The Ibrox club are favourites to sign the young Tottenham Hotspur forward on loan for the season, with no option or obligation to buy, revealed The Rangers Review earlier this week.
Martin was asked about Moore at a press conference in Athens this evening ahead of the second leg of his side's second-round Champions League qualifying tie with Panathinaikos.
He said: "I think I've said to you all the way along that as soon as it's done, you'll be the first guys to know.

"There are lots of players we like, lots that we're linked to. He's a really good player and if at any point he becomes a Rangers player, we will let you know."
Earlier today, Spurs boss Thomas Frank addressed the 17-year-old's future.
He was quizzed on the significance of Moore getting regular senior minutes: "It is very important," he said. "Mikey is a big talent.
"I'm really excited about his future here at Tottenham.
"I think for all players but especially younger players they need consistent first-team football into their bodies.
"I think if we can find the right option we will do that."

If something good comes along, I'm willing to take on that challenge." ‌ According to Antman, the time is ripe for a transfer which is complicated somewhat by Celtic's protracted chase of his Eagles team-mate Jakob Breum. The KNVB Cup Winners – participating in the Europa League – expect their two star turns to exit this summer. It's understood Breum has his heart set on Celtic, however, Eagles supremo Jan Streuer is adamant the Premiership champions are below their asking price with Twente. And Antman reckons he is now ready to step off the conveyor belt of ready-made talent which has earned Go Ahead a reputation as one of the best finishing schools in European football. added: "I do think this is the moment to take a step, just like Simonis and Enric Llansana did. The club wouldn't have expected me to be worth four times what they paid for me a year ago either." Antman admits he's in no rush to exit Eagles unless the offer is right. But the Finland international made sure that Rangers make the list for his strict criteria despite one day dreaming of starring in one of the world's biggest leagues. He said : "I'm enjoying myself, and the Europa League matches are fantastic to experience. That's a special stage for me too. If nothing good comes along, why would I go? I want to play in a top league one day and compete in the Champions League. "A club in a top-five league would be fantastic, but there are also great clubs in other countries." ‌ Martin is linked with a clutch of wingers with England youth international Jesurun Rak Sakyi wanted on an initial loan with a £10million option to buy. The FA Cup winners' head coach, Oliver Glasner, has expressed concerns about his squad depth, suggesting that no players will be leaving. Rangers were reportedly interested in the England youth international, with a potential loan agreement in mind. However, Glasner's recent comments indicate that any departures from his squad are unlikely unless new signings are made. He said: "Even though all the players are still here, we haven't made the most of the transfer window so far. "I was promised that we would be more active and bring in the new players earlier this year. "As of now, I have 17 outfield players. I hope we don't lose any more. "If that happens and we get four new ones on deadline day like last year, another false start is possible." Rak-Sakyi is currently receiving treatment for an injury sustained during a friendly match against Crawley Town, and the severity of this has yet to be confirmed. "It doesn't necessarily have to be the one type of profile. "Players are very different, we just need players with the right mentality that are desperate to come and play here. "We will see where we end up in four weeks' time." Rangers' pursuit of Rak-Sakyi remains uncertain as the transfer window progresses.
