HM Revenue & Customs will stop sending physical letters to taxpayers in the latest move to 'modernise' and save £50 million a year.
The tax office confirmed it would 'eliminate' outbound post unless it is revenue generating, cutting the number of letters it sends by 75 per cent by the 2028-29 tax year.
The government promised an extra £500 million in funding over the next four years in Wednesday's spending review, with the aim of pushing at least 90 per cent of customer interactions online and making HMRC a 'digital-first organisation'.
Lindsay Scott from the Chartered Institute of Taxation (CIOT), a trade body, said withdrawing physical letters prematurely 'risks further damaging customer service'.
'Plans to phase out post must be handled with care, with robust safeguards to protect those who are digitally excluded or lack digital confidence,' Scott said.
This year, 70 per cent of the tax office's interactions with taxpayers were 'digital self-serve', but HMRC estimates that about a fifth of its customers, or seven million people, still need assistance to use its digital services. Last year, more than 300,000 filed their tax returns on paper.
The department's previous attempts to digitise have also been widely criticised. Its Making Tax Digital initiative has cost at least £1 billion more in real terms than its initial £226 million budget when it was proposed in 2016, according to the National Audit Office, which scrutinises government spending. In 2023, it said the rollout for self-assessment tax returns was at least eight years behind schedule.
The tax office has also come under fire for its track record with customer communications. Its webchat service, launched in 2015, connected less than half of the time, according to a report by the CIOT and the Institute of Chartered Accountants in England and Wales, a trade body, published in December.
The report also showed taxpayers were satisfied with webchats 28 per cent of the time and the phonelines 56 per cent of the time, although HMRC's own satisfaction estimates are much higher.
On the phone lines, callers spent an average of 23 minutes on hold in the last tax year and 34 per cent of callers gave up before they were connected in 2023 — more than double the target of 15 per cent or less.
The investment announced on Wednesday comes as part of a wider push to revitalise the tax office, with an additional £1.6 billion in spending over the next four years also confirmed for reforming its technology and data infrastructure.
The full spending package aims to raise £7.5 billion additional tax revenue a year by 2029-30, by digitising services and hiring an extra 7,900 staff to work on compliance and debt management. The government said it will use the extra revenue to 'fund vital public services'.
HMRC said: 'Reducing the number of letters we send and communicating in different ways instead will provide a better service for our customers in line with modern-day expectations, as well as deliver savings of £50 million by 2028-29.'

"And we also look after our grandchildren, so we are at home a lot more than we were before when we were working."In the winter months, we can't say: 'Oh no. Sorry, we can't afford to put the heating on for you, so you'll have to go cold.'"She said she felt the reasons Guernsey Electricity gave for the price rises, such as historic underinvestment, were "just an excuse"."It's because they have a monopoly," she said. Mandy Moriarty, 68, said it was unfair that the standing charge - which is rising to more than £85 - was the same for everyone regardless of how big their home said: "You can't cut down on that. I think the fairer way would be to put a little bit more on the units that you use.""I live in a very old Guernsey cottage, which is stone and it's freezing in there in the winter, and I only run one radiator."She said she feared that, if prices rose at the same rate in future, she would have to turn the heating off altogether, adding: "Then you get damp, so that's not the answer.""You shouldn't be sitting there freezing cold in this day and age because of greed." GEL decided a few years ago to change the way its tariffs were structured, so people paid a higher fixed cost, known as the standing rose more than 380% between 2021 and July 2025 - from just under £18 to £86.75 a is nearly £40 a quarter more expensive than the highest standing charge allowed on the British mainland. So, why is it rising?Before 2022, GEL said 96% of its income came from charging people for using electricity - the unit as more people install renewable energy - such as solar panels - in their homes, this would mean the amount of money the company made in turn, has meant increasing the prices for people without renewables, so it could afford "the fixed costs of maintaining and upgrading the electricity network", the company said.A GEL spokesperson told the BBC the company planned to review how it charged for electricity to make it "sustainable" - including for customers "who place a lower strain on the island's electricity network".They said "there will not be further large standing charge increases" until the review had been completed. Protest organiser Myles Duquemin said it was unfair the increased standing charge was "the same whether you're in a five-bedroom mansion or live in a one-bedroom flat"."Electricity is not a luxury, it's a basic human right," he added he hoped "the rates come down and it's reviewed by the new deputies".Mr Duquemin said he had received many messages thanking him for organising the said many were from cancer suffers and survivors, as well as pensioners, adding: "They either couldn't speak up or felt too afraid to." GEL said it respected "our customers' right to raise their concerns and to attend the protest".A spokesperson for the company thanked Mr Duquemin for "his commitment to ensure the safety and security of our staff and premises on the day".The company took the decision to close its retail shop at its St Sampson headquarters on Saturday, as the protest was due to begin outside said: "Where a customer is concerned about their electricity bill, our advice is always to contact us as soon as possible if they are worried about falling into difficulty.""We also share information on our website about our tariffs, the reasons for recent increases, how we spend revenue and ways which consumers can save money on their bills."

The site formerly housed a single detached dwelling with a large garden area, but had since been cleared of all structures, according to the Local Democracy Reporting at the Scarborough and Whitby Area Planning Committee, councillor Derek Bastiman said: "We're not going to get the best deal out of it regarding affordable housing."The committee report stated it was the opinion of the planning authority that the subdivision of the site was "manipulation to place the burden of affordable housing on a more speculative part of the development site, where approval and affordable housing viability is uncertain".Planning officers added that during conversations with the agent for the application, it had been "indicated that the outline permission is speculative and will likely be sold to another developer as land with extant planning permission".The development was unanimously refused by councillors. The Red Arrows made history when they used sustainable fuel and vegetable oil for their flypast over London for The King's birthday. Jets from the world-famous aerobatic display team were powered by a blend of sustainable aviation fuel, and used the vegetable oil to produce their trademark vapour trails. It follows groundbreaking trials by RAF engineers and logisticians. All nine of the team's British-built Hawk fast-jets were topped up with a high-ratio blend of sustainable aviation fuel (SAF) at the team's home base of RAF Waddington, Lincolnshire, before they set off, in what is thought to be a world's first. The flypast is also thought to be the first time a renewable biofuel – known as hydrotreated vegetable oil – has been used to produce vapour trails. Charles has been championing sustainability and climate action since before he ascended the throne. A Buckingham Palace spokesperson said the King was not involved in the decision but was 'delighted' because he has been encouraging use of the fuel on royal flights where practical and hopes the example will lead to wider use across the aviation sector. Squadron leader Andy King, the Red Arrows' senior engineering officer who led the project, said: 'Ever since the Red Arrows' first display in 1965, the team has aimed to inspire future generations and represent the best of British. Using this technology is the latest example of our relentless pursuit of excellence. 'The flypast for His Majesty The King is the perfect opportunity to showcase this innovation. 'The vibrant vapour trails that we generate is what sets the Red Arrows apart and so to be the first aerobatic team in the world to move to a fully sustainable option is really exciting.' Minister for the Armed Forces, Luke Pollard, said: 'The iconic Red Arrows are one of the world's premier aerobatic display teams and by adopting a more environmentally friendly sustainable aviation fuel, the Royal Air Force is blazing a trail as part of our work to combat climate change.' The Red Arrows' 2025 season runs until October, with 60 shows planned across the UK and mainland Europe.
