
No right to pee: How community toilets are failing Mumbai's women

Lata Ugade, a homemaker, is one of the haves. She installed a toilet at home some years ago after she found her then teenage daughter, Pooja, had taken to reducing food and water intake to avoid using the dirty and often dysfunctional community toilet. "She grew thin and weak and had frequent mouth ulcers, stomach aches, and headaches," recalls her mother. "But all that changed when we installed a toilet."
Last week, a report by Praja Foundation highlighted the shortage of public and community toilets in Mumbai.
In 2023, it found, a single community toilet seat served 81 men and 83 women—more than twice and thrice the norm, respectively, recommended by Swachh Bharat Mission guidelines. As importantly, the loos were often difficult to use: 69% of the city's 6,800 community toilet blocks lacked a water connection, Praja's report found, while 60% had no electricity.
In Ambojwadi, Indu Anil Magar says she leaves the door open for fear of the dark—only the corridor is lit.
Women are especially affected by the lack of toilets, and at every stage of life, says Marina Joseph, associate director at YUVA, a nonprofit that helps marginalised communities. "Young girls face safety concerns if they have to defecate in the open, [while] unclean toilets have various health implications including UTIs," she notes. "Lack of a waste disposal system is challenging during menstruation. Older women and those with physical disabilities [have] to navigate toilets that are not suited to their needs.

While men can use public toilets, facilities in their workplace, or even the roadside, women at home have fewer options, says Nasreen Khan, a beautician from Kurla East. Women who work as street vendors or domestic help also struggle—only 1 in 4 public toilets are allocated for women. That means community toilets are women's best available option, and even this facility is spurned by those who can afford it.
Are Individual toilets a solution?
Mumbai's community toilets are built by BMC or MHADA, with toilet seats assigned in equal numbers to men and women.
Under the Slum Sanitation Programme, built toilet blocks are to be handed over to a community-based organisation (CBO) to operate and maintain. "But, in some cases, community members can't be bothered with forming a CBO. The toilet block is then managed by an individual, often with political clout," says a nonprofit worker with an M-East Ward sanitation plan.
User fees are then at risk of being misappropriated.
But even legitimate CBOs struggle to maintain toilets.
Mankhurd's Agarwadi women-run community toilet is used by over 300 people daily and earns 10,000 a month—a sum that just about manages to cover electricity and water bills. Few CBOs have money to fix stolen taps, broken doors, and damaged lights.
So is the individual toilet the solution to Mumbai's sanitation problem? The thinktank Observer Research Foundation thinks so. Its white paper on the issue says authorities must incentivise individual toilets in slums as the only "sustainable and fool-proof remedy".
In Ambojwadi, which has a population of less than 60,000, individual toilets are certainly gaining ground, says Shahenshah Ansari, a resident and YUVA community organiser. And no wonder: Eight of the 23 community toilet blocks are non-functional. In one block, nine of the 20 stalls assigned to women have been roped off because they are unusable. Stalls that are functioning are filthy. The CBO running the toilet block has not been audited in a decade; with neither rod nor reward to compel maintenance, they've let the place slide.
Yet, not everyone can afford to build a latrine or has room for it.
Some community toilets work
Some non-profits are finding ways to improve community toilets, including by focusing on behaviour change. Many slum residents are migrants with little sense of ownership of neighbourhood amenities, notes Yasmin Mulla, a director at Apnalaya. "How do you cultivate in them a sense of responsibility for this common good?"
Apnalaya did this by forming 'Toilet User Groups' in Shivaji Nagar, M-East Ward, of 140-150 residents who are trained to help the community take ownership of toilet blocks.
Training includes lessons on health risks, on how to use BMC helplines and follow up on complaints. The local CBO now has monthly meetings to audit expenses and review gaps in maintenance. "Earlier the toilet was cleaned only once a day; it's now cleaned three times," says Sakshi Sadanand Jadhav, who worked on the project.
In Ambojwadi, YUVA has campaigned for better timings and free entry for children. But their chief demand is for a sewerage system—BMC refuses because the slum is not notified, says Ansari. Yet, there have been small wins. At one toilet, the kaccha overflow line – which is often broken, causing sewage to leak into streets and homes – was replaced with iron pipes, says Ansari. "It took one year of leaning on the BMC, but we got the job done.

Swachh Bharat Mission: India's sanitation drive shows strong gains
New Delhi: India's sanitation landscape continues to evolve under the Swachh Bharat Mission (SBM), with significant infrastructure gains across both rural and urban areas. According to a written reply in the Lok Sabha given by Minister of State for Jal Shakti, V. Somanna, the country has constructed over 11.9 crore individual household latrines (IHHLs) and 2.6 lakh community sanitary complexes (CSCs) under SBM-Grameen since 2014. Uttar Pradesh leads with more than 2.5 crore IHHLs, followed by Bihar and Madhya Pradesh. In urban areas, SBM-Urban and its second phase have added 63.78 lakh household toilets and 6.36 lakh public and community toilet seats, with Maharashtra, Tamil Nadu, and Uttar Pradesh among the top contributors. However, the report highlights persistent challenges in maintaining community facilities. Many CSCs suffer from poor upkeep due to unclear ownership, lack of dedicated funds, and limited awareness. Despite this, Gram Panchayats in several states are innovating—linking toilets to local businesses and conducting awareness campaigns to improve sustainability. The government has released substantial Central funds to support sanitation efforts -- Rs 28,849 crore in 2014–15 under SBM-G, peaking at Rs 21,629 crore in 2018–19, and Rs 3,622 crore in 2024–25. SBM-U has seen Rs 1,892 crore released in 2024–25, with additional allocations under the revised SNA-Sparsh model. The Swachh Survekshan Grameen 2023–24 survey, covering over 17,000 villages and 2.6 lakh households, found that 95.1 per cent of rural households have access to toilets, while 78.7 per cent have arrangements for greywater disposal. Yet, only 39.9 per cent segregate waste, and 29.4 per cent of villages have proper waste storage sheds. In terms of infrastructure, 61.4 per cent of Plastic Waste Management Units (PWMUs) and 58.5 per cent of GOBARdhan biogas plants were found functional. Urban sanitation surveys show that 4,692 Urban Local Bodies (ULBs) are certified ODF, with 1,973 achieving ODF++ status and 214 certified Water+. The government aims to sustain ODF status and promote solid and liquid waste management under SBM-G Phase II. Financial assistance of up to Rs 60 per capita is available for villages under 5,000 population, and Rs 45 for larger ones. Each block is expected to have at least one PWMU, with Rs 16 lakh allocated per unit. The mission's next phase will focus on behaviour change, technological innovation, and inclusive sanitation planning to ensure long-term impact.

Mob attacks doctors in Telangana's Mahabubnagar after death of patient
Two doctors were assaulted at United Hospital in Mahabubnagar late on Monday, July 14, after the death of a reportedly terminally ill patient triggered violence within the premises. The incident has sparked outrage among the medical fraternity, with calls for immediate legal action and stronger protection mechanisms for healthcare workers. According to hospital authorities, the patient had been admitted in a critical condition with advanced cervical cancer and bilateral renal failure. She was also suffering from urinary retention and displayed extremely poor clinical indicators. Despite sustained efforts by the emergency medical team to stabilise her condition, the woman succumbed to her illness later that night. Hospital sources stated that her prognosis, complications, and medical limitations had been clearly communicated to the family beforehand. Tensions flared when the news of her death was formally conveyed. A mob soon gathered at the hospital and turned violent, attacking staff and destroying property. Amith Mankal, one of the attending doctors, was physically assaulted during the chaos. His shirt was torn and his mobile phone, which contained video recordings of counselling sessions with the patient's family, was snatched. Hospital records, including case sheets and consent forms, were damaged in the violence. Rammohan, President of the Indian Medical Association (IMA) Palamuru and Vice President of IMA Telangana, was also targeted during the attack. According to IMA members, he was beaten with footwear in full view of hospital staff and bystanders. The hospital management has lodged a formal police complaint, and an investigation is currently underway. Condemning the assault, the IMA Palamuru chapter has demanded legal action against those involved. The association has called for the attackers to be booked under the Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage to Property) Act, a special law meant to deter violence against healthcare workers. It has also urged the State government to ensure proper security measures at both public and private hospitals. On July 16, a delegation from IMA Telangana visited Mahabubnagar to attend Praja Charcha Sabha Vedika, a public forum hosted by the local chapter. Addressing the gathering, IMA Telangana President Dwarkanath Reddy described the incident as a grim reminder of the vulnerability faced by doctors today. 'There are many reasons why a patient dies, especially in terminal cases. Doctors work under immense pressure and with limited options. No doctor treats a patient with the intention of causing harm. This violence should serve as a wake-up call to society. Those responsible must be held accountable,' he said. V. Ashok, General Secretary of IMA Telangana, appealed to the public to seek redress through legal means rather than resort to violence. 'We are not above accountability. If anyone feels medical care was inadequate, there are courts, there are legal forums. But don't raise your hand against us,' he said.

Arunachal min hails household tap water connection under JJM

Addressing the inaugural state-level coordination meeting of the department at Ato Ringso Hall in Lumdung, East Kameng district, he urged departmental officers to maintain the momentum and give focused attention to all centrally sponsored schemes, which are closely monitored by the Prime Minister's Office (PMO). Arunachal recently became the 10th in the country and the first in the northeast to reach 100% saturation under the Centre's flagship programme. The feat was made possible through a combined funding of Rs 3,965.41 crore from the Centre and Rs 455.51 crore from the state govt. Describing the milestone as a "vital public service success", Natung congratulated officers for their dedication in ensuring water access to even the most remote households. He also stressed the need to enhance implementation efficiency in sewage and sanitation systems under various schemes, including Swachh Bharat Mission (SBM).
