begin immediately. MoCA is expected to grant permission but with operational riders, officials said. J Manjunath, SSLR commissioner, told TOI: "The govt is conducting surveys for properties located in gramthanas (village boundaries) and residential properties near gramthanas for the first time. After the drone survey, field surveyors will conduct spot surveys with the cooperation of villagers and prepare a village map containing all information from properties to drainage." Manjunath said people can make corrections before final property cards are issued. "After completing surveys and verifying property documents available with owners and gram panchayats, we will generate draft property cards and issue them to owners. If disputes remain, necessary corrections will be done based on supporting documents and later final property card will be issued to owners," he said. Data from the revenue department shows draft property cards have already been prepared for 10.2 lakh properties in 4,125 villages.
