Fadnavis approves Dharavi redevelopment master plan

MUMBAI: Chief minister Devendra Fadnavis cleared the much-awaited master plan to redevelop Dharavi slums on Wednesday after an hour-long meeting with the stakeholders of the Dharavi Redevelopment Project Private Limited (DRPPL) who made a presentation. The master plan will serve as a strategic roadmap, guiding the planning and execution of this large-scale cluster redevelopment project, which will integrate residential, commercial and industrial spaces, within and beyond Dharavi.
The space is being envisaged as an annexe to the finance and business hub of Bandra Kurla Complex (BKC), which is 5.5 kilometers from Dharavi.
Dharavi spans 620 acres, of which 296 acres have been earmarked for redevelopment. In January 2024 a Special Purpose Vehicle (SPV) was formed comprising the government of Maharashtra's Dharavi Redevelopment Project (DRP) and the Gautam Adani-owned Navbharat Mega Developers Pvt. Ltd (NMDPL) to transform Dharavi. Apart from the transformation, the project also aims to rehabilitate 0.7 million residents.
At the meeting, Fadnavis insisted on 'a holistic eco-friendly approach to the project', and emphasied that 'everyone must be rehabilitated through the plan'.
Later in the evening, in a post on X, Fadnavis said, 'Dharavi redevelopment will move ahead without losing its soul!' He termed the neighbourhood as 'a locality that represents a powerful micro-economy built on skilled labour, artisans, micro-enterprises and underprivileged communities'. He said it was important to 'retain this spirit while unlocking new opportunities for the future'.
SVR Srinivas, CEO of DRPPL, who participated in the meeting, said, 'Now that the master plan has been cleared, the bigger challenge lying ahead is to make it a reality. As of now 1.02 lakh odd tenements have been surveyed. We expect the total tenements to be around 1.30 lakh with a margin of 10% here and there. The survey is expected to be completed in the next two months.'
Another official, who was in the meeting, said, 'While various decisions have been taken, formal orders are yet to be issued by the urban development and housing departments.' Deputy chief minister Eknath Shinde, present in the meeting, asked all concerned departments to hasten necessary approvals.
Architect and developer Mukesh Mehta, who first prepared and presented the plan of redevelopment to Bal Thackeray, welcomed the decision and said: 'This is a confirmation that the government is serious about executing the long-awaited transformation project of Dharavi. It will fulfil the dreams of the urban poor of this slum pocket and give hope to crores of underprivileged across the world.'
Karunanidhi Kanan, an advocate and resident of Dharavi sounded a critical note as he said, 'If this is the way forward, the least we expect is transparency in determining eligibility of people to own properties in Dharavi. The Adani Group-led NMDPL should setup camps across Dharavi to check documents of Dharavikars. If they come across any shortcoming, they should help them put their documents in order. This is how surveys on most government-backed projects are done.'
He criticised the government's plan to move out 'the ineligible to far-flung salt pan lands or a cleared-out dumping ground'.
Opposing the move, Mumbai Congress chief, Varsha Gaikwad said, 'Dharavikars have been betrayed yet again. The CM has today approved the master plan without consultation or adherence to due legal process. People of Dharavi have consistently opposed the redevelopment plan, especially as the survey for tenements are still on.'

MUMBAI: Junior ministers or ministers of state (MOS) in the Mahayuti government have sought the intervention of chief minister Devendra Fadnavis in the matter of delegation of powers by the cabinet ministers of their departments to clear files, hold hearings and other policy-related decisions. The state cabinet has six MOSes—three from the BJP, two from the Shiv Sena and one from the NCP—while the remaining 36 are cabinet ministers. The BJP's MOSes have written to the CM both independently and jointly for his intervention. Their gripe is that despite being sworn in seven months ago, the cabinet ministers have not delegated powers to them, and they have been left with trifling jobs such as receiving memorandums and giving replies to the questions during assembly sessions. 'Junior ministers like Madhuri Misal and Meghana Bordikar have written to the CM,' said a senior BJP leader. 'The departments they represent are mostly headed by Shiv Sena leaders who have not delegated any powers. For instance, as MOS of the urban development department, powers to hold hearings on town planning and policies related to some urban local bodies are expected to be delegated but Sena ministers have not done it so far.' The leader said that the MOSes had written such letters to Fadnavis in the past as well. 'The CM has assured the junior ministers that he will look into the matter at the earliest,' he said. 'The decision is likely to happen before the monsoon session, which begins on June 30.' The BJP leader added that this sort of thing happened in almost all coalition governments, but the tussle had intensified this time. 'The Sena ministers, particularly, have not delegated powers to their MOSes,' he said. 'Ministers of state from the Shiv Sena, on the other hand, have been given powers by the BJP ministers of their departments. For instance, minister of state for home Yogesh Kadam, a Sena leader, has been given specific powers by CM Fadnavis, who heads the department. Similarly, another Sena MOS, Ashish Jaiswal, has been given some powers by deputy chief minister Ajit Pawar in the finance department.' When questioned, Jaiswal said, 'The MOSes who have capabilities get powers.' According to Sena leaders, there is a lot for junior ministers to do in their departments if they have the capability and know how to use their powers. 'Jaiswal and Kadam have been working efficiently and have played a key role in the decisions and policies of their respective departments,' said a Sena leader. Meanwhile, senior ministers in the Mahayuti too have similar issues. A recent review meeting convened by deputy chief minister Eknath Shinde to assess the performance of Shiv Sena-led departments before the local body polls turned into a litany of complaints against NCP leader and finance minister Ajit Pawar. The Sena ministers complained that the discretionary powers held by Ajit were being used to deprive their departments of budgetary funds. Shinde, however, assured his ministers that he would raise the issue with Ajit and chief minister Devendra Fadnavis.

The union government has launched the 'Clean Plant Programme' for grapes, oranges and pomegranates from Maharashtra; the programme will be implemented pan-India whereby farmers will get the said horticultural plants 'disease-free'. The launch was announced at India's first international Agri Hackathon organised in Pune, which was attended by chief minister Devendra Fadnavis and union agriculture minister Shivraj Singh Chouhan. Chouhan lauded the innovation and enthusiasm demonstrated by the participants and acknowledged Maharashtra's significant contributions to horticultural excellence. 'Maharashtra has emerged as a horticulture hub of the country. The efforts of the government and the hard work of the state's farmers have set an example for the rest of the nation. There is no guarantee whether the plants available for cultivation in the horticulture sector are disease-free and productive. To solve this problem, the central government will launch the 'Clean Plant Programme' to ensure that plants available to farmers are disease-free,' Chouhan said. Nine 'Clean Plant Programmes' will be started across the country, three of which will be started in Maharashtra at a cost of ₹300 crore, Chouhan said. The 'Clean Plant Programme' for grapes will be started in Pune; that for oranges in Nagpur; and that for pomegranates in Solapur, Chouhan informed. Modern nurseries too will be set up along with these projects, Chouhan further said. The nurseries will support those who use technology for agriculture. A sum of ₹3 crore will be provided for large nurseries whereas that of ₹1.5 crore will be provided for medium-sized nurseries, he said. Through these nurseries, eight crore disease-free seedlings will be available to the farmers every year. The union minister expressed confidence that Maharashtra's horticulture will be able to compete with the rest of the world. Chouhan also said that India looks forward to cooperation from countries such as Israel and the Netherlands for this programme. The union minister added that scientists work in laboratories to produce good seeds, increase production and diagnose diseases. However, their research does not reach farmers in a timely manner. To bridge this gap, the government is trying to bring scientists and farmers together through 'Lab to Land'. For this, Chouhan said that the central government has taken an important decision that 16,000 scientists from across the country will come out of the laboratories and work directly with the farmers and the agriculture department of the union Government. Chouhan expressed his belief that if science and farmers come together and they get the support of the government and agricultural universities, miracles will happen in the agricultural sector.

How did the Nifty Bank perform yesterday? On Tuesday, the Nifty Bank opened the session on a positive note but quickly lost momentum as volatility gripped the index. Despite a strong start at 56,104.80, it failed to sustain gains and drifted lower during the day. The index oscillated in a wide range between 56,161.40 and 55,455.80, finally settling at 55,599.95, reflecting a loss of intraday strength. The formation of a bearish candlestick on the daily chart indicates profit booking at higher levels and a lack of follow-through buying interest. From a momentum standpoint, the relative strength index (RSI) is trending sideways and currently hovers near the neutral 58 mark, suggesting a momentum loss. Additionally, the MACD has triggered a negative crossover, further reinforcing the emerging bearish tone. These indicators collectively suggest a cautious near-term outlook, with limited upside potential unless fresh buying emerges above key resistance zones.
