In a dramatic act of protest on Sunday, Democratic members of the Texas House of Representatives began to flee the state. It is a last-ditch attempt to stop President Trump and Texas Republicans from adopting an aggressively redrawn congressional map that would eliminate Democratic seats — and could help lock in a Republican majority in next year's elections.
Shane Goldmacher, a Times political correspondent, explains this new chapter in the era of unvarnished partisan warfare.

The redrawn map, introduced by Texas Republicans and pushed by Mr. Trump, puts areas of Houston, Dallas and San Antonio that have incumbent Democrats into districts that would now favor Republicans.
'We're leaving Texas to fight for Texans,' Gene Wu, a state representative from Houston and the chair of the Democratic caucus in the Texas House, said in a statement Sunday.

Putin proposed summit with Trump: White House
Russian President Vladimir Putin proposed a summit with President Trump during his meeting Wednesday with U.S. envoy Steve Witkoff, White House press secretary Karoline Leavitt said. Why it matters: A White House official said a meeting between Trump and Putin could take place be as soon as next week, but that no location has been set. Leavitt said only that Trump was "open to meeting with both President Putin and President Zelensky" and "wants this brutal war to end." Trump told European leaders after the call that he plans to meet Putin next week, and hopes to hold trilateral summit with Ukrainian President Volodymyr Zelensky soon afterwards, the New York Times reports. Putin has previously proposed the idea of a leader-level summit on Ukraine before backtracking. He has continued to reject Trump's proposals for an unconditional ceasefire. The other side: Ukrainian officials see the proposal as a diplomatic maneuver aimed at trying to soften Trump's current position towards Russia and ease his frustration with Putin. It is also unclear whether Putin is willing to hold a trilateral summit with Trump and Zelensky — something the Ukrainian president has been proposing for several months. Zelensky said in a video on his Telegram channel on Wednesday that "it looks like Putin is more inclined" to agree to a ceasefire and stressed that shows the pressure on Russia is working. "It is crucial they don't deceive us," Zelensky said. State of play: Trump sounded his most optimistic note on the conflict in weeks after the Putin-Witkoff meeting, saying "great progress" had been made and further work toward ending the war would take place "in the days and weeks to come."

Trump plans to meet with Putin as soon as next week: Report
U.S. President Donald Trump plans to meet in person with Russian President Vladimir Putin as early as next week, the New York Times reported on Wednesday, citing two people familiar with the plan. Trump then plans to meet with Putin and Ukrainian President Volodymyr Zelenskiy together, the newspaper reported, adding that the plans were disclosed in a call with European leaders on Wednesday. "The Russians expressed their desire to meet with President Trump, and the President is open to meeting with both President Putin and President Zelenskiy. President Trump wants this brutal war to end," White House Press Secretary Karoline Leavitt said, responding to the report. It was not immediately clear where or when such meetings would take place. Earlier on Wednesday Trump acknowledged that he spoke with European leaders after U.S. envoy Steve Witkoff's "highly productive" meeting with Putin in Russia. While noting that "great progress" was made during the meeting, Trump wrote on Truth Social: "Everyone agrees this War must come to a close, and we will work towards that in the days and weeks to come." Trump, who promised to end Russia's war in Ukraine on "day one" during his presidential campaign, has held several phone calls with Putin and has met with Zelenskiy since returning to the White House in January. However, in recent weeks, he has become increasingly frustrated with Moscow over a lack of progress towards ending the three-year conflict. As a result of the frustration, Trump set a Friday deadline for Russia to agree to peace in Ukraine or face new sanctions.
