Delhi CM empowers district committees to fast-track development
In a renewed push for decentralised governance and accelerated development, Delhi chief minister Rekha Gupta on Monday chaired a review meeting with all 11 district magistrates (DMs) and the newly reconstituted district development committees (DDCs) — grassroots monitoring bodies headed by MLAs — to streamline local infrastructure and public service delivery. Officials from the chief minister's office said the focus of the meeting was to ensure better coordination between elected representatives and administrative departments, and to enhance the implementation of government schemes and projects at the local level.
Earlier this month, Gupta nominated 11 MLAs — eight from the BJP and three from the opposition Aam Aadmi Party (AAP) — as DDC chairpersons, directing all relevant government officials, including those from the revenue department, to mandatorily attend DDC meetings and provide full support to the committees. The move is aimed at reinvigorating district level governance and ensuring elected MLAs have a greater say in shaping developmental priorities within their constituencies.
'During the previous AAP government, the DDCs existed but they were largely inactive because the government was not focused on development,' said BJP MLA Ajay Mahawar, who now chairs the DDC for north-east Delhi. 'CM Gupta has empowered the DDCs and they will monitor the implementation of development works and government policies. It is a form of decentralisation of power, and the DDC will get the issues faced by the people fixed.'
DDCs operate at the district level and are chaired by the MLA representing the area. The committees also include other MLAs from the district, the DM, and senior officials from departments such as the MCD, Delhi Jal Board, PWD, education, transport, and health. They are mandated to meet once every month to review progress on development works and address public grievances.
In the third week of May, the CM reconstituted the DDCs, nominating BJP MLAs Ajay Mahawar (north-east), Gajendra Yadav (south), and Shikha Roy (New Delhi), among others. From AAP, Sanjeev Jha has been appointed chairperson of the Central district DDC. The DDCs are constituted annually, with chairpersons nominated by the chief minister for a term of one year.
CM Gupta also issued strict instructions for administrative support to DDCs, stating that all designated officers from departments concerned must be present at DDC meetings. 'Any officer found absent without valid justification will face disciplinary action. Serving the people is our foremost duty, and the entire administrative machinery must be responsive, sensitive, and accountable,' she said.
As reported by HT on May 24, Gupta also announced plans to establish 'mini-secretariats' in each of the city's 11 districts to consolidate key government services under one roof. She has directed all DMs to identify suitable land and submit proposals for the same.
'During the previous government, revenue offices were ignored—neither basic infrastructure was provided, nor were citizen services prioritised. Such negligence will no longer be tolerated. 'Mini secretariats' will be established in all districts of Delhi, where citizens will be able to access services such as revenue, public grievances, registration, certificates, and licences under one roof,' she said in a statement. 'These mini secretariats will serve as a major step toward providing swift and integrated public services at the local level.'
To enhance citizen feedback and accountability, Gupta also instructed all DMs to install complaint boxes at DM, SDM, and sub-registrar offices. Residents will be able to submit handwritten complaints in these boxes, which will be monitored and evaluated directly by the Chief Minister's Office (CMO).

Gehlot accuses BJP, RSS of plotting to alter Constitution
Jodhpur/Jaipur: In a sharp escalation of political wrangling, former chief minister Ashok Gehlot Friday accused BJP and RSS of harbouring a long-standing agenda to amend India's Constitution. His remarks came in response to controversial statements made by RSS general secretary Dattatreya Hosabale, who suggested changes to the Preamble. Speaking in Jodhpur, Gehlot cited multiple Supreme Court judgments, including the landmark 1973 Kesavananda Bharati case, to emphasise the legal sanctity of the Constitution's Preamble. "This interpretation was further fortified in 1976 by then Prime Minister Indira Gandhi, who formally inserted the terms secular and socialist into the Preamble during the 42nd Constitutional Amendment," said Gehlot. He highlighted how the apex court established that secularism and socialism were fundamental to the Constitution's basic structure in the Minerva Mills case, SR Bommai judgment (1994) and most recently in Balram Singh case (2024). "The BJP-RSS ecosystem has consistently shown discomfort with the inclusive and pluralistic spirit of our Constitution," Gehlot stated on social media platform X. The ex-CM said Congress has demanded legal action against those "threatening the constitutional fabric" and has urged the judiciary to take suo motu notice of such statements. The political discourse took an additional turn when Gehlot responded to current CM Bhajan Lal Sharma's criticism of Congress's role during the Emergency period (1975-77). Gehlot acknowledged past mistakes, noting that Congress publicly expressed regret for the Emergency era. He pointed out that Indira Gandhi's subsequent electoral victory in 1980, securing 353 seats, demonstrated public forgiveness. "During the Emergency, many people were imprisoned. When Congress leaders, including Indira Gandhi, returned to power, we publicly acknowledged that there were many shortcomings and mistakes during that time (Emergency), and we expressed regret for these. That chapter is closed now. What more do you want?" Gehlot said. He added, "We were also imprisoned. Bhajan Lal Ji may not know this. The difference is that they went to jail during the Emergency and we went to jail in support of Indira Gandhi when she was expelled from Parliament despite winning the Chikmagalur election. Thousands of people across India were imprisoned in her support. I think about 2000 people from Jodhpur alone went to jail. The atmosphere was different then." Calling Sharma politically inexperienced, Gehlot said, "Bhajan Lal ji is new to this; he has become chief minister for the first time and he's a young first-time legislator, so he might not have all the information. We shouldn't mind what he says. He is Bhajan Lal ji, and Bhajan Lal ji also means someone who sings devotional songs, so he might not be aware of everything."

TVK rules out alliance with BJP
Chennai: Actor Vijay's TVK has denied any ongoing alliance talks with the BJP, reaffirming its stance against tying up with the saffron party, while BJP leaders express optimism. In Tenkasi, BJP state president Nainar Nagenthran said, "good things will happen." S Veera Vigneshwaran, spokesperson for TVK which seems to have declined the overtures and maintained its distance from the NDA, rejected any alliance talks and reiterated that the party would never tie up with the BJP, which he described as a "sectarian force involved in divisive politics." He recalled Vijay's stance during last year's party state-level conference at Vikravandi where the actor-politician described the DMK as a "political enemy" and the BJP as an "ideological enemy. " Asked about an alliance with TVK, Union home minister Amit Shah, in an interview with a Tamil daily, stated that there was enough time for the election. "Everything would be clear at the right time," Shah said. In Pudukottai, former AIADMK minister K T Rajenthra Bhalaji stated that all political parties opposing DMK, including TVK, must join hands with the AIADMK to oust DMK from power.
