Scindia urges speedy execution of DoNER projects in Manipur during high-level review

Imphal, July 11 (UNI) Union Minister for Development of North Eastern Region (DoNER), Jyotiraditya M. Scindia, today called for expedited implementation of key development projects in Manipur, citing delays in critical sectors such as tourism, connectivity, and handloom.
Speaking during a high-level review meeting co-chaired virtually with Manipur Governor Ajay Kumar Bhalla at Raj Bhavan, Imphal, the Minister, who attended the meeting virtually, emphasized the need for targeted action to overcome persistent bottlenecks and deliver tangible results.
The meeting reviewed the status of ongoing DoNER and North Eastern Council (NEC) projects across the state. Manipur Chief Secretary P.K. Singh presented a detailed update, highlighting progress and challenges in several priority areas. These included development of handloom and handicrafts, promotion of Polo, enhancement of tourism infrastructure, strengthening transport and connectivity, implementation of palm oil cultivation under the NMEO-OP, logistics improvements, and investment promotion in Manipur.
Revisiting discussions from the previous review held on April 17, 2025, the session also focused on the advancement of vibrant village initiatives, monitoring of PMO-priority projects, and resolution of distressed or delayed projects under central schemes.
Offering point-wise feedback, Minister Scindia urged departments to adhere to timelines and maintain momentum. Governor Bhalla reinforced the call for timely execution, directing officials to intensify ground-level implementation and prioritize outcome-driven governance.
The meeting was attended by the Secretary to the Governor, the Principal Chief Conservator of Forests (PCCF), senior administrative secretaries, and officials from the North Eastern Council who participated via video conference.

Chennai, August 3 (UNI) Contrary to their earlier decision, several public sector banks have decided to keep their branches closed today, said a top official of All India Bank Employees' Association (AIBEA). However some banks have instructed their Business Correspondents office to be open and the automatic teller machines (ATM) to be loaded with sufficient cash so that farmers can withdraw cash today under the Pradan Mantri Kisan Samman Nidhi (PM-Kisan) scheme. 'It seems the banks have realised the legal infirmities raised by the bank unions in opening the branches on Sunday and decided to reverse their earlier decision,' General Secretary, AIBEA, told UNI. Indian Bank, Union Bank of India, Bank of Baroda while announcing its decision to keep the branches open today has asked is Zonal/Regional/Branch offices to ensure the functioning of the Business Correspondents office and ATMs are loaded with cash. Business Correspondents are authorised intermediaries of banks to offer banking services in unbanked and remote areas. The Bengaluru headquartered Canara Bank have instructed its Circle Offices that it has withdrawn the circular to keep the branches open today. On Saturday the United Forum of Bank Unions (UFBU)-an umbrella body of bank unions said public sector banks are not legally authorised to open their core banking solution (CBS) on Sunday as directed by the Department of Financial Services. The Department of Financial Services has directed the public sector banks to keep branches open on August 3, 2025, specifically for the disbursement under the PM-KISAN scheme. The Ministry of Agriculture, Department of Agriculture & Farmers Welfare has also written a letter in this regard, the UFBU said. In a letter to the Secretary, Department of Financial Services, the UFBU has said: 'No notification has been issued by the Reserve Bank of India (RBI) declaring 3rd August, 2025 (Sunday) as a working day under the Negotiable Instruments Act. There has also been no Gazette notification to the effect that 3rd August, 2025 Sunday will be a working day for the Banks.' 'In the absence of such a notification, banks are not legally authorized to open the CBS system and transact business on this day,' the letter adds. According to UFBU, this omission implies that the business conducted will not be legally recognized for cheque clearing, interbank transactions, or other legally compliant operations. The UFBU said adhering to the directive of working on August 3, 2025 would make the bankers work 12 consecutive days, that is, from July 28, 2025 to 8th August, 2025. 'This is beyond the purview of any provisions of labour laws that entire staff have to work for such continuous periods without any break and one can imagine the fatigue and exhaustion that the staff would be subjected to by the same,' UFBU said. Pointing out that the government must have been aware that the 20th instalment under the Scheme was due on these dates and could have asked the Banks to work out a method to handle this work through discussion with the Unions so that the process becomes smooth and less-cumbersome. The UFBU has demanded the immediate withdrawal of directions to keep branches open on Sundays or holidays unless legally mandated under the Negotiable Instruments Act and through Gazette notification. Shimla, Aug 4(UNI) Himachal Pradesh High Court has come down heavily on the Special Secretary (Power), Arindam Chaudhary, for willfully disobeying a previous court order in the matter of M/s Kundlas Loh Udyog vs. Arindam Chaudhary (COPC No. 600 of 2025). Justice Sandeep Sharma, presiding over the contempt petition, observed that the respondent had attempted to 'overreach the judgment' and failed to comply with the court's specific direction to issue a notification granting industrial tariff incentives as per Clause 16(A) of the 2019 Industrial Policy. In its earlier judgment, the Division Bench of the High Court had ordered the Department of MPP & Power to issue an enabling notification granting power tariff incentives to the petitioner, a metal-based industrial unit, from the date of its commercial production. The department was given a four-week deadline. However, even after more than three months, no action had been taken. The Court noted that the reply submitted by the Special Secretary claimed that retrospective revision of tariff falls under the domain of the Himachal Pradesh Electricity Regulatory Commission (HPERC) and not the Power Department. Justice Sharma, however, found this argument untenable, stating that this line of reasoning had not been presented before the Division Bench earlier, where the government had instead admitted to issuing the notification. The Court further cited the 2016 Supreme Court ruling in Manuelsons Hotels Pvt. Ltd. vs. State of Kerala, which held that an enabling notification is a ministerial act, and where policy promises exist, the notification is deemed to have been issued. Taking strong exception to the change in stance, Justice Sharma held that the respondent was prima facie in contempt of court. However, on the request of the Additional Advocate General, the Court granted a final one-week extension to comply with the directive. The matter would now be listed on August 6, and the respondent has been directed to remain present in court to explain why he should not be punished for intentionally and willfully disobeying the Court's order. This is another case in the state which highlights a broader issue of delay and bureaucratic reluctance in implementing industrial policy benefits already adjudicated by the judiciary. Jaipur, Aug 3 (UNI) The Rajasthan unit of BJP has decided to observe August 14 as Horror of Partition Day (Vibhajan Vibhishika Smriti Divas) to condemn the catastrophe of the partition, the party state president Madan Rathore said on Sunday. The move of partition that was enforced on August 14, 1947, caused traumatic sufferings to numerous citizens as it unsettled lakhs of the people, Rathore said. "Many citizens lost everything they owned and forced to live like refugees. Many people even lost their lives in violent clashes that had broken in aftermath of the partition", he said. "Recalling the suffering - sacrifices of those numerous Indians, we will pay rich tributes to all of those patriots and will also reaffirm our resolve for working to keep intact the national unity and integrity and strengthen (communal) harmony and brotherhood", Rathore, a sitting Rajya Sabha MP said. "For next day the Independence Day August 15, our workers will try to provide the tricolour to all households so that every family can hoist the national flag for making success our "Har Ghar Tiranga" campaign," he added. "The BJP workers would reach out to people of all sects and strata irrespective of their faith, ideology or the party allegiance, for providing the flags to them and appeal to them to unfurl the tricolour rising above party-lines," the BJP state chief minister said.
