Marcos says zero balance billing 'proceeding well'
"I'm happy to be able to report that the zero billing program is proceeding well. ''Malaking bagay diyan eh ikalat niyo ito. Word of mouth kasi 'yung ibang mga pasyente sinasabi, 'Ay wala kayo binabayad, ah meron palang ganyan.' So, ikalat natin, paalam natin sa ibang tao para hindi na sila nagdadalawang-isip na magpatingin, magpagamot, at magpagaling," Marcos said.
(It's a huge thing if we spread this because some patients are saying that some have not paid anything when it comes to hospital expenses. So, let's spread this; let's inform others so they will not think twice about seeking medical attention.)
At the EAMC, a total of 18,818 inpatients in basic accommodation rooms were discharged from January to July 2025. All were discharged due to the zero balance billing system.
The total hospital bill amounted to P1,734,212,716.66, data from the Department of Health showed.
In his fourth State of the Nation Address on July 28, Marcos announced that the government would cover all expenses incurred by Filipinos at DOH hospitals.
Health Secretary Teodoro Herbosa earlier said that patients must be admitted to the basic accommodation or ward for the Philippine Health Insurance Corporation (PhilHealth) to foot 100% of the bill.
The PhilHealth had said that they do not ask for any additional documentation from patients in DOH hospitals when availing zero balance billing.
On Monday, the President said that he wants to address the issues and challenges hounding the implementation of the zero balance billing system, including long lines at the DOH hospitals.
The DOH said that since Marcos' SONA, a total of 83 hospitals across the country have enforced the zero balance billing system.
More than 12,000 patients were catered to in the Eastern Visayas Medical Center and more than 2,400 in EAMC, the DOH added. —VBL, GMA Integrated News

PhilHealth members can get P20K worth of medicines yearly under GAMOT program
PhilHealth members can soon receive up to P20,000 worth of outpatient medicines annually under its Guaranteed and Accessible Medications for Outpatient Treatment (PhilHealth GAMOT) starting August 21, 2025. In an interview on 'Unang Balita' on Monday, Rey Baleña, PhilHealth acting vice president for corporate affairs group, said all Philhealth members may access the program through the eGovPH app or local PhilHealth offices. Beneficiaries will choose a Yaman ng Kalusugan Program para Malayo sa Sakit (YAKAP) clinic where they will get a prescription for the medicine before presenting to the following GAMOT facilities: Vidacure with branches in Muntinlupa City and Quezon City Pharma Gen Ventures Corp (Generika Drugstore) with branches in Parañaque City, Navotas City, Quezon City and Taguig City CGD Medical Depot Inc. at Vertis North Chinese General Hospital 'Dapat irereseta 'yun dahil mahalaga titingnan tayo ng doktor at malalaman kung hinihingi o kelangan ng kondisyon ng pasyente na siya'y ma-resetahan ng gamot,' Baleña said. Marcos wants issues in zero balance billing system be addressed
President Ferdinand ''Bongbong'' Marcos Jr. said Monday that he wants to address the issues and challenges hounding the implementation of the zero balance billing system. In his speech during the distribution of patient transport vehicles in Ormoc City, Leyte, Marcos mentioned that he had heard challenges being experienced by patients, including long lines at the hospitals. Marcos said he would go to a hospital in Tacloban City to personally check the implementation. ''As a matter of fact, mula rito we will be going to Tacloban to look at the... tetestingin namin 'yung sistema ng zero billing dahil mayroon kaming nadidinig na mahaba ang pila, na mahirap pa rin,'' Marcos said. (As a matter of fact, from here, we will be going to Tacloban to check the zero balance billing system because we heard some issues that the lines are long and that the process is still difficult for patients.) ''Titingnan natin paano natin aayusin para ang pasyente papasok, it's an out-patient service, ang pasyente papasok, magpapatingin, bibigyan ng reseta o kung ano ang kailangan para gamutin, pagkatapos ng konsultasyon, pupunta siya sa pharmacy, pwede na siya bumili... mayroon 'yung reseta, may credit 'yun,'' he added.
