Around 32 lakh voters yet to submit enumeration forms in Bihar, says Election Commission
Out of 7,89,69,844 total electors, forms have been received from 90.64% voters. Around 5.27% electors have not been found at their addresses. Out of them, 1.81% have probably died; 0.95% are probably enrolled at multiple places; 2.5% have probably permanently shifted; and 0.01% are not traceable.
The Election Commission of India (ECI) said in a statement on Saturday (July 19, 2025) that 32,23,023 Enumeration Forms are yet to be received.
The poll body said it was making all possible efforts to ensure that the remaining nearly 32 lakh electors were added to the draft Electoral Roll to be published on August 1. Booth Level Officers (BLOs) have already completed over three rounds of the house-to-house visits and have established contact with the electors.
'A concerted effort by the entire electoral machinery along with yet another round of visits by the BLOs has also been started to establish contact with the remaining electors,' the ECI stated.
Nearly one lakh BLOs, four lakh volunteers, 1.5 lakh Booth Level Agents (BLAs) appointed by political parties and their district presidents, were working together on a mission mode to ensure the name of no eligible elector was left out from the draft Electoral Roll, the ECI said.
The ECI, through countrywide newspaper advertisements and all other possible means of communication, was informing Bihar electors who had temporarily moved to any other part of the country, in order to enrol the remaining urban electors. Special camps had also been set up in all 5,683 wards of 261 Urban Local Bodies.

In accordance with the SIR order dated June 24, in case any name had been added by mistake or had been left out, or if there was any error in the draft Electoral Roll to be published on August 1, it could be rectified by August 30. Claims and objections could be lodged by any elector, any political party, or any BLA appointed by a political party, the ECI said.

CPI pushes for greater representation in Polls
Patna: CPI national general secretary D Raja said here on Monday that his party expected "fair and reasonable share" in the assembly seats to contest as a Grand Alliance (GA) partner in the polls. "Our party has submitted a list of 24 assembly seats, where we have strong support, to the coordination committee of the GA. However, CPI state secretary Ram Naresh Pandey pointed out that during the seat-sharing exercise for the 2020 assembly polls, his party's strength was underestimated. "We were given six seats to contest, and we won two of them. In contrast, the CPI(ML) was allotted 19 seats. This time, our claim is that the CPI should get at least 20 seats to contest in view of our relative strength and presence," Pandey said. The CPI(ML) has submitted a list of 45 seats to the GA coordination committee for discussion and final seat allotment, and the CPM has staked claim on 12 seats.

In its reply filed in the Supreme Court on the SIR issue in Bihar, the Commission said it was fulfilling its constitutional responsibility to remove fake voters from the voter list, with which the voters do not have any problem. In public hearing, many allege discrepancies in SIR process
Patna: More than 250 people from 14 districts took part in a public hearing organised on the ongoing special intensive revision (SIR) of the electoral rolls in Bihar. A panel of six eminent citizens, including former Patna high court judge Anjana Prakash; economist Jean Dreze; former chief information commissioner Wajahat Habibullah; former director of A N Sinha Institute D M Diwakar; social worker Bhanwar Meghvanshi and sociologist Nandini Sundar heard the people's views on the SIR. The public hearing was jointly organised by Bharat Jodo Abhiyan, Jan Jagran Shakti Sangathan, NAPM, Samar Charitable Trust, Swaraj Abhiyan and Kosi Navnirman Manch. Many of the participants, including one Phool Kumari Devi from Katihar, alleged discrepancies and listed the problems they faced in submitting the enumeration forms for the purpose. Some said Aadhaar card and EPIC were demanded by the BLOs, though the Election Commission (EC) has excluded these documents for the voter verification purpose. Many married women complained that they had difficulty in obtaining documents of their parents and discrepancies in demanding documents to prove their eligibility. In many families, they complained that some members got the forms while some did not. Some of them said BLOs also took a copy of the bank passbook, though it was not required. Some said the BLOs were under tremendous pressure.
