KL Declaration on ASEAN Vision 2045 to be submitted at ASEAN Summit
Housing and Local Government Minister Nga Kor Ming, also President of the UN Habitat Assembly, stated that the declaration highlights the urgency of urban leadership in shaping ASEAN's future.
'These milestones are not just agreements on paper, they are a promise of stronger regional cooperation and a shared resolve to build cities that are resilient, sustainable, and people-centred,' he said.
Nga made the remarks at the joint closing ceremony of the ASEAN Sustainable Urbanisation Forum, ASEAN Governors and Mayors Forum, and the Meeting of Governors and Mayors of ASEAN Capitals 2025.
The three-day events gathered over 9,000 participants to discuss urban challenges like climate change, housing affordability, and urban sprawl.
Nga also launched the KL Call to Action for COP30, described as the 'central engine' for ASEAN's collective climate response.
The initiative seeks to integrate the New Urban Agenda into the UNFCCC process for effective local implementation of environmental policies.
Additionally, it will push for the New Urban Agenda's inclusion in UNFCCC frameworks to ensure local governments adopt sustainable practices.
Nga noted that the ASUF aligns with the ASEAN Sustainable Urbanisation Strategy and ASEAN Community Vision 2045.
Malaysia will establish an ASEAN Smart and Sustainable Centre led by Urbanice Malaysia to drive scalable projects and city partnerships.
The AGMF adopted commitments promoting women and youth inclusion in urban governance, while the MGMAC agreed to set up a permanent secretariat in Jakarta.
'Among its key commitments are the formalisation of the MGMAC City Network and a call for greater local investment from institutions like the UN and World Bank,' Nga added.
Kuala Lumpur Mayor Datuk Seri Maimunah Mohd Sharif stated that the Jakarta secretariat will monitor commitments and support the Philippines as the next ASEAN host.
'With the generous support of Jakarta Governor Pramono Anung, the secretariat will coordinate resources and manage projects effectively,' she said. - Bernama

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has emphasised that firm action will be taken against any party that raises issues affecting national harmony. He said there were various negative issues recently involving sovereignty, religion, culture, health, bullying and student deaths. He added that there must be a united stance among the authorities and the public to acknowledge that such matters could damage the country. 'Therefore, today, it's no longer a warning, I am stressing that firm action must be taken.' Anwar further reminded that Malaysia is known for its peace and strong inter-ethnic relations, and the country has even managed to mediate in recent regional conflicts such as the one between Thailand and Cambodia. He added that anyone in authority who fails to uphold his responsibilities in safeguarding the nation's peace should be replaced with individuals who are principled and courageous enough to act. 'This is not about gaining popularity or appealing to the public. This is about saving the nation.' Without directly referring to the bloody May 13 racial riots, Anwar reminded the public that Malaysia had gone through dark periods of internal strife. 'And this time it might start small, with issues like the flag and the spread of fake news.' Anwar also urged the public not to make wild speculations about Zara Qairina's death. 'Let the authorities conduct the investigation. It's barely begun and already fingers are being pointed, linking it to VVIPs. 'We might as well close down all police stations if people can jump to conclusions without an investigation.'

Civil servants to get rewards for earning a degree

(Bernama pic) PUTRAJAYA : Prime Minister Anwar Ibrahim announced several new initiatives today to strengthen the civil service, including improvements to the service scheme of the Malaysian armed forces, financial incentives under the academic recognition awards and allocations to strengthen Intan, the national institute of public administration. He said the measures are in line with the government's commitment to improving the efficiency, professionalism, and welfare of civil servants at all levels, thereby ensuring that the national development agenda can be implemented more effectively. For the armed forces, a performance-based incentive scheme will be extended to those holding the ranks of sergeant and staff sergeant, with the qualifying period reduced from six years to four years, benefitting 3,789 personnel. Anwar said the government has allocated RM75 million to provide a one-off financial incentive to civil servants who complete higher education at their own expense during their service. The incentive amounts are set at RM1,250 for a doctorate, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualification. In addition, the prime minister said RM3 million has been allocated to strengthen Intan's role as a reference centre for public service excellence. Anwar's announcement was made at a gathering of civil servants today, involving about 30,000 members of the public services who were present in person as well as by virtual attendance. Cuepacs, the federation of public service unions, thanked Anwar for the new incentives, such as the relaxation of haj pilgrimage requirements for civil servants who have not yet been confirmed in their positions. Its president, Adnan Mat, also commended the government for extending the lifelong learning programme until 2026, and the provision of one-off academic recognition rewards ranging from RM500 to RM1,250 for those who have completed their studies independently, without government funding. Commenting on the prime minister's call for civil servants to embrace change or risk falling behind, Adnan said civil servants must be proactive in embracing change. 'If we don't change, we risk being left behind. The old mindset of working in comfort and complacency must be replaced with a culture of continuous transformation,' he said.

Civil servants to receive one-off payouts for self-funded higher studies, says Anwar
PUTRAJAYA, Aug 15 — Prime Minister Datuk Seri Anwar Ibrahim announced that the government has approved a one-off financial award for civil servants who pursue and obtain higher recognised academic qualifications at their own expense while in service. He said the incentives would benefit more than 91,672 public servants. 'The government has agreed to provide the Academic Recognition Award as a form of financial incentive to officers who begin and complete their studies, and attain higher recognised academic qualifications while in service, using their own funds. 'For this purpose, the government has allocated RM75.7 million, which will benefit 91,672 civil servants across all service schemes,' he said during his speech at the 20th Civil Service Premier Assembly (MAPPA XX) today. He added that recipients will receive RM1,250 for a doctoral degree, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualification. However, he noted that the awarding of the HPA is subject to stipulated conditions.
