Centre for exempting insurance premium for individuals from GST

Last Updated:
New Delhi, Aug 20 (PTI) The Centre has proposed exempting life and health insurance policies for individuals from GST, Bihar Deputy Chief Minister and convenor of insurance GoM Samrat Choudhary said on Wednesday.
Currently, health and life insurance premium attracts 18 per cent GST.
The 13-member state Group of Ministers on insurance held a meeting on Wednesday.
Almost all states were in favour of the proposal, but they asked the GST Council to device a mechanism by which the GST rate cut benefits are passed on to the customer, said Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, a member of the GoM.
'We made it clear that the GST reduction benefit should go to policyholders and not companies, some mechanism has to be developed.
'States wanted it (tax rate) to be brought down or exempt. At the same time many states told the (GoM) meeting that some mechanism must be developed so that rate cut benefit reaches the people. The GST Council will decide a mechanism," Vikramarka said.
About Rs 9,700 crore annual revenue loss is estimated on account of GST exemption to individual insurance policies, he said.
The GoM will submit its report to the GST Council. The report will also include views and concerns expressed by some state finance ministers, Choudhary said.
'The Centre's proposal is clear that individual insurance policies should be exempt from GST. This has been discussed and the GoM report will be presented to the Council," Choudhary told reporters here after the meeting of the GoM.
'All members have given their approval for lowering rates. Some states have given their own views," he said, adding a final call on rates will be taken by the Council.
The Centre's proposal on insurance is part of the overall next-Gen GST reform proposal under which goods and services tax will be levied at 2 rates– 5 and 18 per cent — based on categorisation of products as merit and standard.
The GoM on health and life insurance was set up in September to suggest tax rates.
The panel, which includes ministers from Uttar Pradesh, Rajasthan, West Bengal, Karnataka, Kerala, Andhra Pradesh, Goa, Gujarat, Meghalaya, Punjab, Tamil Nadu and Telangana, has been mandated to submit its report to the GST Council by October end.
In 2023-24, the Centre and states collected Rs 8,262.94 crore through GST on health insurance premium, while Rs 1,484.36 crore was collected on account of GST on health reinsurance premium. PTI JD ANU ANU

SUV, sedan prices likely to see sharp cut, with lower 40% GST
It isn't just small cars and two-wheelers, large sedans and SUVs too are likely to see a sharp reduction in prices as goods and services tax (GST) is expected to come down from the current, up to 50 per cent , to proposed 40 per cent , the slab for luxury and sin goods. But, there is also the fear that the GST Council may come up with a new cess on higher-end vehicles. At a ministerial panel meeting on rate rationalisation on Thursday, some states demanded a cess on top of the 40 per cent tax. Currently, SUVs and sedans over four metres in length and engine capacity above a certain level attract 28 per cent GST and 22 per cent cess. A final decision on rates will be taken by the GST Council, led by Union finance minister Nirmala Sitharaman next month, amid indications that the Centre is keen on a flat 40 per cent levy on a handful of sin and luxury goods without any cess. Govt sources had said that cess will be removed as it was to be levied for five years to "compensate" states for "revenue loss" due to GST implementation, but was extended by another three years to cover losses due to Covid. While small cars and two-wheelers are expected to see the burden fall from 29 per cent to 18 per cent , the absolute gain (in value terms) for those buying SUVs may be higher. The reduction for all internal combustion engine vehicles or those powered by diesel and petrol, including hybrids, will reduce the differential with electric vehicles, which attract 5 per cent GST. Many see that as a disincentive for EVs, particularly in the more price-sensitive segment of two-wheelers, where the difference in GST will be 13 percentage points compared to 23 percentage points currently. EVs have a higher capital cost but lower operating cost, with purchase price often acting as an entry-level barrier. A concern among consumers and in govt circles is regarding the auto industry's willingness to pass on the gains, given that the anti-profiteering clause does not come into play. Although the auto industry is often accused of pocketing the gains, government sources said there will be pressure on companies to pass on the benefits, especially to boost demand, amid sluggish sales.

Clubbing and de-clubbing of industrial plots has been implemented, enabling entrepreneurs to make better use of their land. Industrialists can now also convert leasehold plots or sheds into freehold. The government is also granting ownership of plots allotted on lease, so that entrepreneurs can conduct financial transactions with ease. In Ludhiana, the Municipal Corporation will invest Rs 55 crore to enhance local infrastructure, ensuring better connectivity and facilities for industrial and commercial activities. He also unveiled plans for the construction of three state-of-the-art exhibition centres in Ludhiana, Amritsar, and Mohali. These centres aim to boost trade, promote local industries, and provide platforms for showcasing products and innovations.
